During the upcoming plenary session (Sept. 16-19), MEPs will discuss the position\u00a0on <strong>negotiations on the 2025 budget,<\/strong> expected to be heated. Starting with the response to the Council&#8217;s <strong>proposal<\/strong>\u00a0to\u00a0<strong>cut funding<\/strong> for exchange and research programs, which the European Parliament wants to reject (or at least scale back).<\/p>\n<p><a href=\"https:\/\/www.eunews.it\/en\/2024\/07\/17\/budget-2025-council-cuts-commission-proposal-by-8-17-billion\/\" target=\"_blank\" rel=\"noopener\">In July<\/a>, <strong>Member States<\/strong> proposed to <strong>cut a total of 8.17 billion<\/strong> euros from the <strong>EU budget for next year<\/strong>, including <strong>295 million from the Erasmus<\/strong> program, which allows university students and young workers from the Union to live for a few months in one of the participating countries. However, the <strong>Horizon<\/strong> program, the flagship <strong>EU scientific research<\/strong>, would also receive <strong>400 million<\/strong> less with the proposal of\u00a0the national governments.<\/p>\n<p>It is not certain if\u00a0this will happen; or better, it is more likely that from the <strong>inter-institutional negotiations<\/strong> on the EU budget for next year &#8212; which will begin in <strong>November\u00a0<\/strong>&#8212; a <strong>compromise <\/strong>will emerge between the demands of the Council and those of the European Parliament (the two entities that, Treaties in hand, define the EU budget), which do\u00a0not want to make <strong>such drastic cuts<\/strong>. On Wednesday (Sept. 18), during the plenary session in Strasbourg that will mark the resumption of work after the summer recess, <a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/agenda\/briefing\/2024-09-16\/5\/eu-budget-2025-council-s-position-fosters-incomprehension\" target=\"_blank\" rel=\"noopener\">members will discuss<\/a>\u00a0the <strong>position to be adopted<\/strong> by the House in the tug-of-war with the member states, which should then be <strong>approved\u00a0formally in October<\/strong>.<\/p>\n<p>&#8220;Every year, the <strong>Council<\/strong> uses a similar <strong>justification<\/strong> to <strong>reduce program allocations<\/strong> or to <strong>limit programmed reinforcements<\/strong>, even though the procedural and budgetary circumstances and the social, economic, and geopolitical context have changed considerably,&#8221; said rapporteur <strong>Victor Negrescu<\/strong> (S&amp;D, Romania), adding that this approach &#8220;promotes <strong>incomprehension<\/strong>.&#8221; For his\u00a0colleague, France&#8217;s <strong>Emma Rafowicz,<\/strong> who is vice-chair of the <strong>Education and Culture (Cult)\u00a0<\/strong>committee, <a href=\"https:\/\/www.euronews.com\/my-europe\/2024\/09\/12\/will-the-eu-cut-its-landmark-erasmus-program-radio-schuman\" target=\"_blank\" rel=\"noopener\">the Social Democrats<\/a> are <strong>&#8220;stunned&#8221; and &#8220;shocked&#8221;\u00a0<\/strong>by the boldness of the chancelleries. And they promise to fight.<\/p>\n<p>The European Parliament defined\u00a0its <strong>priorities for fiscal year 2025<\/strong> <a href=\"https:\/\/www.europarl.europa.eu\/news\/it\/press-room\/20240308IPR19022\/investments-tailored-to-improving-people-s-lives-eu-budget-2025-priorities\" target=\"_blank\" rel=\"noopener\">in March<\/a>, calling for putting the <strong>twin\u00a0and digital transitions<\/strong>, <strong>competitiveness<\/strong>, <strong>inclusiveness,<\/strong> and <strong>security<\/strong> at the center of the Union&#8217;s spending. The next annual budget will see the entry into force of the revised seven-year budget (technically called the <strong>Multi-Year Financial Framework<\/strong>), approved <a href=\"https:\/\/www.europarl.europa.eu\/news\/it\/press-room\/20240223IPR18077\/via-libera-a-revisione-del-bilancio-a-lungo-termine-aiuti-all-ucraina-e-step\" target=\"_blank\" rel=\"noopener\">in February<\/a>, and it will have to begin to consider the question of how to repay the <strong>debt taken out with\u00a0NextGenerationEu<\/strong>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In Strasbourg, MEPs will begin discussing the Chamber&#8217;s position, to be adopted next month ahead of negotiations with the Council scheduled for November.
