Criticism from the EU and US: &#8220;It is irreplaceable&#8221;"},"content":{"rendered":"<p>Brussels &#8211; With a lowered head, the Israeli government continues to undermine\u00a0international law and its institutions. After rejecting the <a href=\"https:\/\/www.eunews.it\/en\/2024\/01\/26\/hague-court-orders-israel-to-take-necessary-measures-to-avert-genocide-in-gaza\/\" target=\"_blank\" rel=\"noopener\">recommendations<\/a> of the International Court of Justice, branding the UN secretary-general as &#8220;persona non grata&#8221; on the national territory, Tel Aviv closes the circle and prepares, within three months, to <strong>permanently ban the United Nations Palestine Refugee Agency (UNRWA) from Israel and the occupied Palestinian territories<\/strong>.<\/p>\n<p>Last night (Oct. 28), the Knesset, Israel&#8217;s parliament, overwhelmingly passed two bills\u00a0<strong>defining UNRWA as a terrorist organization<\/strong> and banning the UN agency from conducting &#8220;any activities&#8221; inside Israel, in East Jerusalem, and the occupied West Bank. In 90 days, no Israeli officials will be allowed to maintain any contact with UNRWA employees, effectively making it impossible for the agency to work in Gaza as well since\u00a0cooperation with the Israeli army &#8211; which controls all entrances to the Palestinian enclave &#8211; is essential to move aid into the territory.<\/p>\n<p>Just as in the north of the Strip, the risk of ethnic cleansing by Israel is increasing by the day: according to the United Nations Office for Human Rights (OHCHR), &#8220;the way the Israeli army is conducting hostilities in northern Gaza, coupled with illegal interference with humanitarian assistance and orders that are leading to forced displacement&#8221; could result in &#8220;<strong>the destruction of the Palestinian population in Gaza&#8217;s northernmost governorate<\/strong>.&#8221;<\/p>\n<figure id=\"attachment_291241\" class=\"wp-caption alignright\" style=\"width: 474px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/01\/000_33Z4863-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-291241 \" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/01\/000_33Z4863-scaled.jpg\" alt=\"unrwa Palestinian authority\" width=\"474\" height=\"316\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/01\/000_33Z4863-scaled.jpg 2560w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/01\/000_33Z4863-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/01\/000_33Z4863-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/01\/000_33Z4863-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/01\/000_33Z4863-1536x1024.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/01\/000_33Z4863-2048x1365.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/01\/000_33Z4863-750x500.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/01\/000_33Z4863-1140x760.jpg 1140w\" sizes=\"(max-width: 474px) 100vw, 474px\" \/><\/a><figcaption id=\"caption-attachment-291241\" class=\"wp-caption-text\">UNRWA employees at a UN school converted into a shelter for displaced\u00a0Palestinian in Khan Yunis (Photo by Mahmud HAMS \/ AFP)<\/figcaption><\/figure>\n<p>However, Tel Aviv&#8217;s campaign to delegitimize UNRWA has been going on since\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2024\/01\/26\/eu-asks-unrwa-for-full-transparency-on-allegations-of-involvement-in-oct-7-hamas-attacks\/\" target=\"_blank\" rel=\"noopener\">January<\/a>, when it accused the agency of &#8220;colluding with Hamas&#8221; and 12 of its members of <strong>participating in the October 7, 2023<\/strong> terrorist attacks. Initially, most of the Western countries on whose donations UNRWA&#8217;s work relies froze funding, only to release it for <a href=\"https:\/\/www.eunews.it\/en\/2024\/04\/23\/first-investigation-into-unrwa-involvement-in-hamas-attack-rejects-israels-claims-no-evidence-yet\/\" target=\"_blank\" rel=\"noopener\">lack of evidence<\/a>\u00a0to\u00a0support of Israeli allegations. Having failed the option of international delegitimization, the government of <strong>Benjamin Netanyahu<\/strong> chose to go it alone to jeopardize the agency&#8217;s survival.<\/p>\n<p style=\"margin-bottom: 0px;\">Netanyahu reiterated that &#8220;UNRWA workers involved in terrorist activities against Israel must be held accountable,&#8221; adding, however, that &#8220;sustained humanitarian aid must remain available in Gaza.&#8221; Not exactly what is happening, according to reports from the UN Office for the Coordination of Humanitarian Affairs (OCHA). In the first three weeks of October,<strong>\u00a0on\u00a0average,\u00a028 humanitarian trucks per day<\/strong> were allegedly\u00a0allowed into the Strip from the southern Kerem Shalom crossing<strong>, &#8220;among the lowest since October 2023<\/strong>&#8221; and &#8220;well below the average of 500 trucks per working day&#8221; before\u00a0October 7. During the same period, the situation was even worse at the Al Rashid checkpoint, a junction for reaching Gaza&#8217;s northern governorates from the south: according to OCHA, Israeli authorities reportedly facilitated the passage of only 6 percent &#8211; 4 out of 70 &#8211; of humanitarian convoys.<\/p>\n<p style=\"margin-bottom: 0px;\">\u00a0Even before the vote in the Knesset, the EU High Representative for Foreign Affairs, <strong>Josep Borrell<\/strong>, had <a href=\"https:\/\/www.eeas.europa.eu\/eeas\/israelpalestine-statement-high-representative-voting-israeli-parliament-regarding-unrwa-operations_en\" target=\"_blank\" rel=\"noopener\">expressed<\/a> &#8220;grave concern&#8221; about two laws that will have &#8220;far-reaching consequences, de facto rendering UNRWA\u2019s vital operations in Gaza impossible.&#8221; In an attempt to call out the Israeli partners and urge them &#8220;to reconsider the issue,&#8221; Borrell had called the\u00a0<strong>laws &#8220;in stark contradiction to international law and the fundamental humanitarian principle of humanity<\/strong>.&#8221; Similarly, US State Department spokesman Matthew Miller called on Israel to reconsider the ban, saying that\u00a0<strong>UNRWA is &#8220;irreplaceable&#8221;\u00a0<\/strong>at this time for the delivery of humanitarian aid to Gaza.<\/p>\n<figure id=\"attachment_335655\" class=\"wp-caption alignleft\" style=\"width: 427px;\">\n<p><figure id=\"attachment_335655\" aria-describedby=\"caption-attachment-335655\" style=\"width: 427px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/02\/000_34JA34Z.jpg\"><img decoding=\"async\" class=\"wp-image-335655\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/02\/000_34JA34Z.jpg\" alt=\"\" width=\"427\" height=\"284\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/02\/000_34JA34Z.jpg 8192w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/02\/000_34JA34Z-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/02\/000_34JA34Z-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/02\/000_34JA34Z-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/02\/000_34JA34Z-1536x1025.jpg 1536w\" sizes=\"(max-width: 427px) 100vw, 427px\" \/><\/a><figcaption id=\"caption-attachment-335655\" class=\"wp-caption-text\">UNRWA Commissioner-General, Philippe Lazzarini (Photo by Kenzo TRIBOUILLARD \/ AFP)<\/figcaption><\/figure><\/figure>\n<p>In a <a href=\"https:\/\/www.unrwa.org\/newsroom\/official-statements\/vote-israeli-parliament-knesset-against-unrwa-evening-unprecedented-and\" target=\"_blank\" rel=\"noopener\">statement<\/a>, UNRWA Commissioner-General <strong>Philippe Lazzarini<\/strong> said <strong>the Israeli parliamentary vote &#8220;sets a dangerous precedent<\/strong>&#8221; and is &#8220;the\u00a0latest in the ongoing campaign to discredit UNRWA and delegitimize its role towards providing human-development assistance and services to Palestine Refugees.&#8221; Not only do the nearly 2 million internally displaced persons in the Gaza Strip depend on the UN agency, but some 6 million Palestinian refugees throughout the region.<\/p>\n<p style=\"margin-bottom: 0px;\">\u00a0For UN Secretary-General <strong>Antonio Guterres<\/strong>, implementing\u00a0the laws &#8220;is unacceptable.&#8221; Guterres called Israel &#8220;to act in a manner consistent with its obligations under the UN Charter and its other obligations under international law.&#8221; A call destined to fall on deaf ears, uttered by a man treated by Israel as a terrorist who can no longer even set foot on Israeli soil.<\/p>\n<p style=\"margin-bottom: 0px;\">According to <strong>Nicola Zingaretti, <\/strong>leader of the PD delegation to the European Parliament, &#8220;The law wanted by the Israeli right against UNRWA is yet another mistake by Benjamin Netanyahu.
