Rome struggles in the run-up"},"content":{"rendered":"<p>Brussels \u2013 The race to be assigned the seat of the <strong>European Anti-Money Laundering Authority <\/strong>is in the home stretch, and Italy&#8217;s hopes\u2014while not yet dashed\u2014 are becoming increasingly faint. The next expected step at the institutional level\u2014after the procedural item on the agenda scheduled at Thursday&#8217;s (Jan. 18) meeting of the permanent representatives of the Twenty-seven\u2014is precisely that of the <strong>public hearings for all applicants planned by the EU Parliament and Council for Jan. 30<\/strong>. In the next two weeks the Italian government will have to try to play its last trump card, since to date, Rome&#8217;s candidacy does not appear to have the best chance of success.<\/p>\n<p>Yet\u2014according to the <a href=\"https:\/\/commission.europa.eu\/system\/files\/2024-01\/assessment_italy.pdf\" target=\"_blank\" rel=\"noopener\">assessment <\/a>of the EU Commission\u2014Rome would have the potential to host the headquarters of the European Anti-Money Laundering Authority. The EU executive has given <strong>a positive assessment to the questions of whether the Authority could &#8220;fully carry out its tasks and powers,&#8221;<\/strong> should the Italian capital be chosen, as well as to &#8220;recruit highly qualified and specialized staff,&#8221; to &#8220;provide adequate training opportunities for AML\/CFT prevention activities,&#8221; and to &#8220;enable close cooperation with EU institutions, bodies and agencies.&#8221; According to Italy&#8217;s <a href=\"https:\/\/commission.europa.eu\/document\/9f56dbad-4f1b-4641-8c2c-ed13bd756db5_en\" target=\"_blank\" rel=\"noopener\">proposal<\/a>, there are two buildings in which the European Anti-Money Laundering Authority could be established in Rome, both in the Eur district: <strong>one is in the Torri Eur complex (on Viale America), while the second is in Via Benedetto Croce<\/strong>.<\/p>\n<p><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/06\/Roma-veduta.jpg\"><img decoding=\"async\" class=\" wp-image-202241 alignright\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/06\/Roma-veduta-300x198.jpg\" width=\"450\" height=\"297\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/06\/Roma-veduta-300x198.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/06\/Roma-veduta-1024x676.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/06\/Roma-veduta-768x507.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/06\/Roma-veduta.jpg 1280w\" sizes=\"(max-width: 450px) 100vw, 450px\" \/><\/a>Appointment of the seat of the new authority involves meeting <strong>five main criteria<\/strong>: date<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"> of operation after the Regulation comes into force, accessibility of the place, existence of adequate educational facilities for employees&#8217; children,<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">adequate access to the labour market, social security and medical care for both children and spouses, and<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">geographical balance. Regarding this last criterion, Italy currently hosts two decentralized agencies, namely <strong>the European Training Foundation (ETF) in Turin<\/strong> and <strong>the European Food Safety Authority (EFSA) in Parma<\/strong>. Besides Rome, the other cities vying to host the headquarters of the European AML Authority are <strong>Vienna, Brussels, Paris, Frankfurt, Dublin, Riga, Vilnius, and Madrid<\/strong>. <\/span><\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Joint public hearings in the EU Parliament and Council for all nine candidate cities are scheduled for Jan. 30.
