{"id":330545,"date":"2024-01-29T18:06:54","date_gmt":"2024-01-29T17:06:54","guid":{"rendered":"https:\/\/www.eunews.it\/2024\/01\/29\/trattamento-acque-reflue-urbane-ue\/"},"modified":"2024-01-29T20:11:24","modified_gmt":"2024-01-29T19:11:24","slug":"eu-parliament-and-council-reach-agreement-on-revision-of-urban-wastewater-treatment-directive","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2024\/01\/29\/eu-parliament-and-council-reach-agreement-on-revision-of-urban-wastewater-treatment-directive\/","title":{"rendered":"EU Parliament and Council reach agreement on revision of urban wastewater treatment directive"},"content":{"rendered":"<p>Brussels \u2013 Negotiators from the EU Parliament and Council reached a provisional <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2024\/01\/29\/urban-wastewater-council-and-parliament-reach-a-deal-on-new-rules-for-more-efficient-treatment-and-monitoring\/\" target=\"_blank\" rel=\"noopener\">political agreement<\/a> today (Jan. 29) on the <a href=\"https:\/\/www.eunews.it\/2021\/04\/30\/trattamento-delle-acque-reflue-urbane-commissione-avvia-la-consultazione-sulla-revisione-della-direttiva-ue\/\" target=\"_blank\" rel=\"noopener\">review proposal<\/a> of the <strong>urban wastewater treatment directive<\/strong>, one of the main outcomes of the <a href=\"https:\/\/www.eunews.it\/2022\/10\/26\/inquinamento-zero-entro-2050-ue\/\" target=\"_blank\" rel=\"noopener\">EU zero pollution action plan<\/a>. The goal is to extend the scope of the directive and align it with the goals of the Green Deal, introducing a deadline to achieve energy neutrality in the sector, but also <strong>an extended producer responsibility scheme to ensure a fair contribution<\/strong> of the most polluting sectors to wastewater treatment for micropollutants.<\/p>\n<p>On wastewater treatment, the agreement extends to all agglomerations with at least 1,000 population equivalents the <strong>obligation by 2035 to subject municipal wastewater to secondary treatment<\/strong> (i.e., removal of biodegradable organic matter) before discharging it into the environment. Member states will have to ensure the implementation <strong>of tertiary treatment<\/strong> (i.e., the removal of nitrogen and phosphorus) and <strong>quaternary treatment<\/strong> (i.e., the removal of a broad spectrum of micropollutants) by 2039 and 2045, respectively, in the largest plants with a population equivalent of 150 thousand or more, with interim targets in 2033 and 2036 for tertiary treatment and 2033 and 2039 for quaternary treatment.<\/p>\n<p><strong>On the level of energy neutrality and renewables, the co-legislators introduced a 2045 target<\/strong> by which municipal wastewater treatment plants will have to produce energy from renewable sources, based on regular energy audits, with progressive interim targets.<strong> Energy can be produced inside or outside the plant<\/strong> and up to 35 percent of non-fossil energy can be purchased from outside sources.
