However, this crucial role today appears to be played more by Beijing and the port operators present on European soil and directly linked with the Chinese government. Not surprisingly, MEPs recall the warnings from intelligence agencies about the risk associated with the economic presence of non-EU countries in European ports . There is already the question of economic dependence, espionage and even sabotage work.

From the parliamentary committee comes a call for limiting foreign influence in EU ports. For this, the European Commission and national governments should carry out “urgently” a risk assessment of the involvement of China and other non-EU countries in maritime infrastructure.

To this end, “a European ports summit” is called for to take stock of the situation, and they urge the European Commission to present a European ports strategy by the end of 2024. A request that could also concern the current Commission, which has reached the end of its term.

The hope of MEPs is that the text approved by the committee could make it to the plenary session in January. Then the call for a European ports summit could make its way to the current college of commissioners, which by practice is expected to remain in place until October 31, 2023. In any case, the Chinese aspect is central to the text. At the same time as limiting Beijing’s presence at EU seaports, it calls for a greater twelve-star presence at Chinese docks, in the name of reciprocity and a level playing field.

The approved text criticizes the fact that “China prohibits EU shipping companies from engaging in cabotage operations between Chinese ports, while this is not the case for Chinese companies operating in EU ports.” Again, the EU executive is urged to intervene.

Transport committee concerned about competitiveness, safety and strategic autonomy.
