That&#8217;s the <a href=\"https:\/\/www.europarl.europa.eu\/news\/it\/press-room\/20241111IPR25339\/il-pe-su-cop29-tutti-i-paesi-dovrebbero-contribuire-a-finanziare-per-il-clima\" target=\"_blank\" rel=\"noopener\">message<\/a>\u00a0the European Parliament strongly reiterated\u00a0to leaders gathered in Baku, Azerbaijan, for the <strong>29th <a href=\"https:\/\/unfccc.int\/cop29\" target=\"_blank\" rel=\"noopener\">Conference of Parties (COP)<\/a>.<\/strong><\/p>\n<p>The guideline that emerged during the ongoing plenary session in Brussels confirms the <strong>&#8220;polluter pays&#8221;<\/strong> principle, toward a new post-2025 <strong>goal<\/strong> that is <strong>socially equitable<\/strong> and relies on public, private, and innovative funding sources. A <strong>delegation from the Parliament<\/strong> <strong>will attend<\/strong> the meeting between <strong>November 18 and 22<\/strong> and bring the shared\u00a0European position on this issue.<\/p>\n<p>The <a href=\"https:\/\/www.eunews.it\/en\/2024\/11\/11\/cop29-focus-on-who-pays-for-climate-change-from-von-der-leyen-to-lula-leaders-defect\/\" target=\"_blank\" rel=\"noopener\">big topic on the table at COP29<\/a> is funding. After committing <a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20231205IPR15686\/cop28-climate-talks-agree-on-transitioning-away-from-fossil-fuels\" target=\"_blank\" rel=\"noopener\">during\u00a0COP28 to eliminating\u00a0fossil fuels<\/a>, considering alignment with the Fitfor55 European goals, COP29 aims to give\u00a0an &#8220;unequivocal signal.&#8221;<\/p>\n<p class=\"ep-wysiwig_paragraph\"><strong>In the non-legislative resolution approved on Thursday <\/strong>(Nov. 14) with 429 votes in favor, 183 against, and 24 abstentions,<strong> all countries are urged to agree on a new collective target<\/strong>. MEPs want\u00a0<strong>all major emerging economies, especially those with high emissions and GDP, to contribute proportionately to global climate action<\/strong>.<\/p>\n<p style=\"margin-bottom: 0px;\"><strong>None of the amendments proposed by Patriots for Europe and Europe of Sovereign Nations<\/strong> reached a majority and <strong>were accepted<\/strong>, so much so that the European Right compactly voted against the resolution. The amendments by <a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/B-10-2024-0156-AM-003-006_EN.pdf\" target=\"_blank\" rel=\"noopener\">PfE <\/a>and <a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/B-10-2024-0156-AM-009-014_EN.pdf\" target=\"_blank\" rel=\"noopener\">ESN<\/a>, in summary, proposed a significantly less totalizing climate commitment than the current one. One of them spoke clearly of &#8220;<strong>reviewing the European Green Deal<\/strong>&#8221; and called on the European Commission to better consider the social and economic impact of measures; others called for <a href=\"https:\/\/www.eunews.it\/en\/2024\/09\/25\/automotive-urso-positive-reception-of-italian-proposal-to-advance-review-of-eu-standards-to-2025\/\" target=\"_blank\" rel=\"noopener\">revisiting targets for\u00a0targets<\/a> (debated extensively in the EU).<\/p>\n<p style=\"margin-bottom: 0px;\">There is a request <strong>to intensify<\/strong> the <strong>EU&#8217;s climate diplomacy<\/strong>, helping to create a <strong>level playing field internationally<\/strong>, preventing carbon leakage, and increasing public support for climate action.<\/p>\n<p style=\"margin-bottom: 0px;\">In addition, given the previously set targets, the European Parliament also expects EU efforts to encourage <strong>carbon pricing mechanisms for other countries<\/strong>. At the same time, it should also<strong> <a href=\"https:\/\/www.europarl.europa.eu\/news\/it\/press-room\/20230414IPR80120\/pronti-per-il-55-il-pe-adotta-leggi-chiave-per-l-obiettivo-climatico-del-2030\" target=\"_blank\" rel=\"noopener\">improve<\/a> the emissions trading system<\/strong> and the <strong>border carbon adjustment mechanism<\/strong>.<\/p>\n<p style=\"margin-bottom: 0px;\">In 2023, the European Parliament voted on these three instruments <strong>to contribute substantially to climate neutrality by 2050 and a 55 percent reduction in emissions by 2030.<\/strong> The &#8220;polluter pays&#8221; principle underpins the <a href=\"https:\/\/www.europarl.europa.eu\/topics\/en\/article\/20170213STO62208\/the-eu-emissions-trading-scheme-ets-and-its-reform-in-brief\" target=\"_blank\" rel=\"noopener\">emissions trading scheme<\/a> (ETS), with industries required to buy allowances for every ton of CO2 they emit. The border adjustment mechanism (<a href=\"https:\/\/taxation-customs.ec.europa.eu\/carbon-border-adjustment-mechanism_en?prefLang=it&amp;etrans=it\" target=\"_blank\" rel=\"noopener\">CBAM<\/a>) involves paying a price for carbon emitted during the production of carbon-intensive goods outside the EU, aiming to\u00a0protect European goods (whose green production is more expensive) and encouraging cleaner industrial production in non-EU countries.<\/p>\n<p class=\"ep-wysiwig_paragraph\">Beyond the technical goals regarding climate change, <strong>the significant absences at COP29<\/strong> did not go unnoticed. At the European level, the void left by <strong>French President Emmanuel Macron<\/strong>, <strong>German Chancellor Olaf Scholz<\/strong> (grappling with the collapse of the government and the<a href=\"https:\/\/www.eunews.it\/en\/2024\/11\/12\/germany-agreement-on-early-elections-on-feb-23-2025\/\" target=\"_blank\" rel=\"noopener\"> early elections<\/a>), and <strong>European Commission President Ursula von der Leyen<\/strong> (also grappling with a shaky majority) weighed heavily.<\/p>\n<p style=\"margin-bottom: 0px;\"><strong>There was\u00a0<a href=\"https:\/\/www.greens-efa.eu\/en\/article\/press\/cop29-resolution-parliament-calls-for-clear-commitments-on-climate-finance-the-release-of-political-prisoners\" target=\"_blank\" rel=\"noopener\">criticism<\/a>\u00a0from the\u00a0Greens\/ALE Group<\/strong>: &#8220;Europe must not shirk its responsibility either: President Von der Leyen, as well as Chancellor Scholz and President Macron, have skipped the COP when they have an <strong>obligation to be there and to play a leading role,<\/strong>&#8221; says <strong>European MP Michael Bloss<\/strong>, who is in the delegation going to Baku in the coming days. <strong>A jab<\/strong>\u00a0<strong>at the EPP<\/strong> by the Greens\/ALE&#8217;s shadow rapporteur at the Environment Committee, <strong>Lena Schilling<\/strong>: &#8220;It is regrettable that the EPP has failed to agree on the minimum target of reducing emissions by ninety percent by 2040.&#8221;<\/p>\n<p style=\"margin-bottom: 0px;\">Even though the resolution passed, there are no signs that tension within the<strong> European Parliament is dying down,<\/strong> even for a resolution that saw unanimous support from\u00a0all pro-European groups. The EPP remains at the center of discussions and perplexity on the European left, which can\u00a0no longer accept moderation (and a good dose of ambiguity).<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The guideline for the green transition is fair contribution for all.
