A few days ago, European sources\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2024\/11\/15\/eight-months-late-brussels-to-supply-kyiv-with-one-million-artillery-shells\/\" target=\"_blank\" rel=\"noopener\">said<\/a> that the goal was close, albeit with a major delay. &#8220;This means that <strong>Ukraine now has as many artillery shells as Russia<\/strong>,&#8221; commented Berlin&#8217;s Defense Minister <strong>Oscar Pistorius<\/strong>. For his Estonian counterpart <strong>Hanno Pevkur<\/strong> &#8220;it is a good result but <strong>it is not enough<\/strong>.&#8221;<\/p>\n<p>While Europeans\u00a0made progress on munitions, a\u00a0<strong>stalemate remains on the European Peace Fund (EPF)<\/strong>: &#8220;Unfortunately, there has been no progress on the proposal&#8221; for voluntary contributions to the Fund, lamented Borrell,\u00a0who called on the working groups to get busy to find a solution as soon as possible <strong>to override the Hungarian veto that blocks\u00a06.6 billion euros earmarked for Kyiv<\/strong>. To bypass Budapest&#8217;s &#8220;no,&#8221; Borrell suggested <strong>a voluntary contribution mechanism<\/strong>, but this would require the agreement of several national parliaments, and for some chancelleries, it\u00a0is too complex a process. The European External Action Service (EEAS) could propose\u00a0<strong>an opt-out option for Hungary. <\/strong>However, for now, there are no concrete proposals.<br \/>\nThe defense ministers then discussed the <strong>EU military assistance mission<\/strong>\u00a0to\u00a0support\u00a0Ukraine (<strong>EUMAM Ukraine<\/strong>). &#8220;So far, 65,000 soldiers have been trained.&#8221; The goal is <strong>75,000 by the end of winter<\/strong>, the High Representative explained. Borrell also reiterated his proposal to <strong>open a coordination cell in Kyiv<\/strong> to better align European actions with the needs of the Ukrainian armed forces.
