Now France now pays for its &#8216;grandeur&#8217;"},"content":{"rendered":"<p>Brussels &#8211;\u00a0The European Union goes beyond Europe, but EU regulations get lost in the world: this is the case with France and its overseas territories, which, because of their geographical location, are not affected by anti-geoblocking rules, meaning that it\u2019s impossible to watch TV series from one country to another.\u00a0EU institutions banned online restrictions in 2018 to avoid discrimination and create a single, harmonized market for audiovisual services on the Internet. France, however, is not alone in Europe. As many as 13 portions of French territory are located on other continents, making it impossible to implement some common rules, starting with geo-blocking.<\/p>\n<p>French MEPs (from Rassemblement National)\u00a0raised the case, with the European Commission forced to call for caution. First and foremost, the<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A32018R0302\" target=\"_blank\" rel=\"noopener\">\u00a0geo-blocking regulation<\/a> applies &#8220;within the internal market,&#8221;\u00a0<strong>Margrethe Vestager<\/strong>, executive vice president in charge of Competition, recalled,\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/E-10-2024-001936-ASW_EN.html\" target=\"_blank\" rel=\"noopener\">responding<\/a>\u00a0to MEPs.It covers the 27 EU member states and Norway, Switzerland, Lichtenstein, and Iceland. Secondly, &#8220;the enforcement of the regulation is a competence of the member states, which &#8220;are required to designate bodies providing practical assistance to consumers in case of a dispute, including providing information on the applicable rules and on the available remedies.&#8221; If they do not, the Commission can take action against the state, initiating infringement proceedings.\u00a0<\/span><\/span><\/span><\/p>\n<p>The request coming from Rassemblement National\u00a0thus appears misplaced. Outside Europe, there are 13 French extensions with varying status. <strong>Five (French Guiana, Guadeloupe, Martinique, R\u00e9union, and Mayotte) use the\u00a0euro<\/strong>, the European Union&#8217;s single currency, while the others use the CFP Franc. Birth in one of these French territories confers French citizenship by right and, consequently, the status of EU citizens. However, the geographical location makes it hard to extend European regulations as far out as the old colonies.<\/div>\n<\/div>\n<div><\/div>\n<div>In short, there is a price to pay for the French <em>grandeur<\/em>, the ambition of power expressed through territorial expansion. In France&#8217;s case, this clashes with the very nature of global power. Followers of Le Pen realize this with the anti-restriction rules to access online\u00a0TV series and movies.
