Green light for the Cyber Solidarity Act"},"content":{"rendered":"<p>Brussels &#8211; Solidarity and <strong>joint management of cyber incidents and attacks<\/strong> on member states&#8217; critical infrastructure. The Council of the European Union gave <a href=\"https:\/\/www.consilium.europa.eu\/it\/press\/press-releases\/2024\/12\/02\/cybersecurity-package-council-adopts-new-laws-to-strengthen-cybersecurity-capacities-in-the-eu\/\" target=\"_blank\" rel=\"noopener\">today<\/a> (Dec. 2) the final green light to the Cyber Solidarity Act to strengthen coordination and capacity to detect, prepare for, and respond to increasingly frequent cyber threats.<\/p>\n<p>The new law\u2014proposed by the European Commission on <a href=\"https:\/\/www.eunews.it\/2023\/04\/18\/sicurezza-informatica-cyber-solidarity-ue\/\" target=\"_blank\" rel=\"noopener\">April 18<\/a> 2023\u2014focuses on establishing mechanisms for cooperation between national authorities and cross-border security hubs. First, a &#8220;cybersecurity alert system,&#8221; a pan-European infrastructure composed of national and cross-border cyber hubs across the EU, a sort\u00a0of European cyber shield, which will have <strong>leading-edge<\/strong> technologies, such as artificial intelligence and advanced data analytics, at its disposal to detect and share early warnings about cross-border cyber threats and incidents.<\/p>\n<p>The new regulation also provides for the creation of a <strong>cybersecurity contingency mechanism<\/strong> to increase preparedness and improve incident response capabilities in the community.\u00a0<span style=\"margin: 0px; padding: 0px;\">The mechanism will support\u00a0<strong>preparedness<\/strong>\u00a0<strong>actions<\/strong>, including testing potential vulnerabilities of entities in highly critical sectors ( such as health, transportation, and energy) based on common risk scenarios and methodologies.<\/span>\u00a0That&#8217;s not all: the mechanism will establish\u00a0<span style=\"margin: 0px; padding: 0px;\">an<strong>\u00a0EU<\/strong><\/span><strong>\u00a0cybersecurity reserve<\/strong>, which member states\u2014but also EU institutions, bodies and agencies, and associated third countries\u2014will be able to call to the rescue in the event of a significant or large-scale cybersecurity incident.<\/p>\n<p>&nbsp;<\/p>\n<p>To evaluate the effectiveness of the cyber emergency mechanism and the use of the security reserve, the Cyber Solidarity Act puts in place an <strong>incident review mechanism<\/strong>, which will also oversee the contribution of this legislation to strengthening the competitive position of industry and service sectors.
