More than a year and a half after the start of the conflict, the taboo now seems to have fallen: in 2022, the EU countries spent a record 240 billion euros on defense, and in 2023, it is already over 270 billion.<\/p>\n<p>Data published in the annual report of the European European Defense Agency (EDA) data from its annual report clearly shows a 6 percent increase in military spending compared to 2021, confirming a trend that has actually been going on for eight years. Out of 27 member countries, 20 have increased their share, some dramatically. The countries that stand out are Sweden (+30.1 percent), Luxembourg and Lithuania (+27 percent), but also Spain (+19 percent), Belgium (+14.8 percent) and Greece (+13.3 percent). Even more significant is the increase in the number of projects managed on behalf of the Member States by EDA, which mark the horizon of common defense: there are now 46 of them, with a total value of EUR 250 million.<\/p>\n<p>EU foreign policy heavyweights Ursula von der Leyen, Charles Michel, and the head of European diplomacy, Josep Borrell, took part in the EDA conference today (20 November). &#8220;We always say that our Union was born as a peace project, but peace requires security. And that is why our Union was also born as a security project,&#8221; said the President of the European Commission. Von der Leyen&#8217;s change of perspective is already a reality: For the first time, Brussels has provided military aid to a country at war, &#8220;5.6 billion euros coordinated at EU level for tanks, helicopters, air defense systems, missiles and ammunition to Ukraine&#8221;. It also passed a law, the Act in Support of Ammunition Production (ASAP), which aims to produce one million munitions per year. Probably from next year, while this year 480,000 artillery rounds have &#8220;already been delivered or are in the pipeline.&#8221;<\/p>\n<p>And so it is &#8220;good news&#8221; that many EU countries have recently increased their national defense budgets because &#8220;there is much more room for the necessary investments.&#8221; But more can be done because the collaborative spending of member states has &#8220;improved only slightly&#8221; and because &#8220;we mostly buy ourselves and buy abroad.&#8221; According to von der Leyen, the EU needs joint programming to identify capacities and projects on which to focus resources at the European level. And it needs &#8220;simpler and more efficient rules&#8221; because the defense is, after all, a highly regulated sector. Von der Leyen announced that the Commission would propose a &#8220;European program for the defense industry early next year.&#8221; A program to explore all possible ways to &#8220;reward, incentivize, and compensate for the costs of industrial cooperation and competitiveness.&#8221;<\/p>\n<p>Before von der Leyen, European Council President Charles Michel had already left no room for doubt: &#8220;We must fortify our European continent,&#8221; he told the audience at EDA. Michel proudly listed the taboos that had been broken since Russia invaded Ukraine: &#8220;jointly procuring military equipment, using the EU budget to support the increase of our military production and financing joint defense research and development&#8221;. And &#8220;all this without changing the treaties.&#8221; Citing the figures from the Agency&#8217;s report, Michel pointed out that last year a quarter of total defense spending &#8211; almost 60 billion euros &#8211; had been channeled into investments: &#8220;This means that we can invest at least 600 billion euros over the next 10 years, with 600 billion euros we can do great things,&#8217; he concluded.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In Brussels the annual conference of the European Defence Agency.
