The agreement, brokered by Washington and Paris, provides for the <strong>demilitarization of the strip of land separating the Jewish state from the Land of the Cedars<\/strong> and has been hailed by European leaders as a diplomatic success in trying to respond to the ongoing serious humanitarian crisis. However,\u00a0it remains to be seen how long the fragile truce will hold before fighting resumes in that battered corner of the world.<\/p>\n<h3 id='the-content-of-the-agreement'  id=\"boomdevs_1\" class=\"p1\">The content of the agreement<\/h3>\n<p class=\"p1\">On Tuesday evening (Nov. 26), Israeli Prime Minister <strong>Benjamin Netanyahu<\/strong> <a href=\"https:\/\/www.euronews.com\/2024\/11\/26\/netanyahu-says-he-is-asking-cabinet-to-approve-israel-hezbollah-ceasefire-deal\" target=\"_blank\" rel=\"noopener\">accepted<\/a> the terms of the pact made with the\u00a0<strong>Lebanese pro-Iranian Hezbollah<\/strong> militias, on which the <strong>US and France<\/strong> worked extensively to\u00a0formulate. The main points of the agreement include a <strong>60-day truce<\/strong>, the <strong>withdrawal of the fighters of\u00a0God&#8217;s Party north of the Litani River<\/strong> (about 25 km north of the so-called Blue Line, which marks the border between the Jewish state and the Cedar Country),\u00a0the dismantling of militia infrastructure, the parallel <strong>withdrawal of the Israeli Defense Forces (IDF) from southern Lebanon<\/strong> concurrent with the arrival, also south of the river, of the <strong>regular Beirut Army,\u00a0<\/strong>and finally, the creation of an <strong>international implementation committee<\/strong> chaired by Washington.<\/p>\n<p class=\"p1\">The pact comes in the last glimmer of <strong>Joe Biden<\/strong>&#8216;s presidency and,\u00a0at least potentially, is\u00a0a significant turning point in the <strong>latest dramatic phase of the decades-long Middle East crisis<\/strong>, which began with Hamas attacks on Oct. 7, 2023,\u00a0immediately reverberating\u00a0on\u00a0the <strong>Israel-Lebanon border<\/strong>, an area controlled by Hezbollah and where <strong>Tel Aviv initiated a ground invasion<\/strong> last month in response to the <strong>launching of rockets on northern Israel<\/strong>. Hostilities over the past 13 months have cost the lives of <strong>about 4,000 Lebanese civilians<\/strong>, according to authorities in Beirut, while at least 300,000 citizens have had to flee their homes.<\/p>\n<figure id=\"attachment_408591\" class=\"wp-caption aligncenter\" style=\"width: 1024px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36NE7XA-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-408591 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36NE7XA-1024x683.jpg\" alt=\"Unifil\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36NE7XA-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36NE7XA-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36NE7XA-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36NE7XA-1536x1024.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36NE7XA-2048x1365.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36NE7XA-750x500.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36NE7XA-1140x760.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-408591\" class=\"wp-caption-text\">Military from the UNIFIL mission in the sourth of Lebanon (photo: Afp)<\/figcaption><\/figure>\n<p class=\"p1\">However, &#8220;the duration of the ceasefire depends on what will happen in Lebanon&#8221; since &#8220;in full agreement with the United States, we retain <strong>total freedom to act militarily<\/strong>&#8221; if the situation on the ground changes, Netanyahu\u00a0admitted. The <strong>Israeli army will attack<\/strong> (with support from Washington) <strong>if Hezbollah &#8220;attempts to rearm&#8221;<\/strong> and if it &#8220;tries to rebuild terrorist infrastructure near the border,&#8221; the chief of the war cabinet warned.<\/p>\n<h3 id='european-reactions'  id=\"boomdevs_2\" class=\"p1\">European reactions<\/h3>\n<p style=\"margin-bottom: 0px;\">International reactions were quick to follow. In a <a href=\"https:\/\/www.elysee.fr\/en\/emmanuel-macron\/2024\/11\/26\/joint-statement-by-president-biden-and-president-macron-announcing-a-cessation-of-hostilities\" target=\"_blank\" rel=\"noopener\">joint statement<\/a>, French President <strong>Emmanuel Macron<\/strong> and his US counterpart celebrated the reaching of the agreement that will &#8220;<strong>cease the fighting in Lebanon, and secure Israel from the threat of Hezbollah and other terrorist organizations operating from Lebanon<\/strong>,&#8221; and &#8220;create the conditions to restore lasting calm and allow residents of both countries to return safely to their homes.&#8221; &#8220;The United States and France will work with Israel and Lebanon t<strong>o ensure this arrangement is fully implemented<\/strong> and enforced,&#8221; and &#8220;commit to lead and support international efforts for capacity-building of the Lebanese Armed Forces as well as economic development throughout Lebanon to advance stability and prosperity in the region.&#8221;<\/p>\n<p class=\"p1\">&#8220;The ceasefire agreement in Lebanon is <strong>a relief in the devastating situation in the Middle East<\/strong>,&#8221; said the\u00a0EU High Representative for Foreign Policy,\u00a0<strong>Josep Borrell<\/strong>, thanking the Elys\u00e9e and the White House for their mediation. Now, the 12-star diplomacy chief stressed, however, it is necessary for the agreement to hold and for the attacks to really be suspended by both sides &#8220;to ensure the safety of Lebanese and Israeli citizens and the return of displaced persons.&#8221;<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"en\">The agreement on a ceasefire in Lebanon is a relief in the devastating situation in the Middle East.<\/p>\n<p>I want to praise France and the US for their mediation.<\/p>\n<p>It is now crucial that the ceasefire holds, to guarantee the safety of both LEB &amp; IL citizens, &amp; the return of IDPs. 1\/2<\/p>\n<p>&#8211; Josep Borrell Fontelles (@JosepBorrellF) <a href=\"https:\/\/twitter.com\/JosepBorrellF\/status\/1861515394676109367?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">November 26, 2024<\/a><\/p><\/blockquote>\n<p class=\"p1\">According to Borrell,<strong> the &#8220;full implementation&#8221; of UN Security Council Resolution 1701 <\/strong>is equally important<strong>.<\/strong> <a href=\"https:\/\/news.un.org\/en\/story\/2024\/10\/1155221\" target=\"_blank\" rel=\"noopener\">Adopted<\/a> in August 2006, the resolution lays the groundwork for the <strong>cessation of hostilities between Israel and Hezbollah<\/strong>, which is part of the network\u00a0of Iranian <i>proxies<\/i> in the region. Its key points, echoed in the ceasefire signed yesterday, are the disarmament of the Party of God, the withdrawal of the IDF from southern Lebanon, and the maintenance of security in the area by Lebanese security forces and the blue helmets of the Italian-led <strong>UNIFIL mission<\/strong>, which\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2024\/10\/10\/lebanon-israel-fires-on-un-contingents-borrell-unjustifiable-act-red-line-crossed\/\" target=\"_blank\" rel=\"noopener\">was<\/a>\u00a0also involved in the clashes.<\/p>\n<p class=\"p1\">Even the president\u00a0of the EU executive,\u00a0<strong>Ursula von der Leyen<\/strong>, whose second Commission was approved today in a European Parliament vote in Strasbourg, <a href=\"https:\/\/x.com\/vonderleyen\/status\/1861514516762087836\" target=\"_blank\" rel=\"noopener\">declared<\/a> that\u00a0the ceasefire &#8220;is <strong>very encouraging news<\/strong>,&#8221; stressing that &#8220;Lebanon will have an opportunity to <strong>increase internal security and stability<\/strong> due to the reduced influence of Hezbollah.&#8221;<\/p>\n<p class=\"p1\">Outgoing European Council President <strong>Charles Michel\u00a0<\/strong><a href=\"https:\/\/x.com\/CharlesMichel\/status\/1861527187158921449\" target=\"_blank\" rel=\"noopener\">emphasized<\/a>\u00a0the importance of last night&#8217;s agreement as &#8220;<strong>a necessary step toward de-escalation<\/strong>&#8221; in the Middle East chessboard. Several observers believe, in this regard, that the ceasefire with the Lebanese Shiite militias <a href=\"https:\/\/www.cbsnews.com\/news\/israel-hezbollah-ceasefire-netanyahu-war-lebanon-gaza-hamas\/\" target=\"_blank\" rel=\"noopener\">could lead<\/a>\u00a0to a similar outcome in Israel&#8217;s <strong>war against Hamas<\/strong>, which for the past 13 months has continued to claim tens of thousands of victims (overwhelmingly civilians) in the Gaza Strip and for which the <strong>International Criminal Court<\/strong> <a href=\"https:\/\/www.eunews.it\/en\/2024\/11\/21\/the-hague-issued-arrest-warrant-for-netanyahu-and-gallant-charged-with-war-crimes-and-crimes-against-humanity\/\" target=\"_blank\" rel=\"noopener\">has recently issued<\/a> two arrest warrants for Netanyahu and his former Defense Minister <strong>Yoav Gallant<\/strong>, accused of <strong>war crimes and crimes against humanity<\/strong>.<\/p>\n<p class=\"p1\">Italian Foreign Minister <strong>Antonio Tajani<\/strong>, who just\u00a0hours before the ceasefire announcement <a href=\"https:\/\/www.eunews.it\/en\/2024\/11\/26\/arrest-warrant-compliance-against-netanyahu-holds-the-stage-at-g7-foreign-affairs-borrell-it-is-not-a-choice-but-an-obligation\/\" target=\"_blank\" rel=\"noopener\">chaired the meeting<\/a> of his<strong>\u00a0G7 counterparts\u00a0in Fiuggi<\/strong>,<a href=\"https:\/\/x.com\/Antonio_Tajani\/status\/1861481460450181610\" target=\"_blank\" rel=\"noopener\">\u00a0said<\/a>\u00a0he was proud &#8220;to <strong>have made a decisive contribution<\/strong> to this important result.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A two-month truce in the fighting and parallel withdrawal of Tel Aviv&#8217;s military and Shiite militiamen of the Party of God are the main points of the agreement.
