Following &#8220;various irregularities&#8221; raised by Romanian authorities after the elections on Sunday, November 24&#8211;and ahead of the runoff scheduled for December 8&#8211;the European Commission today (November 29) convened a roundtable discussion with representatives of digital platforms, including TikTok, and representatives of the country, as part of the <a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/digital-services-act-package\" target=\"_blank\" rel=\"noopener\">EU regulation on digital services (DSA)<\/a>.<\/p>\n<p>&#8220;We did this before the elections in Slovakia, the elections in Luxembourg, and the European elections,&#8221;\u00a0a European Commission spokesperson said. &#8220;This is a common practice we tend to do within the DSA. <strong>Free and fair elections are at the heart of our democracies\u00a0<\/strong>and\u00a0the cornerstone&#8221; of the EU Digital Services Regulation. However,\u00a0what is happening in Bucharest is new, with the Romanian Supreme Council of National Defense denouncing the &#8220;massive exposure&#8221; of one of the candidates &#8220;based on\u00a0preferential treatment by\u00a0TikTok.&#8221;<\/p>\n<p class=\"jeg_post_subtitle\"><a href=\"https:\/\/www.eunews.it\/en\/2024\/11\/26\/romania-presidential-election-georgescu-to-face-lasconi-in-the-runoff\/\" target=\"_blank\" rel=\"noopener\">The first round of elections<\/a>\u00a0for\u00a0a new head of state in Romania caused a stir. The <strong>surprise victory of the independent, anti-establishment candidate C\u0103lin Georgescu<\/strong>, who is ahead of his liberal challenger Elena Lasconi, has raised many questions both at the national and European levels. It&#8217;s not just that <strong>Georgescu <\/strong>is <strong>notably pro-Russian and anti-NATO<\/strong>, but what is also sparking debate is the fact that <strong>his support is closely related to the campaign he ran using the TikTok platform<\/strong>. So, while Brussels wants to see this through, the Romanian Constitutional Court has already ordered a recount of the votes, accepting the appeal filed by two other candidates running in the November 24 vote.<\/p>\n<h4 id='the-mild-rules-of-tiktok'  id=\"boomdevs_1\">The (mild) rules of TikTok<\/h4>\n<p class=\"p1\"><strong>TikTok, <\/strong>like other large social platforms, is<strong> regulated by the DSA, <\/strong>which is responsible for<strong> ensuring safety in using online services, <\/strong>particularly if they impact the democratic life of a country. Theoretically, the\u00a0<a href=\"https:\/\/www.tiktok.com\/community-guidelines\/en\/integrity-authenticity#2\" target=\"_blank\" rel=\"noopener\">guidelines\u00a0<\/a>of the Chinese company guarantee a check on\u00a0misinformation that can cause &#8220;significant harm to individuals or society, regardless of intent.&#8221; They also say that there are\u00a0external partners who assess the accuracy of information and prevent the spread of <em>fake news<\/em>.<\/p>\n<p style=\"margin-bottom: 0px;\">TikTok&#8217;s policy on <strong>elections<\/strong> is\u00a0<strong>not to allow\u00a0paid promotions, political advertising<\/strong>, or fundraising by members of political parties\u00a0<strong>to avoid<\/strong> &#8220;<strong>interference with voters<\/strong>&#8221; and if the content may &#8220;<strong>hinder a voter&#8217;s ability to make an informed decision.&#8221;\u00a0<\/strong><\/p>\n<p style=\"margin-bottom: 0px;\"><a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/mex_24_5005\" target=\"_blank\" rel=\"noopener\">In October<\/a>, <strong>the European Commission requested information from the platform <\/strong>under the Digital Services Regulation, asking for clarification on content recommendation systems to protect the platform&#8217;s users from harmful information. Specifically, <strong>it had requested TikTok to clarify to the EU executive what measures it was adopting to avoid the manipulation of information<\/strong> and &#8220;<strong>mitigate the\u00a0risks related to elections<\/strong>, pluralism of media and civic discourse, which may\u00a0be amplified by certain\u00a0recommender systems.&#8221;<\/p>\n<h4 id='the-echo-of-misinformation-resonates-in-romania'  id=\"boomdevs_2\">The echo of misinformation resonates in Romania<\/h4>\n<p style=\"margin-bottom: 0px;\">The risk was clear from the outset, even\u00a0before Romania faced the problem of the\u00a0widespread\u00a0use of social media for election campaigns.<\/p>\n<figure id=\"attachment_407738\" class=\"wp-caption alignleft\" style=\"width: 438px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36NA2DJ.jpg\"><img decoding=\"async\" class=\" wp-image-407738\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36NA2DJ-1024x683.jpg\" alt=\"romania georgescu\" width=\"438\" height=\"292\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36NA2DJ-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36NA2DJ-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36NA2DJ-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36NA2DJ-1536x1025.jpg 1536w\" sizes=\"(max-width: 438px) 100vw, 438px\" \/><\/a><figcaption id=\"caption-attachment-407738\" class=\"wp-caption-text\">Independent candidate Calin Georgescu (photo: Octav Ganea\/Afp)<\/figcaption><\/figure>\n<p>According to the <a href=\"https:\/\/brodhub.eu\/en\/\" target=\"_blank\" rel=\"noopener\">Bulgarian Social Media Observatory<\/a> (which also covers Romania) and the <a href=\"https:\/\/edmo.eu\/edmo-news\/analysis-of-the-2024-romanian-presidential-elections-the-role-of-social-media-and-emerging-political-trends\/\" target=\"_blank\" rel=\"noopener\">European Digital Media Observatory<\/a>,\u00a0<strong>Georgescu never hid his views.\u00a0<\/strong>In general, the virtually unknown <strong>Georgescu<\/strong> gained the <strong>electorate&#8217;s\u00a0support<\/strong>, <em>first and foremost<\/em>, because he represented\u00a0<strong>an alternative to traditional politics<\/strong> and carried a consistent anti-establishment message.<\/p>\n<p style=\"margin-bottom: 0px;\">The problem was that <strong>polls predicted a percentage of support that was half the actual results,<\/strong> raising concerns about potential external influences, such as Russian interference. It was also unconvincing not to know the candidate&#8217;s budget or the funding sources, particularly for advertising.<\/p>\n<p style=\"margin-bottom: 0px;\"><strong>TikTok was the perfect sounding board to make\u00a0content<\/strong> go viral, with a peak of followers during the presidential campaign. The <strong>platform<\/strong>, for its part,\u00a0said that it has <strong>complied with its guidelines<\/strong> and removed 88 advertisements related to non-regular political content.\u00a0Considering that the removed ads had over three million views and the economic loss to the campaign was minimal, we can conclude that these ads still did their job.<\/p>\n<p style=\"margin-bottom: 0px;\"><strong>The proposed content <\/strong>demonstrates<strong>\u00a0the glaring\u00a0shortcomings in TikTok&#8217;s online information-checking mechanisms. <\/strong>A classic phenomenon on social media is the\u00a0echo chamber effect repeatedly proposing content aligned with previously viewed and liked content. As they say,<strong> repetita iuvant, <\/strong>and in election campaigns, repeating simple messages, such as those on social, works perfectly.<\/p>\n<p style=\"margin-bottom: 0px;\"><strong>Even in Romania, <\/strong>which saw closed virtual environments<strong> in which Georgescu&#8217;s ideas were the only ones present and valid, this helped to reinforce his message. <\/strong>The lack of alternative viewpoints made it easier to convince voters who were already aligned and to sway the undecided.<\/p>\n<p style=\"margin-bottom: 0px;\">From the European perspective, this should raise an\u00a0alarm. While the Romanian media is already speaking\u00a0<a href=\"https:\/\/curierulnational.ro\/comisia-europeana-ar-putea-amenda-tiktok-cu-milioane-de-euro-pentru-cazul-candidatului-georgescu\/\" target=\"_blank\" rel=\"noopener\">of maxi-fine for the platform<\/a>, with no official word from Brussels yet, a case has clearly emerged concerning the relationship between social media and democracy. It is even more concerning in light of the\u00a0December 8\u00a0runoff, where there is a real risk of electing a candidate who stands against all European values, with significant (indirect) help from TikTok.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The victory in the first round of the Romanian presidential election of the independent (anti-NATO and pro-Putin) candidate has called into question the regularity of the platform with respect to the European digital services regulation.
