Target that, in reality, has already become obsolete.<\/p>\n<h3 id='obligations-in-the-nato-house'  id=\"boomdevs_1\">Obligations in the NATO house<\/h3>\n<p class=\"p1\"><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">In a\u00a0<\/span><a style=\"text-align: inherit; font-family: var(--body-font-family);\" href=\"https:\/\/www.esteri.it\/en\/sala_stampa\/archivionotizie\/comunicati\/2024\/11\/dichiarazione-dei-ministri-degli-esteri-di-francia-germania-italia-polonia-spagna-e-regno-unito-sui-1000-giorni-dallinvasione-russa-dellucraina\/\" target=\"_blank\" rel=\"noopener\">joint statement<\/a><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0published today (Nov. 19), the heads of diplomacy of\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">France<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">,\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">Germany<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">,\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">Italy<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">,\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">Poland<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">,\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">United Kingdom,<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0and\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">Spain<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0said they consider it &#8220;imperative to strengthen NATO\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">by increasing security and defence spending<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">, in line with previous commitments.&#8221;<\/span>\u00a0The reference is to the decision, dating back to 2014, to <strong>fix military spending by Alliance member states<\/strong> at 2 per cent of GDP to ensure an adequate level of preparedness for possible external threats.<\/p>\n<p class=\"p1\">However, in light of recent developments on the international chessboard, ministers agreed on the <strong>need for &#8220;higher spending&#8221;<\/strong>in order to &#8220;address <strong>growing security threats<\/strong> and meet deterrence and defence requirements in all areas of the Euro-Atlantic area.&#8221; First among such developments, not even to mention, is the <strong>Russian aggression of Ukraine<\/strong> launched by Vladimir Putin on Feb. 24, 2022, which entered its 1,000th day today. While the president of the aggressed country was making his speech in the EU Parliament, the Kyiv military was firing,\u00a0<a href=\"https:\/\/edition.cnn.com\/2024\/11\/19\/europe\/ukraine-russia-atacms-biden-strike-intl\/index.html\" target=\"_blank\" rel=\"noopener\">for the first time<\/a>\u00a0since the beginning of the conflict, the <strong>long-range ATACM missiles into Russian territory<\/strong>, after <a href=\"https:\/\/www.eunews.it\/en\/2024\/11\/18\/eu-remains-divided-on-ukraine-despite-the-specter-of-trump\/\" target=\"_blank\" rel=\"noopener\">receiving yesterday<\/a>\u00a0the green light from U.S. President <strong>Joe Biden<\/strong>.<\/p>\n<p class=\"p1\">The ministerial meeting held in Warsaw was one\u00a0of the so-called &#8220;<strong>Weimar Triangle<\/strong>&#8221; (consisting of France, Germany, and Poland), enlarged to include Italy, Spain, and the United Kingdom.\u00a0<span style=\"margin: 0px; padding: 0px;\">The incoming EU High Representative for Foreign Policy,\u00a0<strong>Kaja Kallas<\/strong>, also attended it<\/span>. On the table were several issues related to the war in Ukraine, including the position to be taken vis-\u00e0-vis the re-election of <strong>Donald Trump<\/strong> to the White House.<\/p>\n<h3 id='eurobonds-for-defence'  id=\"boomdevs_2\">Eurobonds for defence<\/h3>\n<p class=\"p1\"><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">Among the main points, the <\/span><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\"><strong>long-standing<\/strong><\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\"> issue of defence Eurobonds<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">, financial instruments that should allow the Twenty-Seven to\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">issue joint debt securities<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0on international markets to\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">support defence spending and investment<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">, has resurfaced.<\/span>\u00a0Last June, EU leaders <a href=\"https:\/\/www.eunews.it\/en\/2024\/06\/28\/defense-leaders-postpone-to-2025-the-point-on-industry-funding\/\" target=\"_blank\" rel=\"noopener\">had postponed<\/a> the negotiation on joint financing to 2025 under the auspices of the new EU executive.<\/p>\n<p class=\"p1\">&#8220;For the first time here in Warsaw, the five largest European countries agree on the <strong>need for European defence bonds<\/strong>,&#8221; said host <strong>Radoslaw Sikorski<\/strong> on the sidelines of the meeting, according to whom the discussion represented &#8220;a significant<strong>\u00a0breakthrough<\/strong>.&#8221;\u00a0<span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">Among the governments represented in the Polish capital, the most sceptical had always been the German government, which, in keeping with the\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">fiscal rigorism dear to Berlin,<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0had historically\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">opposed the issuance of common debt<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0at the European level.<\/span><\/p>\n<p class=\"p1\">In contrast, <strong>the<\/strong> <strong>Italian government has always favoured Eurobonds<\/strong>, which would allow Rome to take advantage of subsidized interest rates. But, noted Farnesina titular <strong>Antonio Tajani<\/strong>, there is &#8220;a problem&#8221; called the <strong>Stability and Growth Pact (SGP)<\/strong>: &#8220;We have made commitments with Brussels; we have seven years to <strong>reduce the deficit-to-GDP ratio<\/strong>,&#8221; the deputy prime minister reminded, &#8220;and <strong>defence spending must be unbundled<\/strong> (from the deficit calculation, ed.) if we want to get to the 2 per cent&#8221; decided by the alliance.<\/p>\n<p class=\"p1\">A proposal &#8220;welcomed by the new commissioner for Defense&#8221; <strong>Andrius Kubilius<\/strong>, Tajani continued, and which will also be crucial &#8220;to be able to <strong>count more within NATO<\/strong>,&#8221; where &#8220;it is right that there should be a European and an American pillar.&#8221; He was echoed from Brussels by Defense Minister <strong>Guido Crosetto<\/strong>, who reiterated the call <a href=\"https:\/\/www.eunews.it\/en\/2024\/08\/30\/crosetto-a-defence-commissioner-is-good-but-rules-for-states-spending-must-also-be-revised\/\" target=\"_blank\" rel=\"noopener\">already launched<\/a> last summer, which for now has always fallen on deaf ears. We will now see if the von der Leyen bis Commission will do anything to change the rules of the game, allowing member states to <strong>increase their defence budgets<\/strong> without incurring infringement proceedings.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Representatives of the governments of five EU countries and the United Kingdom met in Warsaw to renew support for Ukraine and to discuss the future of NATO.
