Brussels – The duty war<\/strong> that has erupted between the EU and China does not seem likely to end soon. To the sanctions imposed<\/strong> a few days ago by Brussels (and reticently approved by the governments of the Twenty-Seven) on Chinese electric cars<\/strong>, Beijing has responded with counter-duties<\/strong> affecting imports of European brandy<\/strong>.\u00a0Now, the Commission wants to bring its economic rival before the\u00a0<\/span>World Trade Organization (WTO)<\/strong>.<\/span><\/p>\n

When\u00a0member states gave the\u00a0green light last Friday<\/a> (Oct. 4) to the EU executive’s proposed duties on the import of made-in-China<\/strong>\u00a0e-cars, few expected that the People’s Republic would not respond in kind. So it did. On Tuesday (Oct. 8), Beijing\u00a0announced<\/a><\/span>\u00a0new taxes on brandy imports from Europe<\/strong>, a move that hits the French industry<\/strong> in particular, the transalpine country being among the main exporters to the EU.<\/p>\n

For Paris, this is pure and straightforward retaliation<\/strong>.\u00a0The fact that a product also exported in large quantities by\u00a0Germany<\/strong>\u00a0was not targeted would indeed make one suspect that the Dragon wanted to reward Berlin for\u00a0abstaining from the decision on duties<\/strong>\u00a0on Chinese electric vehicles. But Beijing<\/span>\u00a0let it be known that this is simply an\u00a0“anti-dumping measure<\/strong>” to protect domestic companies operating in the sector.<\/p>\n

In Brussels, meanwhile, the Chinese counter-move was not welcomed. The European Commission<\/strong> “will vigorously contest\u00a0at the WTO<\/strong> level China’s announced imposition of provisional anti-dumping measures on brandy imports from the EU,” reads<\/a> a press release from the EU executive. “In parallel,” the note continues, “it will carefully consider all possibilities to offer appropriate support to producers<\/strong>” who have been affected by what is called an “unjustified decision.”<\/p>\n

In fact, on Chinese car tariffs the Twenty-seven are deeply divided<\/strong>: five countries opposed, 12 abstained, and the rest, including Italy, voted in favour.\u00a0Technically, since there was no qualified majority for a “yes” vote, the Commission’s proposal could go ahead, and a final decision is on the calendar for\u00a0October 30<\/strong>.<\/span>\u00a0From the Berlaymont building, they say the College is always open to an “alternative solution<\/strong>,” provided the Chinese side is willing to enter into a “constructive negotiation<\/strong>”\u00a0in good faith.\u00a0 Beijing’s move today could be an attempt to counterbalance the European headlong rush\u00a0to sit at the negotiating table on an equal footing.
