{"id":393928,"date":"2024-10-01T16:34:54","date_gmt":"2024-10-01T14:34:54","guid":{"rendered":"https:\/\/www.eunews.it\/2024\/10\/01\/sciopero-bruxelles-lavoratori-essenziali\/"},"modified":"2024-10-04T17:22:47","modified_gmt":"2024-10-04T15:22:47","slug":"brussels-essential-workers-take-to-the-streets-no-more-downward-compromises","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2024\/10\/01\/brussels-essential-workers-take-to-the-streets-no-more-downward-compromises\/","title":{"rendered":"Brussels, essential workers take to the streets: &#8220;No more downward compromises&#8221;"},"content":{"rendered":"<p>Brussels &#8211; In Jean Rey Square, nestled between the European Parliament and the EU Council in Brussels, <strong>workers in the essential sectors<\/strong>\u2014<strong>cleaners<\/strong>, <strong>security services<\/strong> and <strong>hospitality workers<\/strong>\u2014 gathered this morning (Oct. 1) to call on the EU institutions to <strong>stop the &#8220;race to the bottom&#8221;<\/strong> and initiate an organic review of the <strong>rules governing public procurement<\/strong> in a direction that is finally favourable to workers instead of benefiting only companies.&nbsp;<\/p>\n<p>While the <strong>airports of the European capital<\/strong> <a href=\"https:\/\/www.eunews.it\/en\/2024\/09\/30\/brussels-airports-shut-down-for-national-horeca-security-and-cleanliness-event-no-flights-departing-tuesday-oct-1\/\" target=\"_blank\" rel=\"noopener\">were shut down<\/a> because of the rally, representatives of the trade unions present (<strong>UNI Europe<\/strong>, <strong>EFFAT<\/strong> and <strong>ETUC<\/strong> at the European level, plus several other organizations from different member countries, including Italy&#8217;s <strong>CGIL Filcams<\/strong>) demanded from the stage of the demonstration <strong>better working conditions<\/strong>, <strong>salaries commensurate<\/strong> with the cost of living, and <strong>more effective collective bargaining<\/strong> for workers in the affected sectors, who, they say, are unfairly penalized by <strong>European rules on public procurement<\/strong>. Among the claims is that they were instrumental in keeping communities going during the most sensitive phases of the <strong>COVID-19<\/strong> pandemic when entire economies ground to a halt to contain the contagion.<\/p>\n<p>&#8220;<strong>Public procurement<\/strong>, or the contracting of private firms by public authorities to provide goods and services, amounts to <strong>two trillion euros<\/strong>,&#8221; reads <a href=\"https:\/\/www.uni-europa.org\/news\/1000-essential-workers-from-across-europe-to-rally-in-brussels-for-better-eu-procurement-rules\/\" target=\"_blank\" rel=\"noopener\">a note<\/a> from the UNI Europa association, or &#8220;about 14 per cent of the European Union&#8217;s GDP.&#8221; The note continues, &#8220;The standards created through public procurement affect wages and working conditions throughout the private sector.&#8221; According to the organization, about <strong>half of the public tenders<\/strong> held in the Twenty-Seven would be awarded to <strong>companies that offer the lowest price<\/strong>&nbsp;without considering the social costs that communities bear.&nbsp;<\/p>\n<p><strong>Oliver Roethig<\/strong>, regional secretary of <strong>UNI Europe<\/strong>, reiterated that &#8220;public money should be an investment in <strong>good jobs<\/strong> and clean, safe, and healthy communities.&#8221; &#8220;We realized this during COVID: without cleanliness, without security, without food services, <strong>our societies don&#8217;t work<\/strong>,&#8221; he said from the stage. &#8220;Everyone was talking about how essential you were, and we applauded you from the balconies. Now what? <strong>You have disappeared again. Everyone ignores you<\/strong>,&#8221; he pressed.&nbsp;<\/p>\n<p><span style=\"margin: 0px;padding: 0px\"><span style=\"text-align: inherit;font-family: var(--body-font-family);font-weight: var(--body-font-weight)\">He and other organizers argued that change must take place at the European level. Commission President&nbsp;<\/span><strong style=\"text-align: inherit;color: var(--body-color);font-family: var(--body-font-family)\">Ursula von der Leyen&#8217;s promise<\/strong>&nbsp;to&nbsp;<strong>revise European rules for public procurement<\/strong>&nbsp;must now be fulfilled, and the rules in question must be reformulated in the interests of workers.<\/span>&nbsp;<\/p>\n<p>For <strong>Filcams CGIL<\/strong>, <strong>Paola Massetti<\/strong> spoke: &#8220;We are here to ask politics, the European Commission, for <strong>fair tenders<\/strong>,&#8221; she explained to <em>Eunews<\/em>, pointing out that workers in the restaurant and catering sector are often &#8220;forced into involuntary <strong>part-time<\/strong> which leads to a <strong>situation of extreme poverty<\/strong>,&#8221; since working &#8220;ten hours a week you can never emancipate yourself, you can never get out of <strong>professional segregation<\/strong>.&#8221; In order to end this spiral, it is necessary that tenders can be won by &#8220;<strong>whoever offers more<\/strong>, whoever offers fairness, whoever offers a decent wage, otherwise workers will always be poor, will always be on the margins of society.&#8221; After all, he said, &#8220;the condition of contract workers is the same throughout Europe, so there needs to be <strong>a common and collective struggle<\/strong>, even if states have different jurisdictions.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The rally in the heart of the European Quarter to demand a change of pace on public tenders and collective bargaining.
