But delayed.\u00a0<\/strong>The outgoing and incoming President of the European Commission, Ursula von der Leyen, is reportedly ready to change the Multiannual Financial Framework (MFF 2028-2034), probably to overturn it, starting from\u00a0the timetable. Especially in the EU Parliament, there are fears that the first proposals for the next cycle could arrive\u00a0<strong>beyond the June 2025 deadline:\u00a0<\/strong>the EU executive would seem interested, the story goes, in putting them on the table after the summer recess, which means <strong>September 2025 if all goes well<\/strong>.<\/p>\n<p>A delay that threatens to complicate a negotiation that is never easy and, this time, even less obvious. In the background are new priorities, foremost among them enlargement. With <a href=\"https:\/\/www.eunews.it\/en\/2024\/10\/30\/eu-enlargement-1-new-momentum-in-six-of-the-candidate-countries\/\" target=\"_blank\" rel=\"_blank noopener\">an accelerated accession process<\/a>\u00a0in the wake of the Russian war in Ukraine and an\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2024\/10\/30\/eu-enlargement-2-ukraines-dream-of-eu-accession-becomes-increasingly-concrete\/\" target=\"_blank\" rel=\"noopener\">increasing number of candidates<\/a>, there is a need to think about a whole new, future-proof budget with a larger Union.\u00a0<span style=\"margin: 0px; padding: 0px;\">No small challenges, bringing with them a rethinking of the Common Agricultural Policy and a\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2024\/02\/20\/eu-enlargement-and-the-cohesion-funds-conundrum-more-money-is-needed-for-the-future\/\" target=\"_blank\" rel=\"noopener\">reflection on upcoming cohesion policy<\/a>, to name a few of the thorny issues.<\/span>\u00a0Indeed, starting negotiations as soon as possible would help, yet the Commission is\u00a0willing to take its time\u00a0and postpone the proposals.<\/p>\n<p>Moving the presentation of the draft seven-year budget mainly poses operational question marks. There is disquiet among a section of MEPs\u00a0that a longer delay\u00a0could follow an initial postponement of the negotiation process<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">. This is a difficult situation to predict because, without a clear timetable, you cannot handle the changed situation if you start postponing.\u00a0<\/span><\/span><\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">The work of the two EU institutions, after all, is interconnected.<\/span><\/span><\/span>\u00a0<strong>If the EU Commission confirms the postponement of the proposals for the next MFF, it would automatically trigger the postponement of the Parliament&#8217;s report on a project that remains to be seen<\/strong>. The Parliament maintains the political goal of making a contribution that is aligned with the debate&#8217;s terms<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">, including the timeframe.<\/span><\/span><\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">\u00a0The\u00a0<\/span><\/span><\/span>Parliament would also have its own internal work calendar for preparatory and\u00a0propaedeutic meetings.
