The Belgian presidency at the helm of the EU needed to succeed in reaching an agreement in principle before the <\/span><a href=\"https:\/\/www.eunews.it\/en\/2023\/12\/18\/extraordinary-european-summit-on-mid-term-budget-review-to-be-held-feb-1\/\" target=\"_blank\" rel=\"noopener\">Thursday, February 1, extraordinary summit to break the deadlock on the mid-term review of the long-term budget (2021-2027)<\/a><span style=\"font-weight: 400;\">. And so it was. On December 12, the <\/span><\/p>\n<p><span style=\"font-weight: 400;\">European Commission <\/span><a href=\"https:\/\/www.eunews.it\/2023\/12\/12\/bruxelles-muove-i-primi-passi-per-usare-i-beni-russi-congelati-per-ricostruire-lucraina\/\"><span style=\"font-weight: 400;\">proposed <\/span><\/a><span style=\"font-weight: 400;\">to\u00a0start collecting the extra profits generated from capital tied up in the EU\u00a0to rebuild Ukraine. The &#8216;how to&#8217; was to be determined in a second stage: for now, the ambassadors have agreed to move profits from sanctioned Russian assets in the EU into a separate account as a first cautious step to then proceed to use them to finance Ukraine&#8217;s reconstruction. In Brussels, there is talk of a <\/span><i><span style=\"font-weight: 400;\">&#8216;phase 1&#8217; <\/span><\/i><span style=\"font-weight: 400;\">and,\u00a0in due course, a proposal on how to use these resources in practice (the so-called <\/span><i><span style=\"font-weight: 400;\">&#8216;phase 2&#8217;<\/span><\/i><span style=\"font-weight: 400;\">).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To avoid legal problems, the Commission proposed to use not the actual assets (which the European Commission estimates at about <strong>211 billion euros<\/strong>) but the profits derived from them being frozen\u00a0in EU territory, mainly held at Euroclear, in Belgium, and\u00a0Clearstream, in Luxembourg. The proposal will not be retroactive, so it cannot target the extra profits made so far, but when governments find a common position on the issue.
