CDU pushes to go to the polls in January"},"content":{"rendered":"<p class=\"p1\">Brussels &#8211;\u00a0The future of German politics will depend on the ability of the head of the executive, Social Democrat <strong>Olaf Scholz<\/strong>, to reach an agreement with<strong> Friedrich Merz<\/strong>, leader of the opposition and president of the center-right <strong>Christian Democratic Union (CDU)<\/strong>,\u00a0 favored in polls to lead the next government. The current chancellor has opened up to the request from the opposition t<strong>o appear in Parliament for a vote of confidence<\/strong> before the Christmas vacation. However, in exchange, he wants his opponents&#8217; votes at the Bundestag <strong>to secure the last pieces of legislation<\/strong> before elections.<\/p>\n<h3 id='how-the-confidence-vote-works'  id=\"boomdevs_1\" class=\"p1\">How the confidence vote works<\/h3>\n<p class=\"p1\">On Nov. 6, the so-called <strong>traffic-light\u00a0coalition<\/strong> in power in Berlin since 2021 (Social Democrats of the SPD, Greens, and Liberals of the FDP) <a href=\"https:\/\/www.eunews.it\/en\/2024\/11\/07\/scholz-government-collapses-snap-elections-in-early-2025\/\" target=\"_blank\" rel=\"noopener\">collapsed<\/a>, leaving Scholz at the helm of a <strong>minority government\u00a0<\/strong>that must rely on parliamentary oppositions to get laws passed. The SPD leader initially planned to appear before the House for <strong>a vote of confidence in mid-January<\/strong>: this is a formal step necessary for the President of the Republic,\u00a0<strong>Frank-Walter Steinmeier<\/strong>, to\u00a0<strong>call\u00a0early elections<\/strong>, which could then take place between late March and early April.<\/p>\n<p class=\"p1\">This is because, according to the principle of <strong>constructive vote of no confidence<\/strong> (introduced by the 1949 Constitution <strong>to avert\u00a0the political instability <\/strong>typical of the<strong> Weimar Republic, <\/strong>which opened the door to Hitler&#8217;s National Socialism), the hemicycle can only withdraw support from the incumbent chancellor if it has the numbers <strong>to support an alternative majority,<\/strong> as happened in 1982 with the transition from the government of the Social Democrat <strong>Helmut Schmidt<\/strong> to that of the conservative <strong>Helmut Kohl.<\/strong> The problem is that, for now,<strong> the numbers for this are lacking at the Bundestag<\/strong>. So, the vote of confidence&#8211;which Scholz will surely lose&#8211;can only be put on the agenda by the chancellor himself.<\/p>\n<figure id=\"attachment_403684\" class=\"wp-caption aligncenter\" style=\"width: 448px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36GZ3DC.jpg\"><img decoding=\"async\" class=\" wp-image-403684\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36GZ3DC-300x200.jpg\" alt=\"Merz\" width=\"448\" height=\"298\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36GZ3DC-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36GZ3DC-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36GZ3DC-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36GZ3DC-1536x1024.jpg 1536w\" sizes=\"(max-width: 448px) 100vw, 448px\" \/><\/a><figcaption id=\"caption-attachment-403684\" class=\"wp-caption-text\">CDU leader Friedrich Merz (photo: John McDougall\/Afp)<\/figcaption><\/figure>\n<p class=\"p1\">In the last few hours, therefore, <strong>pressures\u00a0mounted on Scholz from the opposition<\/strong>, especially those from the CDU (the party formerly led by\u00a0<strong>Angela Merkel<\/strong> and from which <strong>Ursula von der Leyen<\/strong> also comes, and which the polls consistently show has over 30 percent support), so that he <strong>anticipates the appointment with the hemicycle<\/strong>. For <strong>Friedrich Merz<\/strong>, the leader of the Christian Democrats, who is shifting the <i>Union<\/i> (i.e., the\u00a0CDU\u00a0and its Bavarian sister party, the CSU) to the right, this vote should take place as early as next Wednesday (Nov. 13), to enable President Steinmeier to dissolve Parliament and <strong>call citizens to the polls as early as January<\/strong>.<\/p>\n<p class=\"p1\">The <strong>elections to renew the <i>Bundestag<\/i><\/strong> were to be held on Sept. 28 next year, when the current legislature expires. On the other hand, Merz would like\u00a0<a href=\"https:\/\/www.euractiv.com\/section\/politics\/news\/eu-migration-reform-caught-up-in-political-posturing-over-german-snap-vote\/?utm_source=Euractiv&amp;utm_campaign=3c0339132f-EMAIL_CAMPAIGN_2024_03_15_11_14_COPY_16&amp;utm_medium=email&amp;utm_term=0_-c120410112-116740336\" target=\"_blank\" rel=\"noopener\">first to vote<\/a> on Scholz&#8217;s fate and, only then, <strong>agree on the parliamentary work<\/strong> of the last months of the legislature.<\/p>\n<p class=\"p1\">At the moment, neither the Chancellor nor his environmentalist partners have indicated <strong>which legislative issues would take priority<\/strong> under such a deal. However, they would likely include the<strong> national implementation of the new EU Pact on Migration and Asylum<\/strong>, the draft of which Scholz&#8217;s cabinet recently approved. Other files could be the controversial <strong>reintroduction of compulsory military conscription<\/strong>, the <strong>pension system reform<\/strong>, and measures to <strong>rescue the domestic auto industry<\/strong> <a href=\"https:\/\/www.eunews.it\/en\/2024\/10\/30\/storm-hits-the-german-automotive-sector-after-the-shutdown-of-volkwagen-plants-in-germany-audi-brussels-to-close\/\" target=\"_blank\" rel=\"noopener\">in severe distress<\/a>.\u00a0The real elephant in the room is the approval of the <strong>federal budget for 2025<\/strong> (including military aid to Ukraine), one of the issues on which the traffic-light\u00a0coalition split.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Chancellor Scholz said he was open to agreeing with parliamentary opposition on a date for a new call to the polls for voters.
