Amid <strong>severe and widespread election irregularities<\/strong>, the ruling party, <strong>Georgia Dream<\/strong>, claimed a clear victory (with over 50 percent of the vote) over the <strong>opposition, who, however,<\/strong> <strong>contested the result<\/strong> and, under the leadership of the President of the Republic, called on citizens to take to the streets against the <strong>usurpation of the European future<\/strong> of the Caucasian country, whose status as a candidate for EU membership has been blocked for months. And which is now most likely heading for a <strong>new phase of instability<\/strong> and, perhaps, renewed tensions and violence.<\/p>\n<h3 id='the-results-of-the-polls'  id=\"boomdevs_1\" class=\"p1\">The results of the polls<\/h3>\n<p class=\"p1\">As was the case with the pre-election polls, the <strong>exit polls<\/strong> circulated immediately after the end of voting\u00a0in Georgia yielded very different results depending on the entity that commissioned them and its proximity to government or opposition forces, contributing to a <strong>climate of polarization<\/strong> in which <strong>each of the two factions is convinced to have\u00a0won<\/strong>.<\/p>\n<p class=\"p1\">According to the <strong>official data<\/strong> provided by the <a href=\"https:\/\/results.cec.gov.ge\/#\/en-us\/election_57\/tr\/dashboard\" target=\"_blank\" rel=\"noopener\">National Electoral Commission<\/a>, with almost all (99.97 percent) of the votes counted, the ruling <strong>Georgian Dream<\/strong> party won an absolute majority, at 53.93 percent, thus securing 41 seats out of the total 150 in the single-chamber parliament (still registering a substantial drop from the current 74). In urban centers (including the capital, Tbilisi), it fared worse, even remaining below 40 percent, while in <strong>rural and peripheral areas, it touched plebiscite percentages<\/strong> that, in some cases, approached 90 percent. In reality, the seats that Premier <strong>Irakli Kobakhidze<\/strong>&#8216;s party is expected to win are even more because the votes of electoral lists that failed to pass the <strong>5 percent\u00a0<\/strong>threshold (a dozen political formations that collectively won just under 11 percent of the vote) will have to be redistributed.<\/p>\n<p class=\"p1\">The <strong>Opposition Forces<\/strong> that passed the bar (which<a href=\"https:\/\/www.eunews.it\/en\/2024\/10\/25\/georgia-gambles-its-european-future-at-the-ballot-box\/\" target=\"_blank\" rel=\"noopener\">\u00a0did not unite<\/a>\u00a0in a single coalition but presented themselves in <strong>four separate lists<\/strong>) stopped at a total of 37.77 percent: Coalition for Change took 11.03 percent, United National Movement 10.17 percent, Strong Georgia 8.81 percent, and For Georgia 7.77 percent.<\/p>\n<h3 id='fraud-and-irregularities-in-voting'  id=\"boomdevs_2\" class=\"p1\">Fraud and irregularities in voting<\/h3>\n<p class=\"p1\">However, the official results do not seem trustworthy. According to all <strong>election observers<\/strong>, both international and local, Saturday&#8217;s vote was <strong>heavily affected by significant irregularities and systematic fraud<\/strong> in virtually every electoral district in the country. The <a href=\"https:\/\/www.osce.org\/files\/f\/documents\/3\/0\/579346.pdf\" target=\"_blank\" rel=\"noopener\">preliminary report<\/a> of the international observer mission led by the Office for Democratic Institutions and Human Rights (ODIHR) of the <strong>Organization for Security and Cooperation in Europe (OECD)<\/strong> speaks of &#8220;a tense environment, with frequent <strong>compromises in vote secrecy<\/strong> and several <strong>procedural <\/strong><strong>inconsistencies,<\/strong> as well as reports of <strong>intimidation and pressure on voters<\/strong> that negatively impacted public trust in the process.&#8221;<\/p>\n<figure id=\"attachment_400769\" class=\"wp-caption alignright\" style=\"width: 419px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/10\/000_36KX3TZ-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-400769 \" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/10\/000_36KX3TZ-scaled.jpg\" width=\"419\" height=\"279\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/10\/000_36KX3TZ-scaled.jpg 2560w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/10\/000_36KX3TZ-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/10\/000_36KX3TZ-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/10\/000_36KX3TZ-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/10\/000_36KX3TZ-1536x1024.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/10\/000_36KX3TZ-2048x1365.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/10\/000_36KX3TZ-750x500.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/10\/000_36KX3TZ-1140x760.jpg 1140w\" sizes=\"(max-width: 419px) 100vw, 419px\" \/><\/a><figcaption id=\"caption-attachment-400769\" class=\"wp-caption-text\">Georgian citizens voting in Tiblisi, 26\/10\/24 [Photo by Vano SHLAMOV \/ AFP)<\/figcaption><\/figure>\n<p class=\"p1\">In addition to\u00a0<strong>intimidation<\/strong>&#8211;physical and verbal&#8211;there were other forms of <strong>pressure from state bodies<\/strong> now captured by Georgian Dream, which have used their administrative capacity to threaten <strong>public sector employees<\/strong>, especially in rural and remote areas. &#8220;This, coupled with the extensive tracking of voters on election day,&#8221; the report says, &#8220;has raised concerns about the ability of some voters to cast their votes without <strong>fear of retribution<\/strong>.&#8221;<\/p>\n<p class=\"p1\">A <strong>Western observer<\/strong> who\u00a0monitored voting in the <strong>southern district of Marneuli<\/strong>, 30 kilometers south of the capital, confirmed to <em>Eunews<\/em> anonymously (given the sensitivity of the information disclosed) that a <strong>long series of violations<\/strong> had occurred. He spoke of <strong>episodes of violence both outside and inside the polling stations<\/strong>, in which unidentified <strong>individuals<\/strong> were often involved, against both <strong>voters<\/strong> and <strong>independent observers<\/strong> who were trying to ensure the integrity of the vote (<a href=\"https:\/\/fb.watch\/vv7X2tIHjv\/\" target=\"_blank\" rel=\"noopener\">like the one recorded by<\/a>\u00a0the Studio Monitor organization). Some clashes also occurred between independent observers and those <strong>aligned with the government<\/strong>, who were described as &#8220;<strong>very aggressive<\/strong>&#8221; and &#8220;did their best to prevent independent observers from verifying&#8221; the regularity of the process.<\/p>\n<p class=\"p1\">The following were among the most frequent irregularities reported: violation of the <strong>voting secrecy<\/strong>, forced insertion of <strong>pre-filled cards<\/strong> into the ballot box, <strong>multiple votes<\/strong> with the same ID, votes cast with <strong>invalid IDs<\/strong> or with other people&#8217;s <strong>IDs<\/strong>, <strong>insults, threats, and assaults<\/strong> on observers (several were forced to leave monitoring sites) and voters (some were even attacked with pepper spray inside polling stations). Many violations were documented and disseminated online.<\/p>\n<p class=\"p1\">&#8220;At the polling station where I am, unknown individuals are handing out <strong>passes of other people<\/strong> to groups of voters they have brought with them only to vote,&#8221; the observer explained to Eunews.\u00a0At other polling stations, &#8220;creepy men&#8221; had\u00a0&#8220;<strong>lists of voters&#8217; names<\/strong> and did not answer any questions.&#8221; &#8220;Some people <strong>were beaten\u00a0for complaining<\/strong>&#8221; about irregularities, our source added, including an\u00a0<strong>opposition politician<\/strong> who was &#8220;<strong>viciously beaten<\/strong>&#8221; at a polling station in the capital.<\/p>\n<h3 id='opposition-protest'  id=\"boomdevs_3\" class=\"p1\">Opposition protest<\/h3>\n<p class=\"p1\">All parliamentary opposition forces have <strong>contested the elections, calling them &#8220;stolen&#8221;\u00a0<\/strong>by the government, and announced that they <strong>do not intend to install their elected officials<\/strong> in the hemicycle. The president of the republic, pro-European <strong>Salom\u00e9 Zourabichvili<\/strong>, has <a href=\"https:\/\/president.ge\/index.php?m=206&amp;appeals_id=424\" target=\"_blank\" rel=\"noopener\">publicly called<\/a> &#8220;<strong>illegitimate<\/strong>&#8221; Saturday&#8217;s vote, and argued that it was <strong>pro-EU forces,<\/strong> and not the Georgian Dream that emerged victorious from the polls. &#8220;This was <strong>a total fraud<\/strong>, a total elimination of your votes,&#8221; she said during a press conference Sunday (Oct. 27). &#8220;This has never happened before,&#8221; she continued, claiming that it was &#8220;<strong>a Russian intelligence operation<\/strong>&#8221; and that Georgian citizens were &#8220;deprived of the right to choose.&#8221;<\/p>\n<figure id=\"attachment_364891\" class=\"wp-caption alignleft\" style=\"width: 434px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/05\/1685539508280_20230531_EP-151384A_DSC_107.jpg\"><img decoding=\"async\" class=\"wp-image-364891\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/05\/1685539508280_20230531_EP-151384A_DSC_107.jpg\" alt=\"Georgia Salom\u00e9 Zourabichvili\" width=\"434\" height=\"289\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/05\/1685539508280_20230531_EP-151384A_DSC_107.jpg 8256w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/05\/1685539508280_20230531_EP-151384A_DSC_107-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/05\/1685539508280_20230531_EP-151384A_DSC_107-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/05\/1685539508280_20230531_EP-151384A_DSC_107-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/05\/1685539508280_20230531_EP-151384A_DSC_107-1536x1024.jpg 1536w\" sizes=\"(max-width: 434px) 100vw, 434px\" \/><\/a><figcaption id=\"caption-attachment-364891\" class=\"wp-caption-text\">Salom\u00e9 Zourabichvili<\/figcaption><\/figure>\n<p>&#8220;Today, I want to say, as the <strong>only independent institution<\/strong> left in this state, that <strong>I do not recognize these elections<\/strong>,&#8221; Zourabichvili punctuated, explaining that recognizing them &#8220;is tantamount to recognizing <strong>Russia&#8217;s entry<\/strong>&#8221; and &#8220;Georgia&#8217;s subordination to Russia.&#8221; &#8220;We cannot allow anyone to <strong>take away Georgia&#8217;s European future<\/strong>,&#8221; she said, appealing to Georgians not to recognize the outcome of an irregular vote that effectively sanctions &#8220;a <strong>new form of occupation<\/strong>&#8221; by Moscow. The reference is to the <em>de facto<\/em> occupation of the <strong>separatist regions of Abkhazia and South Ossetia<\/strong>, which proclaimed independence in the 1990s and where\u00a0Russian troops have been stationed since the 2008 war.<\/p>\n<p class=\"p1\">On the initiative of the head of state, the opposition front called a <strong>protest demonstration<\/strong> for tonight at 7 p.m. (4 p.m. Italian time). However, it is unclear how much participation it will garner. The observer heard by Eunews also that &#8220;Right now, the mood among ordinary people and activists is rather somber, and many are saying that they are <strong>not going to come out<\/strong> because they do not see what results it could achieve.&#8221;<\/p>\n<p class=\"p1\">&#8220;<strong>People are tired<\/strong>,&#8221; he explained, as they &#8220;spent most of the spring going to the square every night&#8221; to participate in protests to which law enforcement responded with tear gas and water cannons, &#8220;and now they feel <strong>exhausted and defeated<\/strong>.&#8221; However, it is not easy to predict what will happen starting tonight. If there is participation in the demonstration\u00a0and tensions arise, <strong>a more widespread mobilization and new street clashes<\/strong> cannot be ruled out.<\/p>\n<h3 id='reactions-from-the-eu'  id=\"boomdevs_4\" class=\"p1\">Reactions from the EU<\/h3>\n<p class=\"p1\">In Brussels, reactions were mostly\u00a0of\u00a0<strong>condemnation of fraud<\/strong>, even though no EU community leader went so far as to define\u00a0the elections as illegitimate. The High Representative for Foreign Policy, <strong>Josep Borrell<\/strong>, <a href=\"https:\/\/neighbourhood-enlargement.ec.europa.eu\/news\/statement-european-commission-and-high-representative-josep-borrell-parliamentary-elections-georgia-2024-10-27_en\" target=\"_blank\" rel=\"noopener\">asked<\/a>\u00a0the relevant authorities &#8220;to fulfill their duty to swiftly, transparently, and independently <strong>investigate and adjudicate electoral irregularities <\/strong>and allegations thereof<strong>.<\/strong>&#8221; The president of the European Council, <strong>Charles Michel<\/strong>, <a href=\"https:\/\/x.com\/CharlesMichel\/status\/1850575679248593036\" target=\"_blank\" rel=\"noopener\">announced<\/a> that the situation in Georgia will be one of the topics on the agenda at the <strong>informal summit<\/strong> of the leaders of the 27 member states\u00a0scheduled for Nov. 8 in Budapest. The European Parliament delegation, which was participating in the OECD mission, <a href=\"https:\/\/www.europarl.europa.eu\/resources\/library\/media\/20241027RES24997\/20241027RES24997.pdf\" target=\"_blank\" rel=\"noopener\">reported<\/a> the &#8220;<strong>climate of hatred and intimidation<\/strong>&#8221; that &#8220;can seriously undermine the democratic process&#8221; in the country.<\/p>\n<p class=\"p1\">Bucking the trend,\u00a0as usual, was Hungarian Prime Minister <strong>Viktor Orb\u00e1n<\/strong>, who, while\u00a0counting was continuing,\u00a0<a href=\"https:\/\/x.com\/PM_ViktorOrban\/status\/1850208375960670271\" target=\"_blank\" rel=\"noopener\">congratulated<\/a> Kobakhidze and the Georgian Dream &#8220;for their landslide victory.&#8221; The Hungarian premier also announced that he <strong>would visit Tbilisi in the evening<\/strong> to meet with his counterpart personally.<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"en\">Congratulations to Prime Minister <a href=\"https:\/\/twitter.com\/PM_Kobakhidze?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">@PM_Kobakhidze<\/a> and the Georgian Dream party on their overwhelming victory at the parliamentary elections today. The people of <a href=\"https:\/\/twitter.com\/hashtag\/Georgia?src=hash&amp;ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">#Georgia<\/a> know what is best for their country, and made their voice heard today!<\/p>\n<p>&#8211; Viktor Orb\u00e1n (@PM_ViktorOrban) <a href=\"https:\/\/twitter.com\/PM_ViktorOrban\/status\/1850208375960670271?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">October 26, 2024<\/a><\/p><\/blockquote>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\"><p><span style=\"font-style: normal;\">However, for the <\/span><strong><span style=\"font-style: normal;\">European Commission<\/span><\/strong><span style=\"font-style: normal;\">, Orb\u00e1n&#8217;s visit should be viewed\u00a0&#8220;solely in the context of bilateral relations between Hungary and Georgia.&#8221; It\u00a0cannot, in any way, be considered\u00a0as an <\/span><strong><span style=\"font-style: normal;\">official visit on behalf of the EU.<\/span><\/strong><span style=\"font-style: normal;\">\u00a0The\u00a0doubt\u00a0might arise considering that Budapest currently holds the <\/span><strong><span style=\"font-style: normal;\">shifting presidency of the Union<\/span><\/strong><span style=\"font-style: normal;\"> and that the Hungarian leader has already created <\/span><strong><span style=\"font-style: normal;\">numerous diplomatic problems<\/span><\/strong><span style=\"font-style: normal;\"> in recent months following his equally nonchalant meetings with Ukrainian President <\/span><strong><span style=\"font-style: normal;\">Volodymyr Zelensky<\/span><\/strong><span style=\"font-style: normal;\">, Russian President <\/span><strong><span style=\"font-style: normal;\">Vladimir Putin<\/span><\/strong><span style=\"font-style: normal;\">, Chinese leader <\/span><strong><span style=\"font-style: normal;\">Xi Jinping,<\/span><\/strong><span style=\"font-style: normal;\"> and former U.S. President <\/span><strong><span style=\"font-style: normal;\">Donald Trump<\/span><\/strong><span style=\"font-style: normal;\">.<\/span><\/p><\/blockquote>\n<h3 id='the-uncertain-future'  id=\"boomdevs_5\" class=\"p1\">The uncertain future<\/h3>\n<p class=\"p1\">The outcome of Saturday&#8217;s vote now poses a <strong>huge question mark<\/strong> over Georgia&#8217;s future. After\u00a0the freezing of the\u00a0<strong>EU integration process was frozen<\/strong> <a href=\"https:\/\/www.eunews.it\/en\/2024\/07\/09\/eu-suspension-georgia-government-funds\/\" target=\"_blank\" rel=\"noopener\">at the beginning of the summer<\/a> following the Caucasian country&#8217;s adoption of <strong>repressive\u00a0legislative measures<\/strong> (the most significant of which was\u00a0the <strong>law on &#8220;foreign agents&#8221;<\/strong> and the one that infringed on\u00a0the <strong>civil rights of the LGBTQ+<\/strong> community), now the path of rapprochement to the European club is in danger of being halted for good.<\/p>\n<p class=\"p1\">If a <strong>new wave of protests<\/strong> were to begin,\u00a0the party founded by oligarch <strong>Bidzina Ivanishvili<\/strong> would likely react in an authoritarian manner and attempt to <strong>suppress dissent by force<\/strong>, blaming any unrest on the <strong>inferences of the West<\/strong>. At the same time, the Georgian Dream should\u00a0continue along its foreign policy trajectory, which threatens to <strong>bring the former Soviet republic back into Moscow&#8217;s orbit<\/strong>.<\/p>\n<p class=\"p1\">All this would only undermine perhaps irreparably <strong>Tbilisi&#8217;s relations with Brussels.<\/strong> One of the most immediate consequences could be revoking the <strong>visa liberalization scheme <\/strong>that the 27 member states introduced for Georgian citizens, which does not require unanimity and can, therefore, be implemented even with possible Hungarian opposition.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Both the Georgian Dream, the party in power since 2012, and the opposition parties are claiming victory at the polls after an election round marked by irregularities that are &#8220;unprecedented&#8221; in the Caucasian country&#8217;s history.
