For the EU, &#8220;no discussion on Ukraine can take place without Ukraine,&#8221; he said in a post on X minutes after news of the Magyar premier&#8217;s trip to Moscow, reported by Hungarian broadcaster <a href=\"https:\/\/www.rferl.org\/a\/russia-orban-visit-kyiv-ukraine-peace-putin-zelenskiy\/33022024.html\" target=\"_blank\" rel=\"noopener\"><em>Radio Liberty<\/em><\/a> citing a Budapest government source. On July 2, in his first trip to Ukraine since the conflict erupted, <strong>Orb\u00e1n had called on Zelensky to think about the possibility of &#8220;proclaiming a cease-fire<\/strong> and starting negotiations with Russia.&#8221; to which\u00a0the Ukrainian premier replied that &#8220;a just peace is needed.&#8221; A peace that starts from an assumption reiterated by Charles Michel: &#8220;Russia is the aggressor, Ukraine is the victim.&#8221;<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"en\">The EU rotating presidency has no mandate to engage with Russia on behalf of the EU.<\/p>\n<p>The European Council is clear: Russia is the aggressor, Ukraine is the victim.
