{"id":389834,"date":"2024-09-13T18:16:21","date_gmt":"2024-09-13T16:16:21","guid":{"rendered":"https:\/\/www.eunews.it\/2024\/09\/13\/accordo-ue-mercosur-opposizione-francia\/"},"modified":"2024-09-19T12:00:01","modified_gmt":"2024-09-19T10:00:01","slug":"eu-mercosur-free-trade-agreement-paris-keeps-getting-in-the-way","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2024\/09\/13\/eu-mercosur-free-trade-agreement-paris-keeps-getting-in-the-way\/","title":{"rendered":"EU-Mercosur free trade agreement, Paris keeps getting in the way"},"content":{"rendered":"<p>Brussels &#8211; Even with a new prime minister, <strong>France will continue to stonewall<\/strong> to prevent <strong>the free trade agreement between the EU and Mercosur<\/strong>, South America&#8217;s common market, effectively stalled for a quarter century, from getting off the ground. <strong>Michel Barnier<\/strong>, the conservative President Emmanuel Macron appointed to head the transalpine executive, aims to build a <strong>bloc minority at the Council<\/strong>. And he may succeed, much to the chagrin of those who hope to conclude negotiations in the coming months.<\/p>\n<p><strong>It is<\/strong> <strong>twenty-five years<\/strong> since, back in 1999, negotiations were <strong>started<\/strong> to enter into <strong>the trade agreement<\/strong> between two of the world&#8217;s largest economic blocs, the <strong>European Union<\/strong> and the <strong>Mercosur<\/strong>\u2014a Spanish acronym for &#8220;Common Market of the South&#8221; and designating a <strong>free trade area<\/strong> created in 1991 in South America, which includes <strong>Argentina<\/strong>, <strong>Bolivia<\/strong>, <strong>Brazil<\/strong>, <strong>Paraguay<\/strong>, and <strong>Uruguay<\/strong> (<strong>Venezuela<\/strong> was suspended in 2016) and with which the other states in the area are also associated (<strong>Chile<\/strong>, <strong>Colombia<\/strong>, <strong>Ecuador<\/strong>, and <strong>Peru<\/strong>).<span class=\"Apple-converted-space\">\u200b<\/span><\/p>\n<p>After <strong>particularly complex<\/strong> <strong>negotiations<\/strong> lasting two decades, the <strong>agreement had been concluded<\/strong>\u00a0as a general\u00a0principle in <strong>June 2019<\/strong>. Still, its\u00a0<strong>ratification<\/strong> (for which a unanimous vote in the Council and the green light from the national parliaments of the Twenty-seven are needed) has been in mothballs since then due to <strong>opposition<\/strong> from <strong>some European countries<\/strong> and <strong>former Brazilian President Jair Bolsonaro<\/strong>. If it goes into effect, it would involve <strong>over 780 million consumers<\/strong> on both sides of the Atlantic and do away with about <strong>93 per cent of the tariffs<\/strong> imposed by Brussels.<\/p>\n<p>However, it does not look like the agreement can get off the ground anytime soon, at least not in its current formulation. Some hoped a breakthrough could come by November 18\u201319, when the <strong>G20 summit in Rio de Janeiro<\/strong> will be held.\u00a0<span style=\"margin: 0px; padding: 0px;\">To the contrary, at least according to what was <a href=\"https:\/\/www.euractiv.com\/section\/politics\/news\/new-french-pm-dashes-hopes-of-a-eu-mercosur-deal-by-brazil-g20-summit\/\" target=\"_blank\" rel=\"noopener\">stated in the last days<\/a> by\u00a0<em>Assembl\u00e9e nationale<\/em>\u00a0deputy\u00a0<strong>Pascal Lecamp<\/strong>\u00a0(whose party, MoDem, is part of the liberal coalition backing Macron), both the French premier and president &#8220;are in favour of\u00a0<strong>finding a blocking minority<\/strong>\u00a0to\u00a0<strong>prevent the signing of the treaty<\/strong>.&#8221;<\/span>\u00a0With a blocking minority, the Council could\u00a0<strong>revoke the negotiating mandate<\/strong> given to the <strong>European Commission<\/strong>.<\/p>\n<p>Preventing it from proceeding with the stipulation would constitute &#8220;<strong>a<\/strong> <strong>priority<\/strong>&#8221; for Barnier, who, according to Lecamp, would be &#8220;very attached to the <strong>mirror clauses<\/strong>,&#8221; i.e., rules that would bind Mercosur participating countries to the same\u00a0<strong>environmental and social standards<\/strong> to which the <strong>EU member states<\/strong> are subject. In short, without <strong>rules on the reciprocity<\/strong> of these commitments, on which Paris has long insisted, France&#8217;s signature is virtually impossible. In the words of <strong>Antoine Vermorel-Marques<\/strong>, deputy of the <i>R\u00e9publicains<\/i> (Barnier&#8217;s conservative party), <strong>the agreement is &#8220;deadlocked&#8221;<\/strong>.<\/p>\n<p>Opposition from the transalpine government is certainly not new<span style=\"margin: 0px; padding: 0px;\">. Still,\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2024\/03\/25\/wojciechowski-commission-continues-negotiations-with-mercosur\/\" target=\"_blank\" rel=\"noopener\">the<\/a><\/span><a href=\"https:\/\/www.eunews.it\/en\/2024\/03\/25\/wojciechowski-commission-continues-negotiations-with-mercosur\/\" target=\"_blank\" rel=\"noopener\">\u00a0EU Commission<\/a> itself had recently slowed down on the agreement to <strong>meet the demands of farmers<\/strong> who had organized a series of protests across Europe earlier this year. <a href=\"https:\/\/www.ft.com\/content\/028981e6-33f0-4f0f-88a1-1846e2616e7c\" target=\"_blank\" rel=\"noopener\">In early September<\/a>, however,\u00a0<strong>11 member countries<\/strong> (including Germany and Spain) sent a letter to the EU executive asking it to <strong>press on the accelerator<\/strong>. Last week, the <strong>Brazilian government<\/strong> said it had made &#8220;significant progress&#8221; in negotiations with its European counterparts. <strong>He<\/strong>\u00a0<strong>was confident that an agreement could be reached by the end of the year<\/strong>\u2014but he may have claimed\u00a0victory too soon.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The change of the guard at Palais Matignon did not change French opposition to the treaty between the trading blocs of the Old Continent and South America, which continues to centre on reciprocity of standards.
