But with safeguards for European farmers"},"content":{"rendered":"<p>Brussels &#8211; Another year of a halt to tariffs on food imports from Ukraine, despite difficulties on several occasions that first began at the Union&#8217;s eastern borders in 2023 and then reverberated in almost all member countries over the past few months. After a last brief inter-institutional negotiation between the EU Parliament and Council, in the early hours of today (March 20), the two co-legislators arrived at <strong>a provisional understanding on the extension of trade liberalization measures for Ukraine<\/strong> <strong>until June 5, 2025, but with two &#8217;emergency brakes&#8217;\u00a0<\/strong>in case of difficulties for European farmers.<\/p>\n<figure id=\"attachment_206447\" aria-describedby=\"caption-attachment-206447\" style=\"width: 451px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/08\/Schermata-2023-08-22-alle-12.44.48.png\"><img decoding=\"async\" class=\"wp-image-206447\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/08\/Schermata-2023-08-22-alle-12.44.48-300x197.png\" alt=\"Zelensky von der Leyen Ukraine\" width=\"451\" height=\"296\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/08\/Schermata-2023-08-22-alle-12.44.48-300x197.png 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/08\/Schermata-2023-08-22-alle-12.44.48-1024x674.png 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/08\/Schermata-2023-08-22-alle-12.44.48-768x505.png 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/08\/Schermata-2023-08-22-alle-12.44.48.png 1082w\" sizes=\"(max-width: 451px) 100vw, 451px\" \/><\/a><figcaption id=\"caption-attachment-206447\" class=\"wp-caption-text\">From left: European Commission President Ursula von der Leyen and Ukraine President Volodymyr Zelensky<\/figcaption><\/figure>\n<p>The temporary suspension of import duties and quotas on Ukrainian agricultural exports to the EU was first introduced in April 2022 and was renewed in May last year &#8211; though with some temporary restrictive measures made necessary by difficulties and tensions in Bulgaria, Poland, Romania, Slovakia, and Hungary &#8211; to support Ukraine in the context of the Russian invasion: &#8220;This renewal reaffirms <strong>the EU&#8217;s unwavering political and economic support for Ukraine<\/strong> after two years of Russia&#8217;s unprovoked and unjustified military aggression,&#8221; the Council\u00a0<a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2024\/03\/20\/ukraine-council-and-parliament-reach-a-deal-to-renew-eu-s-autonomous-trade-measures\/\" target=\"_blank\" rel=\"noopener\">said<\/a>\u00a0in a statement after the understanding. &#8220;Russia&#8217;s targeting of Ukraine and its food production also impacts EU farmers,&#8221; the rapporteur for the EU Parliament, <strong>Sandra Kalniete<\/strong> (EPP),\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20240318IPR19422\/deal-to-extend-trade-support-for-ukraine-with-safeguards-for-eu-farmers\" target=\"_blank\" rel=\"noopener\">stressed<\/a>.<\/p>\n<p>While the\u00a0Commission\u00a0is reasoning about the possibility of introducing <a href=\"https:\/\/www.eunews.it\/en\/2024\/03\/19\/eu-crackdown-on-russian-grain-imports\/\" target=\"_blank\" rel=\"noopener\">substantial duties on Russian grain imports<\/a>, in late January, it\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2024\/01\/30\/eu-toward-extending-stop-on-export-duties-from-kiev-as-tractor-protests-target-brussels\/\" target=\"_blank\" rel=\"noopener\">proposed<\/a>\u00a0a second extension to imports from Ukraine with <strong>a series of new measures in the event of &#8220;significant disruption of the EU market&#8221;<\/strong>&#8211; <strong>even from a single member country<\/strong> &#8211; to anticipate (unsuccessfully) the <a href=\"https:\/\/www.eunews.it\/en\/2024\/02\/26\/farmers-set-fire-to-the-european-quarter-in-brussels\/\" target=\"_blank\" rel=\"noopener\">strong protests<\/a> of European farmers.\u00a0The trilogue between EU Parliament and Council negotiators became necessary after MEPs introduced amendments to the Commission&#8217;s proposal at the March Plenary session that the Council did not support. What has emerged is <strong>a renewed Regulation that will apply from June 6 <\/strong>&#8211; subject to the approval of both EU institutions &#8211; that envisages the extension of the suspension of duties on Ukrainian exports to the Union and, at the same time, allows the Commission to\u00a0<strong>take action within 14 days (no longer 21) to trigger automatic safeguards <\/strong>in the event of market disruptions.<\/p>\n<p style=\"margin-bottom: 0px;\">First, the deal strengthens the already existing &#8217;emergency brake&#8217; on agricultural products that are &#8220;particularly sensitive&#8221;\u00a0&#8211; namely <strong>poultry, eggs, and sugar\u00a0<\/strong>&#8211; that will now take into account &#8220;any adverse impact on the market of one or several member states&#8221; rather than just on the EU market as a whole. Second, the deal extends the list to four additional products &#8211; <strong>oats, corn, semolina, and honey<\/strong> &#8211; and the Commission&#8217;s commitment to strengthen monitoring of imports of <strong>wheat and other cereals<\/strong> is explicit. For the activation of &#8217;emergency brakes,&#8217; <strong>the reference period will be 2022 and 2023<\/strong>. It\u00a0means that if imports of poultry, eggs, sugar, oats, corn, semolina, and honey exceed the average volumes of the past two years, <strong>the European Commission will be obliged to reintroduce tariffs<\/strong>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Green light for renewed measures for Kyiv until June 5, 2025, but with &#8217;emergency brakes&#8217; in case of market disruptions.
