After the first intergovernmental conference in June 2024, the examination of the country&#8217;s requirements is proceeding smoothly. If Ukraine manages to meet all the conditions, it will be possible to start opening negotiations as soon as possible.<\/p>\n<p>Ukraine is <strong>one of nine candidate countries for EU membership<\/strong>. <strong>After the Russian aggression, the country applied for EU membership,<\/strong> and in the summer of 2022, the European Commission recommended candidate status, to which the EU Council gave its unanimous approval. Then, in November 2023, the opening of negotiations followed.<\/p>\n<p>To assess candidates&#8217; status and progress, the Commission prepares the <strong>EU Enlargement Package<\/strong> each year. Concretely, in today&#8217;s (Oct. 30) presentation, <strong>Commissioner for Neighbourhood and Enlargement Oliver Varhelyi<\/strong> has <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_24_5583\" target=\"_blank\" rel=\"noopener\">explained<\/a> how this provides &#8220;a concrete and fair <strong>assessment of our partners&#8217; progress<\/strong>, along with a <strong>clear guide<\/strong>, enabling them to identify where accelerating reforms can guide their progress towards EU membership.&#8221;<\/p>\n<p>The EU is the first to commit itself to facilitating candidate membership.\u00a0<span style=\"margin: 0px; padding: 0px;\"><strong>The Ukrainian case is\u00a0<\/strong><em><strong>sui generis<\/strong><\/em><strong>\u00a0because European economic support has come from the conflict against Russia<\/strong>, with a total amount of about \u20ac122 billion &#8220;in support of Ukraine and its citizens.&#8221;<\/span>\u00a0This economic commitment is coupled with\u00a0<strong><a href=\"https:\/\/neighbourhood-enlargement.ec.europa.eu\/document\/download\/1924a044-b30f-48a2-99c1-50edeac14da1_en?filename=Ukraine%20Report%202024.pdf\" target=\"_blank\" rel=\"noopener\">unwavering\u00a0<\/a><\/strong><span style=\"margin: 0px; padding: 0px;\"><a href=\"https:\/\/neighbourhood-enlargement.ec.europa.eu\/document\/download\/1924a044-b30f-48a2-99c1-50edeac14da1_en?filename=Ukraine%20Report%202024.pdf\" target=\"_blank\" rel=\"noopener\"><strong>support\u00a0<\/strong><\/a><strong>for<\/strong><\/span><strong>\u00a0&#8220;the independence, sovereignty and territorial integrity of Ukraine<\/strong>, within its internationally recognized borders.&#8221; One of the packages, for example, is the <a href=\"https:\/\/neighbourhood-enlargement.ec.europa.eu\/news\/commission-welcomes-political-agreement-eu50-billion-ukraine-facility-2024-02-06_en?prefLang=it&amp;etrans=it\" target=\"_blank\" rel=\"noopener\">Ukraine facility<\/a>, which covers up to \u20ac50 billion and aims to support the country on three key pillars relating to the state budget, a functional investment framework for the country&#8217;s recovery and reconstruction, and technical assistance to enable reforms to be implemented.<\/p>\n<p>Any country aspiring to join the EU must\u00a0<strong>achieve the so-called <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=LEGISSUM%3Aacquis\" target=\"_blank\" rel=\"noopener\"><em>Community acquis<\/em><\/a><\/strong><em>,<\/em> the set of rights and obligations that are the basis of EU law and must be accepted and integrated into national laws by the entering countries.<\/p>\n<p>Analyzing the report on the <strong>Ukrainian situation<\/strong>, the <strong>general alignment with the recommendations previously received by the Commission<\/strong> bodes well. Concerning <strong>democracy<\/strong>, on which the country has made <strong>progress<\/strong>, it is recorded that &#8220;the main institutional structures for integration into the EU have been established,&#8221; laying the groundwork for the future.\u00a0<strong>Reforms to have full guarantees of human rights<\/strong>, such as the implementation of the Istanbul Convention on combating violence against women, are lacking, although it is reported that the country has made good progress. Likewise, the Commission recorded that many elements are still missing in the fight against corruption, judicial independence and the protection of freedom of expression.<\/p>\n<p><strong>For\u00a0the economy, the road ahead is good, but Ukraine is paying the price for two years of war<\/strong> on its territory. In general, the functioning of the domestic economy is progressing, but competitiveness, on which the country has the resources to make little progress, is paying the price. Similarly, there are no significant\u00a0improvements in financial control. <strong>No green light\u00a0for the internal market<\/strong>, on which Ukraine has generally failed to implement previous Commission recommendations. Of the four basic freedoms of movement\u2014regarding capital, goods, services, and workers\u2014the first three show some development, while the workers see\u00a0no progress.<\/p>\n<p><span style=\"margin: 0px; padding: 0px;\"><strong>The best performance is on security and defence, for which there is a &#8220;high level of alignment&#8221;\u00a0<\/strong>with the EU&#8217;s Common Foreign and Security Policy and a significant strengthening of military cooperation with the EU.<\/span>\u00a0The country is expected to <strong>continue to share European positions towards Russia,<\/strong> and the &#8220;<a href=\"https:\/\/www.eunews.it\/en\/2024\/10\/16\/here-is-the-plan-for-victory-that-zelensky-will-present-to-eu-leaders-summit\/\" target=\"_blank\" rel=\"noopener\">plan for victory<\/a>&#8221; presented by Ukrainian President <strong>Volodymyr Zelensky<\/strong> could contribute to\u00a0these points.<\/p>\n<p><strong>The conflict<\/strong> that has raged for two years on the country&#8217;s territory <strong>has impacted the refinement of other macro-environments<\/strong>, such as agriculture, transportation, or green transition. Despite this, Ukraine has a &#8220;good level of preparedness&#8221; in the energy field and legislative commitments have been made on renewable energy.\u00a0<span style=\"margin: 0px; padding: 0px;\"><strong>Energy has been a major sore point of the war in Ukraine. <\/strong>However,\u00a0there are now rumours of agreements with Russia to<a href=\"https:\/\/www.eunews.it\/en\/2024\/10\/30\/russia-and-ukraine-are-reportedly-negotiating-to-suspend-mutual-attacks-on-energy-infrastructure\/\" target=\"_blank\" rel=\"noopener\">\u00a0limit attacks on energy facilities<\/a>, which have been damaged enough to undermine the security of supply.<\/span><\/p>\n<p>&#8220;<strong>Ukrainians are fighting two battles simultaneously<\/strong>,&#8221; said High Representative Joseph Borrell, &#8220;one on the battlefield,\u00a0<strong>a real war<\/strong>, <strong>and the second to<\/strong> carry out the reforms necessary to <strong>become a member state<\/strong>.&#8221; European support, as recalled, is on all fronts since &#8220;<strong>EU membership is the maximum security guarantee we can offer Ukraine<\/strong>,&#8221; as Borrell reminds us. Therefore, Ukraine&#8217;s entry is desirable as a political signal, strategic choice, and contribution to the defence of the EU as a whole.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In the presentation of the annual EU 2024 enlargement package, the country made good progress.
