{"id":397778,"date":"2024-10-15T18:15:01","date_gmt":"2024-10-15T16:15:01","guid":{"rendered":"https:\/\/www.eunews.it\/2024\/10\/15\/ue-carenza-manodopera-opportunita-etui\/"},"modified":"2024-10-18T17:57:41","modified_gmt":"2024-10-18T15:57:41","slug":"europe-labour-shortage-an-opportunity-for-better-working-conditions","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2024\/10\/15\/europe-labour-shortage-an-opportunity-for-better-working-conditions\/","title":{"rendered":"Europe, labour shortage an opportunity for better working conditions"},"content":{"rendered":"<p>Brussels &#8211; <strong>Manpower shortages are bringing the labour market<\/strong> to its knees.&nbsp;<span style=\"margin: 0px;padding: 0px\">However,&nbsp;<strong>workers<\/strong>&nbsp;can emerge&nbsp;<strong>advantaged<\/strong>&nbsp;by&nbsp;<strong>improving their bargaining power<\/strong>.<\/span>&nbsp;<span style=\"margin: 0px;padding: 0px\">This is shown in the&nbsp;<a href=\"https:\/\/www.etui.org\/publications\/labour-shortages-job-quality-and-workers-bargaining-power\" target=\"_blank\" rel=\"noopener\">studio<\/a>&nbsp;conducted by the&nbsp;<strong>European Trade Union Institute &#8211; <a href=\"https:\/\/www.etui.org\/\" target=\"_blank\" rel=\"noopener\">ETUI<\/a><\/strong>, the research and training centre of the European Trade Union Confederation (ETUC).<\/span>&nbsp;<\/p>\n<p>The study, titled &#8220;Labor Shortages, Labor Quality and Workers&#8217; Bargaining Power,&#8221; proposed by <strong>Wouter Zwysen, senior researcher at ETUI and author of the report<\/strong>, offers a quantitative European analysis of these issues.&nbsp;<\/p>\n<p><span style=\"margin: 0px;padding: 0px\">The analysis of labour needs to consider the<strong>&nbsp;economic conditions that have affected the EU in recent decades<\/strong>&nbsp;and the&nbsp;<strong>asymmetry in the effects<\/strong>&nbsp;on the various production sectors.<\/span>&nbsp;Beginning with the recovery after the <strong>financial crisis of 2008-2010<\/strong>, <strong>labour began to decline<\/strong>, a factor exacerbated by increased demand and market changes.&nbsp;<\/p>\n<p><span style=\"margin: 0px;padding: 0px\">The&nbsp;<strong>digital transition<\/strong>&nbsp;expressed its full potential during and after the <strong>pandemic<\/strong><\/span>,&nbsp;<span style=\"margin: 0px;padding: 0px\"><strong>affirming<\/strong><\/span><strong>&nbsp;hybrid work<\/strong>. The other side of the coin has been a <strong>worsening of working conditions<\/strong>, which, however, &#8220;also provide opportunities in terms of bargaining power,&#8221; offering a possible balance to the power imbalance to the detriment of workers.&nbsp;<\/p>\n<p><span style=\"margin: 0px;padding: 0px\">As ETUI&#8217;s study reports,<strong> companies<\/strong>&nbsp;have wondered&nbsp;<strong>how to respond to this &#8220;labour flight&#8221;<\/strong><\/span>. &#8220;You can make jobs more attractive by increasing wages, training opportunities or telecommuting,&#8221; or you can set other hiring criteria to broaden the pool of applicants.&nbsp;<span style=\"margin: 0px;padding: 0px\">Other options to address structural deficits involve&nbsp;<strong>increasing skills<\/strong>&nbsp;&#8220;through training, upgrading and retraining&#8221; and&nbsp;<strong>trying to attract more workers<\/strong>&nbsp;&#8220;mainly through increased mobility and migration.&#8221; Same line as the European Commission, which proposed identical cornerstones in<strong>&nbsp;<\/strong><a href=\"https:\/\/commission.europa.eu\/news\/tackling-labour-and-skills-shortages-eu-2024-03-20_en\" target=\"_blank\" rel=\"noopener\"><strong>European Commission Action Plan<\/strong><\/a><strong>&nbsp;regarding labour and skills shortages<\/strong>.<\/span>&nbsp;<\/p>\n<p>The <strong>impacted sectors are<\/strong> <strong>various<\/strong>. Over the past decade, <strong>construction, hospitality, and administrative services are on the podium<\/strong>, less affected have been the real estate and financial services sectors. Even among the affected sectors, there are <strong>important differences in the solutions to be sought<\/strong>, which are not limited to hiring immigrant workers at rock-bottom wages or not investing in improving the quality of jobs.&nbsp;<\/p>\n<p>&#8220;This new reality is creating <strong>unique opportunities for workers<\/strong>, especially those in historically precarious jobs, who now have greater bargaining power,&#8221; says <strong>Zwysen<\/strong>. <strong>Companies flounder, but workers are holding the cards<\/strong>. <strong>The news events prove it<\/strong>, such as the <a href=\"https:\/\/www.eunews.it\/en\/2024\/09\/12\/maxi-strike-at-brussels-charleroi-airport-30-thousand-passengers-stranded\/\" target=\"_blank\" rel=\"noopener\">recent strike<\/a><a href=\"https:\/\/www.eunews.it\/en\/2024\/09\/12\/maxi-strike-at-brussels-charleroi-airport-30-thousand-passengers-stranded\/\" target=\"_blank\" rel=\"noopener\">&nbsp;at Charleroi Airport<\/a>, in which workers brought Belgian air transport to its knees in protest against the arduous&nbsp;working conditions.<\/p>\n<p>Economic theory dictates that price rises with supply shortages. This is the case for <strong>wages<\/strong>, which <strong>increase in correspondence with growing labour shortages<\/strong>. In parallel, contracts and job security grow, according to the study, but with &#8220;<strong>slightly worse training and career prospects and work-life balance<\/strong>.&#8221;&nbsp;<\/p>\n<p>For <strong>Zwysen,<\/strong>&nbsp;<strong>workers&#8217;&nbsp;representation is a solution to these risks<\/strong>, especially with positive impacts on the most vulnerable groups, including young people, women, migrants, and those employed in sectors with less union presence.&nbsp;<\/p>\n<p>The prospects and <strong>potential for improvement for the market are there<\/strong>. One must not lose sight of the long-term logic, in which union collective bargaining must be included, and the quality of work, which &#8220;is a much broader concept that goes beyond money,&#8221; as the ETUI study reminds us.
