After the bitter controversy that erupted inside and outside the European Commission following the appointment of MEP <strong>Markus Pieper as EU envoy for small and medium-sized enterprises (SMEs)<\/strong>, on the eve of taking up the post,\u00a0the head of the Christian Democratic Union of Germany (CDU) delegation to the European Parliament\u00a0took a step back,\u00a0<strong>renouncing the post entrusted to him by the President of the EU executive &#8211; and fellow party member &#8211; Ursula von der Leyen<\/strong>. When Pieper was supposed to take up the post starting today (April 16) &#8212; the contract signing had come on March 31, Easter Sunday &#8212; von der Leyen decided to <strong>suspend the reopening of the selection procedures for the position of EU SME envoy &#8220;until after the European elections.&#8221;<\/strong><\/p>\n<p style=\"margin-bottom: 0px;\">\u00a0Pieper&#8217;s resignation late yesterday afternoon came with <strong>a frontal attack<\/strong> by the German MEP on the European commissioner in charge of the Internal Market and to whom the EU envoy for SMEs, <strong>Thierry Breton<\/strong>, is expected to report. &#8220;In view of the fact that Breton boycotted my inauguration within the Commission in advance,\u00a0<strong>at the moment I see no possibility of fulfilling the legitimate expectations associated with the post<\/strong>,&#8221; Pieper\u00a0<a href=\"https:\/\/www.handelsblatt.com\/politik\/international\/kmu-beauftragter-von-der-leyens-parteifreund-markus-pieper-gibt-auf\/100032650.html\" target=\"_blank\" rel=\"noopener\">told<\/a> the German daily <em>Handelsblatt<\/em>, pointing the finger at the &#8220;bad style and motivated solely by party politics&#8221; (Breton is an independent, but the European commissioner chosen by the French president, <strong>Emmanuel Macron<\/strong>).<\/p>\n<figure id=\"attachment_144194\" class=\"wp-caption alignright\" style=\"width: 450px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2021\/03\/Schermata-2021-03-10-alle-15.37.33.png\"><img decoding=\"async\" class=\"wp-image-144194\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2021\/03\/Schermata-2021-03-10-alle-15.37.33-300x200.png\" alt=\"Thierry Breton\" width=\"450\" height=\"300\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2021\/03\/Schermata-2021-03-10-alle-15.37.33-300x200.png 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2021\/03\/Schermata-2021-03-10-alle-15.37.33-1024x681.png 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2021\/03\/Schermata-2021-03-10-alle-15.37.33-768x511.png 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2021\/03\/Schermata-2021-03-10-alle-15.37.33-1536x1022.png 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2021\/03\/Schermata-2021-03-10-alle-15.37.33-2048x1362.png 2048w\" sizes=\"(max-width: 450px) 100vw, 450px\" \/><\/a><\/figure>\n<p>European Internal Market Commissioner Thierry Breton<\/p>\n<p>&#8220;I take note of Mr. Pieper&#8217;s resignation following the vote by the European Parliament last week,&#8221; was the laconic response of the Internal Market Commissioner himself:\u00a0 he wrote this morning in a <a href=\"https:\/\/x.com\/ThierryBreton\/status\/1780116424184267252\" target=\"_blank\" rel=\"noopener\">post<\/a> on X, remarking that &#8220;<strong>transparency and collegiality are and should\u00a0always remain our cardinal values<\/strong>.&#8221; Breton did not spare a dig at the President\u00a0on the Board of Commissioners either, specifically regarding the timing of the reopening of the selection process: &#8220;<strong>I hope that this important position for SMEs will be filled as soon as possible<\/strong>.&#8221;<\/p>\n<div class=\"page\" title=\"Page 3\">\n<h3 id='the-piepergate-case'  id=\"boomdevs_1\">The &#8216;Piepergate&#8217; case<\/h3>\n<p><strong>It all started on January 31<\/strong> when the European Commission&#8217;s services <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/mex_24_583\" target=\"_blank\" rel=\"noopener\">announced<\/a> the appointment of Pieper as EU envoy for SMEs -to keep a &#8220;close relationship&#8221; with national business representatives -taking office &#8220;subsequently&#8221; and reporting directly to President von der Leyen and Commissioner Breton. The Commission was asked to respond on the &#8220;additional qualifications&#8221; that allowed Pieper to outperform the other candidates in the selection process and on &#8220;<strong>questions about the transparency of the process and the influence of the Commission President<\/strong>.&#8221; It is no coincidence that Czech MEP <strong>Martina Dlabajov\u00e1<\/strong> (Renew Europe), a candidate for the post, immediately appealed to the Commission&#8217;s Directorate-General for Human Resources.<br \/>\nAfter the parliamentary question on &#8216;Piepergate&#8217; remained ignored for a month by President von der Leyen, on March 27, four members of the College &#8211; in addition to Breton, also <strong>Paolo Gentiloni<\/strong> (in charge of Economy), <strong>Nicolas Schmit<\/strong> (Labor and Social Rights, as well as <em>Spitzenkandidat<\/em> of the European Socialist Party) <strong>and Josep Borrell<\/strong> (Vice-President of the Commission and EU High Representative for Foreign Affairs and Security Policy) &#8211; wrote\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2024\/04\/04\/von-der-leyen-under-scrutiny-as-fellow-party-member-pieper-nominated-as-eu-sme-envoy\/\" target=\"_blank\" rel=\"noopener\">a letter to the president of the Commission<\/a> to explicitly request a discussion &#8220;at the earliest possible opportunity&#8221; within the College on &#8220;these allegations and the possible impact on the next steps in the hiring process&#8221; of Pieper. This is why\u00a0<strong>half the College is reportedly up in arms against the President<\/strong>, with seven other members dissatisfied: <strong>Margrethe Vestager<\/strong>(Executive Vice-President and Commissioner for Competition), <strong>V\u011bra Jourov\u00e1<\/strong> (Vice-President for Values and Transparency), <strong>Didier Reynders<\/strong> (Justice), <strong>Elisa Ferreira<\/strong> (Cohesion and Reforms), <strong>Kadri Simson<\/strong>(Energy), <strong>Janez Lenar\u010di\u010d<\/strong> (Crisis Management), and <strong>Helena Dalli<\/strong> (Equality).<\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px;\">The circle was closed on the last Plenary session of the European Parliament on\u00a0Thursday (April 11), when <strong>382 MEPs (out of 606)<\/strong> from the Progressive Alliance of Socialists and Democrats (S&amp;D), Renew Europe, Greens\/Ale, The Left, and Identity and Democracy groups <a href=\"https:\/\/www.eunews.it\/en\/2024\/04\/11\/von-der-leyen-rejected-by-her-own-majority-in-parliament-on-piepergate-only-the-epp-supports-her\/\" target=\"_blank\" rel=\"noopener\">voted against Pieper&#8217;s nomination<\/a>\u00a0through an <a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/A-9-2024-0139-AM-034-036_IT.pdf\" target=\"_blank\" rel=\"noopener\">amendment<\/a> to the European Commission&#8217;s 2022 budget discharge under the first signature of\u00a0<strong>Daniel Freund<\/strong> (Greens\/Ale). &#8220;The European Parliament notes with concern that\u00a0<strong>the successful candidate is an outgoing MEP from President von der Leyen<\/strong>&#8216;s German political party,&#8221; is the complaint in the amendment approved by the MEPs, who\u00a0urged the Commission to &#8220;<strong>remediate the situation by revoking the nomination, and initiating a truly transparent and open process<\/strong> for the selection of the EU SME envoy.&#8221; Only the European People&#8217;s Party &#8212; in addition to the abstention of the European Conservatives and Reformists &#8212;\u00a0supported\u00a0von der Leyen and the choice of a\u00a0fellow party member from the CDU (a member party of the European family of Populars, precisely).<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The CDU MEP today was supposed to take up the post that the Commission President &#8211; and fellow party member &#8211; Ursula von der Leyen assigned to him after a non-transparent selection process and with the &#8216;no confidence&#8217; of the European Parliament.
