Interviews with candidates in August"},"content":{"rendered":"<p style=\"margin-bottom: 0px;\"><em>From the correspondent in Strasbourg<\/em> &#8211; Having boarded the heads of state and government (<a href=\"https:\/\/www.eunews.it\/en\/2024\/06\/27\/eu-leaders-reach-agreement-on-top-jobs-commission-to-von-der-leyen-council-to-costa-kallas-high-representative\/\" target=\"_blank\" rel=\"noopener\">who named her<\/a>) and passed the hurdle of the MEPs (<a href=\"https:\/\/www.eunews.it\/en\/2024\/07\/18\/epp-sd-liberals-and-greens-confirm-ursula-von-der-leyen-president-of-the-eu-commission-for-another-five-years\/\" target=\"_blank\" rel=\"noopener\">who confirmed her<\/a>), <strong>Ursula von der Leyen<\/strong>, re-elected President of the European Commission, begins the journey that will lead her by the end of the year to take office for another five years at the Berlaymont with <strong>a new team of 26 commissioners<\/strong>, in addition to herself. In addition to Germany, which will express the presidency of the Commission with <strong>Ursula von der Leyen<\/strong> and Estonia, which will see the outgoing premier<strong>, Kaja Kallas<\/strong>, become EU High Representative for Foreign Affairs and Security Policy, Slovakia has nominated the outgoing vice president <strong>Maro\u0161 \u0160ef\u010dovi\u010d<\/strong>, Latvia the outgoing Vice President <strong>Valdis Dombrovskis<\/strong>, Slovenia the lawyer and economist <strong>Toma\u017e Vesel<\/strong>, Ireland the former Minister of Finance, <strong>Michael McGrath<\/strong>, Sweden the Minister for European Affairs, <strong>Jessika Roswall<\/strong>, and Finland the popular MEP <strong>Henna Virkkunen<\/strong><a href=\"https:\/\/www.eunews.it\/en\/2024\/07\/18\/fitto-eu-commissioner-martusciellos-fi-confirms-endorsement-we-have-already-debated-it-it-will-be-him\/\" target=\"_blank\" rel=\"noopener\">. Italy has not yet disclosed the official candidate but, speaking exclusively to <em>Eunews<\/em>, Forza Italia&#8217;s head of delegation to the EU Parliament, <\/a><strong>Fulvio Martusciello<\/strong>, said that &#8220;<strong>the commissioner should be Minister Raffaele Fitto; we have already debated it extensively, and that will be<\/strong>.&#8221; Fitto is currently Minister for European Affairs, Cohesion Policies, and NRRP, an expression of the Fratelli d&#8217;Italia party.<\/p>\n<div class=\"flourish-embed flourish-map\"><\/div>\n<h3 id='towards-the-von-der-leyen-bis-commission'  id=\"boomdevs_1\">Towards the von der Leyen-bis Commission<\/h3>\n<p style=\"margin-bottom: 0px;\"><a href=\"https:\/\/eur-lex.europa.eu\/EN\/legal-content\/glossary\/appointment-of-the-european-commission-president-and-commissioners.html\" target=\"_blank\" rel=\"noopener\">According<\/a> to\u00a0the EU Treaties, European commissioners\u2014one from each member country\u2014<strong>are appointed by agreement between the EU Commission presidency and the member states<\/strong>, which suggest them based on general competence, European commitment, and guarantees of independence. The Council of the European Union adopts the list of commissioners, and <a href=\"https:\/\/www.eunews.it\/en\/2024\/06\/13\/groups-committees-and-plenary-all-the-dates-for-the-establishment-of-the-new-european-parliament\/\" target=\"_blank\" rel=\"_blank noopener\">each must also pass the European Parliament vote<\/a>. It is clear that not only the political composition of the government that nominates its candidate should be considered, but also that of the majority that holds the Commission in the European Parliament. If von der Leyen can reach a compromise quickly for the Council&#8217;s adoption of the list of names to be proposed to Parliament, <strong>it could lead to hearings as early as September and October<\/strong>. Each parliamentary committee will review the candidates with written questions and in public hearings, each based on its area of expertise. Finally, the Conference of Presidents will have to prepare a draft resolution to be voted on by all 720 MEPs (<strong>watch for the October 7-10 and 21-24 plenary sessions<\/strong>) when a simple majority of the votes will have to approve the appointment of the entire College of Commissioners. <strong>The natural start of the von der Leyen Commission&#8217;s five-year term is November 1<\/strong>.<\/p>\n<div class=\"flourish-embed flourish-map\" data-src=\"visualisation\/18740169\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Having received confirmation from MEPs for a second term, the EU Commission President says &#8220;I will ask member states to propose a man and a woman&#8221; to find gender balance.
