The <strong>Nov. 5<\/strong>\u00a0<strong>fate\u00a0day<\/strong> is getting closer and closer<span style=\"margin: 0px; padding: 0px;\">.\u00a0<strong>In<\/strong><\/span><strong>\u00a0the European Union, apprehension<\/strong> is growing by the day over the outcome of what is perhaps the most significant vote of this unprecedented election year in global history. In Brussels, the victory of <strong>Donald Trump<\/strong> is seen\u00a0as a danger to be averted at all costs. I. If\u00a0<strong>Kamala Harris<\/strong> were elected, all the twenty-seven chancelleries (or nearly all) would sigh in relief. On almost every issue of European concern, the priorities of the former Republican president and her Democratic challenger stand in substantial opposition. So what might be the implications for Europe (and especially the EU) in the event of a victory for either contender?<\/p>\n<h3 id='foreign-policy'  id=\"boomdevs_1\" class=\"p1\">Foreign Policy<\/h3>\n<p class=\"p1\">Undoubtedly, one of the areas where <strong>sidereal distances<\/strong> are measured between the two candidates is that of <strong>foreign policy<\/strong>. Regarding the <strong>war in Ukraine<\/strong>, for example, <strong>Trump<\/strong> has repeatedly said that <strong>he intends, in his own way, to end the conflict<\/strong> as soon as possible. According to <a href=\"https:\/\/www.washingtonpost.com\/politics\/2024\/04\/05\/trump-ukraine-secret-plan\/\" target=\"_blank\" rel=\"noopener\">rumours<\/a>, the New York-based tycoon wants to propose to Ukrainian President <strong>Volodymyr Zelensky<\/strong> to <strong>grant Russia at least part of the occupied regions<\/strong>, probably some areas of the <strong>Donbas<\/strong> and <strong>Crimea<\/strong>, in exchange for a cessation of hostilities.\u00a0<span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">If Washington\u00a0<\/span><span style=\"margin: 0px; padding: 0px;\"><strong>interrupted military and financial support to Kyiv<\/strong>\u00a0<strong>overnight<\/strong>, it would be difficult for the Europeans to continue defending<\/span><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0the former Soviet republic.<\/span><\/p>\n<p class=\"p1\">The effect that the US<strong>\u00a0disengagement from Ukraine<\/strong> would have on the <strong>security of the Old Continent<\/strong>\u2014in which Trump does not seem to be particularly interested\u2014is complex to calculate but would undoubtedly be highly negative for the transatlantic allies, who have only recently (even in the face of the prospect of a second term in office for the former president) begun to take more seriously the issue of the so-called <strong>strategic autonomy<\/strong>.<\/p>\n<p class=\"p1\">A <strong>Harris administration<\/strong> would instead place itself on a <strong>line of continuity<\/strong> with the choices made by outgoing President <strong>Joe Biden<\/strong>: Congress permitting, <strong>support for Ukraine would be guaranteed<\/strong>, at least in the medium term.\u00a0<span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">The\u00a0<\/span><a style=\"text-align: inherit; font-family: var(--body-font-family);\" href=\"https:\/\/www.france24.com\/en\/americas\/20241008-kamala-harris-says-she-would-not-meet-with-putin-if-ukraine-is-not-represented\" target=\"_blank\" rel=\"noopener\">incumbent democratic vice president <\/a><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">has explicitly\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">criticized as &#8220;surrendering&#8221; the rival&#8217;s positions<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">, rejecting any bilateral negotiations with Moscow that exclude Kyiv.<\/span><\/p>\n<p class=\"p1\">Regarding the <strong>Middle East chessboard<\/strong>, the differences between Harris and Trump may be more nuanced, given the traditional <strong>solidity of the alliance between Washington and Tel Aviv<\/strong>. However,\u00a0<span style=\"margin: 0px; padding: 0px;\">a White House led by the\u00a0<strong>former president<\/strong>\u00a0would likely<\/span>\u00a0grant the Jewish state virtually unconditional <strong>support<\/strong> (it should be recalled that Trump was the architect of the so-called <strong>Abraham Agreements<\/strong> of 2020 for the normalization of diplomatic relations in the region), ending up <strong>exacerbating, even more, the divisions among the Twenty-Seven<\/strong> over the ongoing regional crisis.<\/p>\n<p class=\"p1\">The <strong>Democratic challenger<\/strong> may try to corner (so to speak) Israeli PM <strong>Benjamin Netanyahu<\/strong>, even though, by now, the latter appears more <strong>a\u00a0loose cannon<\/strong> (willing to strike even <a href=\"https:\/\/www.eunews.it\/en\/2024\/10\/10\/lebanon-israel-fires-on-un-contingents-borrell-unjustifiable-act-red-line-crossed\/\" target=\"_blank\" rel=\"noopener\">UN blue helmets<\/a>) than a reliable partner. However, the <strong>Middle East<\/strong> is too important a piece of US foreign policy for any president to abandon the historic ally to its fate.<\/p>\n<h3 id='the-future-of-nato'  id=\"boomdevs_2\" class=\"p1\">The future of NATO<\/h3>\n<p class=\"p1\">The <strong>Ukraine war<\/strong> is also\u00a0intertwined with the <strong>future of NATO<\/strong>. For\u00a0some time now, <strong>Trump has been denouncing<\/strong> what he calls <strong>an insufficient commitment from the Old Continent&#8217;s allies<\/strong> (some of whom have not yet met the <strong>2 per cent of GDP target for military spending<\/strong>) and has polemically called on Russian President <strong>Vladimir Putin<\/strong> to invade European countries that do not do their part. The <strong>Congress<\/strong> does not seem to rest easy\u00a0soundly either, as it has <a href=\"https:\/\/thehill.com\/homenews\/4360407-congress-approves-bill-barring-president-withdrawing-nato\/\" target=\"_blank\" rel=\"noopener\">recently approved<\/a> a law putting in black and white that <strong>a withdrawal from the Alliance needs parliamentary approval, not just a presidential decree<\/strong>.<\/p>\n<p class=\"p1\">In deeds, however, if Trump wanted to <strong>reduce US participation in NATO<\/strong>, he would not need to abandon it: it would simply be enough, should the infamous <strong>Article 5 of the North Atlantic Charter<\/strong> (whereby, in the event of an attack on one member state, all others should &#8220;take such measures as they deem necessary to protect the attacked ally&#8221;) be activated, not providing a military response but simply <strong>diplomatic or civilian support<\/strong>. For months, at NATO headquarters in Brussels, the upper echelons of the other 31 member countries have been devising plans on <strong>how to keep the organization<\/strong> (whose leadership recently passed into the hands of former Dutch premier <strong>Mark Rutte<\/strong>) functional even in the event of a re-election of the Republican candidate.<\/p>\n<h3 id='business-policy'  id=\"boomdevs_3\" class=\"p1\">Business Policy<\/h3>\n<p class=\"p1\"><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">On the other hand, <\/span><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\"><strong>trade policy<\/strong><\/span><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0<\/span>is a matter in which the <strong>differences between Harris and Trump may not be as marked<\/strong> as people believe. During his first term in office, the latter blindsided his European partners with an agenda (eloquently dubbed <strong><i>America first<\/i><\/strong>) of <strong>ferocious protectionism<\/strong>, imposing <strong>high tariffs on imports<\/strong> from abroad and <strong>undermining<\/strong> the underlying principle of international trade, namely <strong>open markets<\/strong>.<\/p>\n<p class=\"p1\"><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">If,\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">with China<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">,<\/span><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0there has been a full-blown\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">duty war<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">, the Twenty-Seven have not quietly experienced the Trump presidency either, starting with\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">Germany<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0(which survives on exports).<\/span>\u00a0The Republican candidate recently aired the idea of <strong>reintroducing 10 per cent<\/strong>\u00a0duties on all foreign products entering the US, causing panic across the Atlantic. Another technique that the former president might adopt is to <strong>hit with targeted duties only certain types of goods<\/strong>, thus creating a dynamic of <strong>rivalry and internal competition in Europe<\/strong>, according to the old tactic of <i>divide et impera<\/i>.<\/p>\n<p class=\"p1\">On the other hand, a Democratic presidency would mean maintaining <strong>normal trade relations with Europe and the rest of the world<\/strong><span style=\"margin: 0px; padding: 0px;\"><strong>,\u00a0<\/strong>and<strong>\u00a0<\/strong>Harris&#8217;s<\/span>\u00a0choices would likely be\u00a0in continuity with those of her predecessor. Biden,\u00a0building on the legacy of the Trump era, <a href=\"https:\/\/www.ceps.eu\/with-the-harris-trump-battle-in-full-swing-the-eu-must-take-the-future-of-the-transatlantic-relationship-into-its-own-hands\/\" target=\"_blank\" rel=\"noopener\">expanded<\/a> <strong>the arsenal of economic weapons in\u00a0an anti-Chinese capacity<\/strong>\u00a0and has <strong>stimulated domestic production with the <i>Inflation Reduction Act<\/i> (IRA)<\/strong>, which was seen in Brussels as <strong>unfair competition<\/strong>\u2014so much so that it served as the basis for reflections, including those in <strong>Mario Draghi<\/strong>&#8216;s report, on reviving <strong>European competitiveness<\/strong> and the need for a common <strong>industrial strategy<\/strong>.<\/p>\n<h3 id='international-cooperation'  id=\"boomdevs_4\" class=\"p1\">International Cooperation<\/h3>\n<p class=\"p1\">The return of <strong>Trumpism<\/strong>, which\u00a0<span style=\"margin: 0px; padding: 0px;\">is <strong>isolationist and protectionist<\/strong> in its essence (not only economic), would also have repercussions in the\u00a0<strong>US&#8217;s international relations<\/strong><\/span>, producing inevitable spillover effects on the EU. It is no mystery that the former president has <strong>little respect for multilateralism<\/strong>, which he often paints more as a straitjacket than an opportunity.<\/p>\n<p class=\"p1\">One <a href=\"https:\/\/ecfr.eu\/publication\/brace-yourself-how-the-2024-us-presidential-election-could-affect-europe\/\" target=\"_blank\" rel=\"noopener\">fundamental difference <\/a> between the two candidates is precisely their\u00a0<strong>approach toward allies and, more generally, international partners<\/strong>: For Harris, these are <strong>potentially crucial resources<\/strong>, while for Trump, they are deadweights or even <strong>bloodsuckers to get rid of<\/strong>. The same goes for <strong>multilateral institutions<\/strong>: the former, in continuity with its current leader, would aim to use and possibly reform them, while the latter prefers to ignore, if not directly eliminate, them.<\/p>\n<p class=\"p1\">To cite an issue where international cooperation is central, the <i>tycoon<\/i> is staunchly hostile to <strong>multilateral climate and environmental efforts<\/strong>. In 2020, he <strong>made the US withdraw from the 2015 Paris Agreement<\/strong>, which he called &#8220;a disaster,&#8221; and has promised that, if\u00a0re-elected, he will continue on this path, cancelling the country&#8217;s re-entry into the treaty (wanted by Biden at the beginning of his presidency) and perhaps <a href=\"https:\/\/www.politico.com\/news\/2024\/06\/28\/trump-paris-climate-treaty-withdrawal-again-00165903\" target=\"_blank\" rel=\"noopener\">going even beyond<\/a>.<\/p>\n<p class=\"p1\">On the <strong>energy side<\/strong>, a Trump 2.0 presidency would bring back (even more) <strong>energy supply through fossil fuels<\/strong>, countering the goals that Brussels set for itself with the <strong>Green Deal<\/strong>.
