Industry: &#8220;At least 100 billion in the budget&#8221;"},"content":{"rendered":"<p>Brussels &#8211; With the <a href=\"https:\/\/www.eunews.it\/en\/2024\/11\/27\/second-von-der-leyen-term-kicks-off-european-commission-with-the-most-fragile-majority-ever\/\" target=\"_blank\" rel=\"noopener\">new European Commission set to take office<\/a>,\u00a0one can already think about the new EU political course. President Ursula von der Leyen is already looking ahead to the next five years of work.\u00a0<span style=\"margin: 0px; padding: 0px;\">The<strong>\u00a0priorities<\/strong>\u00a0on her personal agenda, starting from December 1 college, are there, and\u00a0<strong>one of them concerns the defence industry<\/strong>.<\/span>\u00a0<span style=\"margin: 0px; padding: 0px;\">In asking for confidence for her team, she<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/speech_24_6084\" target=\"_blank\" rel=\"noopener\">\u00a0promises<\/a>, &#8220;<strong>within the first 100 days<\/strong>&#8220;, a white paper on defence to revitalize the industry and business and reshape European aspirations.<\/span><\/p>\n<p><span lang=\"en-EN\">&#8220;Strengthening the defence industrial base,&#8221; &#8220;Joint European projects on defence,&#8221; and again &#8220;Improving our military mobility.&#8221; These are all necessities that become commitments for von der Leyen, also\u00a0in light of a Russian-Ukrainian war that continues in the wake of policies of aggression fueled by clear-cut choices, in the face of which the EU is struggling.\u00a0<span style=\"margin: 0px; padding: 0px;\">&#8220;<strong>Russia is spending up to 9 per cent of its Gross Domestic Product on defence, Europe is spending an average of 1.9 per cent<\/strong>,&#8221; stresses a concerned EU Commission chairwoman.<\/span>\u00a0<\/span><\/p>\n<p>The revitalization of the defence industry\u00a0<span lang=\"en-EN\"><span style=\"margin: 0px; padding: 0px;\">is no longer postponable and boils down to one big collective effort: &#8220;<strong>Our<\/strong><\/span><strong>\u00a0defence spending must increase<\/strong>.&#8221; It is on this program that the new Commission will work, with a commissioner in charge, Andrius Kubilius, and a whole team called to a new effort. The industry in the sector welcomes announcements and intentions of the chair of the EU executive positively and is already offering openness and contribution to the discourse.<br \/>\n<\/span><\/p>\n<figure id=\"attachment_408705\" class=\"wp-caption alignleft\" style=\"width: 900px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/vdl3.png\"><img decoding=\"async\" class=\"size-full wp-image-408705\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/vdl3.png\" width=\"900\" height=\"506\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/vdl3.png 900w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/vdl3-300x169.png 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/vdl3-768x432.png 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/vdl3-750x422.png 750w\" sizes=\"(max-width: 900px) 100vw, 900px\" \/><\/a><figcaption id=\"caption-attachment-408705\" class=\"wp-caption-text\">European Commission President Ursula von der Leyen announces in the European Parliament Chamber a white paper on defence within the first 100 days [Strasbourg, Nov. 27, 2024]<\/figcaption><\/figure>\n<p style=\"margin-bottom: 0px;\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">&#8220;This\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">initiative comes at a critical time<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">, in time to shape the upcoming negotiations on the EU&#8217;s next multiannual financial framework and to enshrine the importance of European defence,&#8221; comments\u00a0<\/span><a style=\"text-align: inherit; font-family: var(--body-font-family);\" href=\"https:\/\/www.asd-europe.org\/\" target=\"_blank\" rel=\"noopener\">ASD-AeroSpace and Defence Industries Association of Europe<\/a><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">, the association of European defence industries.<\/span>\u00a0From the industry world comes first a suggestion: overcoming national divisions.\u00a0<\/span><\/span><\/span><span style=\"margin: 0px; padding: 0px;\">Because, they point out, &#8220;<strong>the defence industry serves first and foremost the needs of the armed forces<\/strong>, and for this reason, the EU&#8217;s defence industrial policy &#8220;must ultimately be\u00a0<strong>guided by the defence planning of member states<\/strong>, in which capability goals and operational requirements are defined.&#8221;<\/span><\/p>\n<p style=\"margin-bottom: 0px;\">Then, the exquisitely financial advice. <strong>&#8220;The<\/strong><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>\u00a0EU defence investment budget should be at least \u20ac100 billion in the next multi-year budget<\/strong> (MFF 2028-2034).&#8221; Since the next EU budget will not be in force before 2028,\u00a0while we need to start pressing on the accelerator immediately, the spending effort should be increased right away. In fact, Asd acknowledges, &#8220;<strong>there is little hope that Europe&#8217;s security environment will improve in the next three years<\/strong>.&#8221;<\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px;\">To stimulate production, you need orders, which national governments have to get going. You need contracts\u00a0since the defence industry sells not to individuals but to countries.
