In essence, The Hague is reportedly considering <strong>deporting African refugees<\/strong>\u00a0rejected for\u00a0asylum t<strong>o Uganda<\/strong>. The issue of so-called &#8220;<strong>repatriation hubs<\/strong>&#8221; in <strong>third countries<\/strong> <a href=\"https:\/\/www.eunews.it\/en\/2024\/10\/15\/external-hotspots-for-migrants-ursula-von-der-leyen-speaks-out-lets-learn-from-the-italy-albania-protocol\/\" target=\"_blank\" rel=\"noopener\">has been a hot topic<\/a> in recent weeks,\u00a0taking center stage among the Twenty-seven heads of state and government, who will now also have this &#8220;<strong>innovative solution<\/strong>&#8221; to consider.<\/p>\n<p class=\"p1\">Before the meeting of the leaders of the Twenty-Seven officially began, some of them met this morning at the invitation of the Italian premier <strong>Giorgia Meloni,<\/strong> Denmark&#8217;s <strong>Mette Frederiksen,<\/strong> and\u00a0<strong>Dick Schoof<\/strong>\u00a0of the Netherlands to &#8220;talk about <strong>countering irregular migration flows<\/strong> and in particular <strong>innovative solutions<\/strong>&#8221; to manage the problem at the European level, <a href=\"https:\/\/x.com\/GiorgiaMeloni\/status\/1846859083753636217?s=08\" target=\"_blank\" rel=\"noopener\">in the words<\/a> the Italian premier. The other participants were the head of the EU executive, <strong>Ursula von der Leyen <\/strong>(who recently <a href=\"https:\/\/www.eunews.it\/en\/2024\/10\/15\/external-hotspots-for-migrants-ursula-von-der-leyen-speaks-out-lets-learn-from-the-italy-albania-protocol\/\" target=\"_blank\" rel=\"noopener\">openly praised<\/a> the idea of external <strong>hotspots<\/strong>), and representatives from <strong>Austria<\/strong>, <strong>Czechia<\/strong>, <strong>Cyprus<\/strong>, <strong>Greece<\/strong>, <strong>Malta<\/strong>, <strong>Poland<\/strong>, <strong>Slovakia<\/strong>, and <strong>Hungary<\/strong>.<\/p>\n<p class=\"p1\">During the meeting, where Meloni\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2024\/10\/17\/tajani-the-italy-albania-protocol-is-an-innovative-solution-for-immigration\/\" target=\"_blank\" rel=\"noopener\">presented as successful<\/a> the <strong>outsourcing\u00a0of asylum claims assessment procedures<\/strong> in the two CPRs (centers of detention for repatriation) in <strong>Albania<\/strong> that have just come into operation, Schoof\u00a0put forth\u00a0the idea, which has matured in his cabinet, of <strong>sending refugees who unsuccessfully applied for asylum in the Netherlands to Uganda, <\/strong>thus deporting them. The move would regard asylum seekers from the <strong>East Central Africa<\/strong> region, who, in the plans (yet to be worked out in detail) of the Dutch government, should be &#8220;taken in&#8221; by Kampala in exchange for <strong>financial compensation<\/strong>.<\/p>\n<p class=\"p1\">During a trip to Uganda, Dutch Minister for International Trade\u00a0<strong>Reinette Klever<\/strong> (from the <strong>PVV<\/strong>, the ultra-right-wing anti-migrant party of <strong>Geert Wilders<\/strong> that won the election last November)\u00a0<a href=\"https:\/\/nos.nl\/artikel\/2540986-kabinet-wil-uitgeprocedeerde-afrikaanse-asielzoekers-naar-uganda-sturen\" target=\"_blank\" rel=\"noopener\">declared<\/a> that &#8220;It is important for\u00a0the government that those who have exhausted all legal remedies return to their home countries.&#8221;<\/p>\n<p class=\"p1\">The agreement with Uganda, described by the minister as &#8220;<strong>a hospitable country<\/strong>&#8221; despite <strong>continuous human rights violations<\/strong> (from the freedom to express political dissent to the freedom to express one&#8217;s sexuality freely, with homosexuality banned by law), is still undefined and will have to be explored by the asylum policy officer, his party colleague <strong>Marjolein Faber<\/strong>, in coordination with Ugandan Foreign Minister <strong>Jeje Odongo<\/strong>, who reportedly said he was open to talks. In fact, there appears to be no agreement\u00a0<strong>even within the four-party coalition<\/strong> that holds together the government in The Hague.<\/p>\n<p class=\"p1\">Denmark, which co-organized this morning&#8217;s event with Italy and the Netherlands, reportedly proposed a similar solution but focused on <strong>Kosovo<\/strong>. It is not the first time that such a solution has been suggested to address the &#8220;problem&#8221; of where to place individuals leaving their country of origin to try to enter the EU and are refused asylum. <strong>Germany<\/strong>, for example, is reportedly considering shipping Afghan applicants to <strong>Uzbekistan<\/strong> in exchange for a promise to accept more Uzbek economic migrants.
