The <strong>torrential rains<\/strong> have caused extensive damage in at least <strong>six EU member states,<\/strong> whose governments are scrambling to get people to safety and limit the damage. The EU&#8217;s <strong>civil protection mechanism<\/strong>, which chancelleries have to activate specifically, has not yet been activated in Brussels. <strong>Hungarian premier Viktor Orb\u00e1n<\/strong> canceled all institutional engagements, especially abroad,\u00a0and will thus skip the <strong>meeting\u00a0with MEPs <\/strong>in Strasbourg on Wednesday.<\/p>\n<p>Since Storm Boris began raging in the Central European area on Thursday (Sept. 12), the wind and rain have not stopped. Large parts of <strong>Austria<\/strong>, <strong>Czechia<\/strong>, <strong>Poland<\/strong>, <strong>Romania<\/strong>, <strong>Slovakia<\/strong>, and <strong>Hungary<\/strong> were affected by <strong>extreme weather phenomena<\/strong> of high intensity &#8211; in some areas, <a href=\"https:\/\/www.bbc.com\/news\/articles\/c0jwp3ppp6xo\" target=\"_blank\" rel=\"noopener\">for example in Czechia<\/a>, they have seen around three months\u2019 rainfall in just three days &#8211; while already <strong>thousands of residents have been displaced<\/strong> from their homes. As of Monday morning (Sept. 16), there were <strong>eight people\u00a0officially confirmed deaths,<\/strong> but this number is likely to increase in the coming hours, not least since at least <a href=\"https:\/\/www.theguardian.com\/world\/2024\/sep\/15\/catastrophe-of-epic-proportions-six-drown-in-europe-amid-heavy-floods-storm-boris-poland-austria-slovakia-hungary\" target=\"_blank\" rel=\"noopener\">another four<\/a>\u00a0are\u00a0still\u00a0missing in Czechia.<\/p>\n<p>The (re)elected chairwoman of the EU executive, <strong>Ursula von der Leyen<\/strong>, <a href=\"https:\/\/x.com\/vonderleyen\/status\/1835311868765704381\" target=\"_blank\" rel=\"noopener\">reported on X<\/a> that &#8220;<strong>the EU remains ready to help<\/strong>&#8221; states and communities affected by the floods. &#8220;At this stage, the EU Civil Protection Mechanism (of the EU, Ed.) <strong>has not been activated<\/strong>&#8221; as none of the countries affected requested, European Commission spokesperson <strong>Balazs Ujvari<\/strong> confirmed to Eunews. In contrast, four\u00a0(Poland, Romania, Slovakia, and Hungary) &#8220;have <strong>requested satellite images<\/strong> via <strong>Copernicus<\/strong>,&#8221; the <strong>European Space Agency<\/strong> (ESA) Earth observation service, to assess the extent of damage and calibrate a response. Polish <strong>premier Donald Tusk<\/strong>, who is reportedly in the process of declaring a <strong>state of natural disaster<\/strong>, <a href=\"https:\/\/x.com\/donaldtusk\/status\/1835326776693694895\" target=\"_blank\" rel=\"noopener\">announced<\/a> that his minister of European Affairs &#8220;<strong>will apply for European aid.<\/strong>&#8221; However, to our knowledge, that request has not yet been formalized.<\/p>\n<p>Romanian <strong>President Klaus Iohannis<\/strong> was quick to link the events of the past few days to <strong>climate change<\/strong>: &#8220;We are again facing the effects of climate change,\u00a0which are <strong>increasingly present on the European continent<\/strong>, with dramatic consequences,&#8221; he said. He was echoed by the Greens&#8217; co-leader in the European Parliament, <strong>Terry Reintke<\/strong>, who <a href=\"https:\/\/x.com\/TerryReintke\/status\/1835585057769095305\" target=\"_blank\" rel=\"noopener\">reiterated<\/a> that &#8220;extreme weather events are <strong>a growing threat<\/strong>,&#8221; warning that &#8220;we must act now&#8221; to prevent them from deteriorating.\u00a0<strong>Iratxe Garc\u00eda P\u00e9rez<\/strong> of the Social Democrats (S&amp;D)\u00a0<a href=\"https:\/\/x.com\/IratxeGarper\/status\/1835615431513547160\" target=\"_blank\" rel=\"noopener\">announced<\/a> that she will call for a <strong>debate in the House<\/strong> during the ongoing plenary session in Strasbourg this week to discuss &#8220;the <strong>mobilization of the EU&#8217;s emergency responses<\/strong>.&#8221;<\/p>\n<p>The most anticipated guest of this session, Hungarian Prime Minister <strong>Viktor Orb\u00e1n<\/strong>, will not be present\u00a0in <strong>Strasbourg<\/strong>. The Magyar leader <a href=\"https:\/\/x.com\/pm_viktororban\/status\/1835608292485210373?s=48&amp;t=9k3g8HZm-_7Ru4ThPzNodw\" target=\"_blank\" rel=\"noopener\">announced<\/a>\u00a0that he has\u00a0<strong>canceled all international engagements<\/strong> scheduled for the coming days and will remain in <strong>Budapest<\/strong> to handle the emergency in person. In the\u00a0capital, the <strong>Danube<\/strong> is expected to rise to over <strong>8.5 meters<\/strong> (the record is 8.91 meters in 2013). Orb\u00e1n was supposed to present the <strong>program of the Hungarian presidency<\/strong> of the Council to\u00a0MEPs during a debate that could have been particularly tense following, among other things, his <strong>peace missions<\/strong> around half the world and the issue of <a href=\"https:\/\/www.eunews.it\/en\/2024\/09\/12\/hungary-holds-firm-on-facilitated-visas-for-russians-and-belarusians-no-response-to-eu-doubts-from-orban\/\" target=\"_blank\" rel=\"noopener\">controversial facilitated visas&#8221;<\/a>issued to <strong>Russian and Belarusian citizens<\/strong>.
