{"id":407892,"date":"2024-11-25T18:23:25","date_gmt":"2024-11-25T17:23:25","guid":{"rendered":""},"modified":"2024-11-29T11:36:08","modified_gmt":"2024-11-29T10:36:08","slug":"baku-cop29-ended-with-only-partially-encouraging-agreement","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2024\/11\/25\/baku-cop29-ended-with-only-partially-encouraging-agreement\/","title":{"rendered":"Baku, COP29 ended with only partially encouraging agreement"},"content":{"rendered":"<p class=\"p1\">Brussels &#8211; As in the past, the 29th <strong>United Nations Climate Conference (COP29)<\/strong> held in the capital of Azerbaijan ended with <strong>an agreement reached at the 25th hour<\/strong>.\u00a0<span style=\"margin: 0px; padding: 0px;\">A Solomonic agreement that displeases (almost) everyone and on which there were\u00a0<strong>ferocious recriminations among the delegates<\/strong>\u00a0of the various nations.<\/span>\u00a0The <strong>fund for compensation and energy transition<\/strong> in developing countries, which is the main outcome of the UN-branded kermess, is an outcome\u00a0many observers say already looks insufficient on paper. And it remains to be seen how much of that money will actually be allocated.<\/p>\n<h3 id='the-compensation-fund'  id=\"boomdevs_1\" class=\"p1\">The compensation fund<\/h3>\n<p class=\"p1\">It is never easy to take stock of the COPs on climate, if only because it is always difficult to keep the <strong>gap<\/strong>\u00a0<strong>between the rhetoric of the commitments<\/strong> that countries solemnly make each year and <strong>the concrete reality of the actions put in place<\/strong> to counter the climate crisis. Thus, even the conclusions on which world government negotiators agreed upon\u00a0in the very early hours of Sunday morning (Nov. 24) can be seen as either a success (albeit limited) or a defeat of <strong>climate multilateralism<\/strong>.<\/p>\n<p class=\"p1\">Technically, the compromise reached by the world governments provides for the establishment of an international fund to <strong>compensate for damage and losses suffered by developing countries<\/strong> due to climate change, to <strong>finance mitigation and adaptation measures<\/strong> and to <strong>support the costly ecological transition<\/strong> in the global south. This compromise can be considered positive because it put a higher figure on paper than the one<a href=\"https:\/\/www.eunews.it\/en\/2024\/11\/11\/cop29-focus-on-who-pays-for-climate-change-from-von-der-leyen-to-lula-leaders-defect\/\" target=\"_blank\" rel=\"noopener\"> from which they had started <\/a>the negotiations: <strong>$300 billion a year instead of $100<\/strong> (or $250, as per an earlier draft agreement) <strong>from now until 2035<\/strong>, to be shelled out by industrialized countries. The new green finance target is &#8220;<strong>an insurance policy for humanity<\/strong>,&#8221; according to the head of the UN Framework Convention on Climate Change (UNFCCC),\u00a0<strong>Simon Stiell<\/strong>.<\/p>\n<figure id=\"attachment_407840\" class=\"wp-caption aligncenter\" style=\"width: 800px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/01JDAGC0S75KEZPG9NZW7E65JQ.jpg\"><img decoding=\"async\" class=\"wp-image-407840 size-full\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/01JDAGC0S75KEZPG9NZW7E65JQ.jpg\" alt=\"Cop29\" width=\"800\" height=\"600\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/01JDAGC0S75KEZPG9NZW7E65JQ.jpg 800w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/01JDAGC0S75KEZPG9NZW7E65JQ-300x225.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/01JDAGC0S75KEZPG9NZW7E65JQ-768x576.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/01JDAGC0S75KEZPG9NZW7E65JQ-750x563.jpg 750w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/a><figcaption id=\"caption-attachment-407840\" class=\"wp-caption-text\">Foto: COP29<\/figcaption><\/figure>\n<h3 id='criticisms-of-the-agreement'  id=\"boomdevs_2\" class=\"p1\">Criticisms of the agreement<\/h3>\n<p class=\"p1\">However, that figure is at the same time much lower than\u00a0<a href=\"https:\/\/www.theguardian.com\/environment\/2024\/nov\/24\/cop29-climate-finance-deal-criticised-travesty-justice-stage-managed\" target=\"_blank\" rel=\"noopener\">requested <\/a>by\u00a0many developing countries: <strong>1000 or even 1300 billion per year<\/strong> until the middle of the next decade. Indeed, that of 1,300 billion annually has been held up as an <strong>ideal target to be reached through other means<\/strong> as well (such as private investment and contributions from international financial institutions). Still, the nations of the global south would have liked the commitments of industrialized states alone to reach that ceiling.<\/p>\n<p class=\"p1\">Different delegations have voiced <strong>fierce<\/strong>\u00a0<strong>criticism of the agreement<\/strong>. For example, Indian representative <strong>Chandni Raina<\/strong> branded the figure agreed upon by the rich nations as <strong>&#8220;abysmally poor&#8221; and &#8220;derisory&#8221;<\/strong>\u00a0and called the document&#8217;s adoption process (&#8220;little more than an optical illusion&#8221;) a &#8220;<strong>parody of justice<\/strong>&#8221; because of its opacity. Marshall Islands envoy <strong>Tina Stege<\/strong> accused states in the global north of &#8220;<strong>the<\/strong>\u00a0<strong>worst political opportunism.&#8221; At the same time.&#8221; <\/strong>At the same time,\u00a0a Nigerian representative called it &#8220;<strong>a joke<\/strong>&#8221; that developed states boast of leading climate efforts by shelling out only 300 billion collectively each year. The Panamanian delegate denounced the attitude of industrialized nations, who &#8220;always throw the text (of the conclusions, ed.) at us at the last moment, shove it down our throats, and then, for the sake of multilateralism, we always have to accept it.&#8221;<\/p>\n<p class=\"p1\">Finally, strong criticism also came towards the (successful) attempt by oil and gas-producing countries\u00a0to <strong>water down the text of the final agreement<\/strong>, which recalled the commitment signed last year at the <strong>Cop28 in Dubai<\/strong> &#8211; where <a href=\"https:\/\/www.eunews.it\/en\/2023\/12\/13\/the-beginning-of-the-post-fossil-era-cop28-marks-an-historic-turning-point-the-eu-claims-the-made-in-europe-deal\/\" target=\"_blank\" rel=\"noopener\">reference was made<\/a> to the necessary &#8220;<strong>transition away from fossil fuels<\/strong>&#8220;\u2014but without explicitly mentioning the energy sources causing global warming and climate change. Brussels proudly reiterates that &#8220;the EU has succeeded in <strong>expanding the global base of contributors to climate finance<\/strong>&#8221; and that the 12-star negotiating team has &#8220;successfully finalized rules that will strengthen\u00a0<strong>environmental integrity, transparency, and accountability in international carbon markets<\/strong>&#8221; as\u00a0<span style=\"margin: 0px; padding: 0px;\">the 2015\u00a0<strong>Paris Accords envisioned<\/strong><\/span>.<\/p>\n<p class=\"p1\">As for the ability of industrialized economies to deliver on their commitment, outgoing Climate Commissioner <strong>Wopke Hoekstra<\/strong> said he was &#8220;confident that <strong>we will meet the 1.3 trillion target<\/strong>&#8221; of contributions by 2035. The EU has also proposed a new roadmap for\u00a0<span style=\"margin: 0px; padding: 0px;\"><strong>reducing<\/strong><\/span><strong>\u00a0methane emissions<\/strong> &#8220;to further accelerate the reduction of methane emissions associated with fossil fuel production and consumption,&#8221; the Berlaymont memo says.<\/p>\n<h3 id='who-puts-up-the-money'  id=\"boomdevs_4\" class=\"p1\">Who puts up the money?<\/h3>\n<p class=\"p1\">Concretely, it is impossible to predict in advance <strong>how much of these resources will actually be put on the table<\/strong> to finance the fight against climate change and the green transition. In the end, the People&#8217;s Republic&#8217;s status was not changed, but the text of the conclusions also encourages developing countries to do their part, and the <strong>development banking institutions of various nations<\/strong>, including China, were also included among the donors.<\/p>\n<p class=\"p1\">Another shadow that stretched over COP29 was cast by <strong>Donald Trump<\/strong>&#8216;s return to the White House next January, as the New York-based <i>tycoon<\/i> has already declared <strong>his intention to withdraw the United States from the Paris Agreement<\/strong>\u00a0again, as he did during his first term.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Consensus was reached at the last minute on an international compensation fund to which developed countries are expected to contribute $300 billion each year for the benefit of developing economies.
