It was just after 4 a.m. in Strasbourg when negotiators from the EU Parliament and Council announced they had found an <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2023\/12\/14\/reform-of-electricity-market-design-council-and-parliament-reach-deal\/\" target=\"_blank\" rel=\"noopener\">agreement on EU electricity market reform<\/a>, <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2023\/12\/14\/reform-of-electricity-market-design-council-and-parliament-reach-deal\/\" target=\"_blank\" rel=\"noopener\">proposed by the European Commission <\/a>last March 14, after an intense energy crisis that tested European governments heavily dependent on Russian gas.<\/p>\n<h3 id='contracts-for-difference-to-support-renewables-and-nuclear'  id=\"boomdevs_1\"><strong>Contracts for difference to support renewables and nuclear<\/strong><\/h3>\n<p>.<br \/>\nThe central element of the reform is the introduction of financing instruments for <strong>renewable and zero-carbon energies, including nuclear,<\/strong> making electricity prices less dependent on the volatility of fossil fuel prices. The understanding confirms direct government support for the production of <strong>renewable electricity<\/strong> <strong>(wind, solar, storage-free hydropower, geothermal) and from nuclear power<\/strong> through a two-way contract for difference, in which generators are paid a fixed &#8220;strike price&#8221; for their electricity, regardless of the price in short-term energy markets.<\/p>\n<p>With contracts for difference, only investments in new power plants will be promoted, but member states can support existing systems with contracts for difference if they are subject to <strong>repowering, life extension, or capacity expansion<\/strong> (and this also applies to nuclear power plants).<\/p>\n<h3 id='capacity-mechanisms-and-exemptions-on-coal'  id=\"boomdevs_2\"><strong>Capacity mechanisms and exemptions on coal<\/strong><\/h3>\n<p>.<br \/>\n<a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/12\/GBR9h0nXcAACfy_.jpeg\"><img decoding=\"async\" class=\"alignright wp-image-285639\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/12\/GBR9h0nXcAACfy_-300x245.jpeg\" alt=\"\" width=\"322\" height=\"263\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/12\/GBR9h0nXcAACfy_-300x245.jpeg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/12\/GBR9h0nXcAACfy_-1024x836.jpeg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/12\/GBR9h0nXcAACfy_-768x627.jpeg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/12\/GBR9h0nXcAACfy_-1536x1254.jpeg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/12\/GBR9h0nXcAACfy_-750x612.jpeg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/12\/GBR9h0nXcAACfy_-1140x930.jpeg 1140w, https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/12\/GBR9h0nXcAACfy_.jpeg 1599w\" sizes=\"(max-width: 322px) 100vw, 322px\" \/><\/a><\/p>\n<p>As for capacity mechanisms, which are the generation incentive tools available to member states to counter potential electricity shortages, the agreement stipulates that member states <strong>may financially support capacity provision facilities<\/strong>.<\/p>\n<p>The idea of the agreement is to transform them from an emergency solution to a structural component of the EU&#8217;s energy supply. Under pressure from the Council and Poland in particular, the exception was retained whereby until the end of <strong>2028<\/strong> it is possible to finance coal- or gas-fired power plants already in operation that emit more than the emission standard <strong>(more than 550 g CO2 per KWh)<\/strong>.<\/p>\n<p>As also foreseen in the Commission&#8217;s proposal, consumers will have the <strong>free choice to enter into fixed-price contracts<\/strong> (with a minimum term of one year) or <strong>flexible-price contracts.<\/strong> Unilateral price increases in fixed-price fixed-term contracts will be prohibited, and a <strong>banning of power outages<\/strong> for people affected by energy poverty is also introduced.<\/p>\n<h3 id='price-crisis-and-shared-energy'  id=\"boomdevs_3\"><strong>Price crisis and shared energy<\/strong><\/h3>\n<p>.<br \/>\nThe co-legislators gave the Council the power to declare a price crisis, based on a Commission proposal. An energy crisis, according to the agreement, is defined by the average wholesale electricity price or a sharp increase in retail electricity prices. If an energy crisis is declared, prices can be set up to <strong>70 percent<\/strong> of electricity consumption for small and medium enterprises and up to <strong>80 percent<\/strong> for households.<\/p>\n<p>As Eunews learns, the agreement also preserved the idea of bottom-up transition: that is, consumers can enter into additional energy sharing agreements and thus share electricity with others.
