Green light to amend the Bern Convention"},"content":{"rendered":"<p>Brussels &#8211; Step by step, the revision of wolf protection status\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2023\/12\/20\/over-20000-wolves-eu-protection-status\/\" target=\"_blank\" rel=\"noopener\">proposed<\/a>\u00a0by the European Commission is getting closer. Today (Dec. 3), the Standing Committee of the <a href=\"https:\/\/www.coe.int\/en\/web\/bern-convention\" target=\"_blank\" rel=\"noopener\">Bern Convention on the Conservation of Wildlife and Natural Habitats<\/a> in Europe gave its endorsement:\u00a0<strong>the wolf will move from a &#8220;strictly protected species&#8221; to a &#8220;protected species.&#8221;<\/strong> This is &#8220;important news for our rural communities and farmers,&#8221; <strong>Ursula von der Leyen <\/strong>rejoiced.<\/p>\n<p>Brussels had indicated the go-ahead from the governing body comprising\u00a0countries that are part of the Council of Europe Convention as a prerequisite for amending the Habitats Directive, which protects large carnivores on European territory. The 50 parties to the Convention, in force since 1982, said yes: <strong>the amendment will enter into force in three months<\/strong> &#8220;unless at least one-third of the Parties to the Bern Convention object.&#8221;<\/p>\n<p>Numbers at\u00a0hand, in addition to the 27 EU countries, Lichtenstein, Andorra, Switzerland, Norway, Macedonia, Serbia, Armenia, Iceland, and Ukraine supported the amendment his morning. Only five opposed &#8211; the United Kingdom, Monaco, Montenegro, Bosnia and Herzegovina, and Albania &#8211; and two abstained, Tunisia and Turkey. It takes <strong>17 opponents for the revised wolf protection status not to enter into force.<\/strong> If, on the other hand, less than one-third of the Parties oppose, \u201cthe decision will enter into force only for those Parties that did not oppose,\u201d the Council of Europe specified in a <a href=\"https:\/\/www.coe.int\/fr\/web\/portal\/-\/bern-convention-standing-committee-approves-eu-proposal-to-modify-wolf-protection\" target=\"_blank\" rel=\"noopener\">statement<\/a>. The final decision is due\u00a0on Dec. 6.<\/p>\n<p>&#8220;We need a balanced approach between wildlife conservation and protecting our livelihoods,&#8221; von der Leyen reiterated. The president\u00a0of the European Commission, a firm believer in the need to review the protection status of the wolf, in September 2022 <strong>suffered an attack on her property in northern Germany, in which her pony, Dolly<\/strong>, was killed. A year later, the European Commission<a href=\"https:\/\/www.eunews.it\/2023\/09\/04\/lupo-pericolo-commissione-europea\/\" target=\"_blank\" rel=\"noopener\">\u00a0<\/a>invited local communities and scientists to present updated data on wolf populations and their impacts: that survey found not only that wolves in Europe have &#8220;significantly increased in the last two decades&#8221; &#8211; more than 20,000 individuals &#8211; but that they &#8220;<strong>occupy ever larger territories,&#8221; leading to &#8220;increasing conflicts with human activities<\/strong>, particularly for\u00a0livestock damage, with strong pressures on specific areas and regions.&#8221;<\/p>\n<p>Based on that analysis, in December 2023, the European Commission\u00a0proposed downgrading the wolf&#8217;s protection status. The European Parliament had already made such a request, and member countries\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2024\/09\/25\/wolf-protection-status-revision-eu\/\" target=\"_blank\" rel=\"noopener\">adopted<\/a>\u00a0it in September 2024. The Brussels proposal is not the first to reach the Bern Convention. In 2022, Switzerland had tried, but without success.<\/p>\n<h3 id='the-next-step-the-amendment-of-the-habitats-directive'  id=\"boomdevs_1\">The next step: the amendment of the Habitats Directive<\/h3>\n<p style=\"margin-bottom: 0px;\">Once the international treaty amendment enters into force on March 7, 2025, the European Commission can\u00a0propose a legislative amendment to adapt the Habitats Directive to be adopted by the European Parliament and the Council. It\u00a0will bring wolves out of the inner circle of large carnivores &#8211; along with the brown bear, wolverine, golden jackal, Eurasian lynx, and Iberian lynx &#8211; for\u00a0which there is a <strong>prohibition of deliberate killing and capture<\/strong>, as well as deterioration or destruction of their breeding and resting sites in all EU territories.<\/p>\n<p>&nbsp;<\/p>\n<div id=\"AppleMailSignature\" dir=\"ltr\">&#8220;Another step forward in restoring serenity to farmers and communities. However,\u00a0the time it took\u00a0the European bureaucracy is still too long,&#8221; said\u00a0<strong>Paolo Borchia<\/strong>, head of the League&#8217;s delegation in Brussels. Too long &#8220;compared to a problem that has affected vast portions of our territory,&#8221; the Verona MEP stressed.<\/div>\n<p style=\"margin-bottom: 0px;\">Downgrading the wolf&#8217;s status to &#8220;protected species&#8221; <strong>will give member states more flexibility to &#8220;deal with the most difficult cases of coexistence<\/strong> between wolves and communities in states that need it.&#8221; <strong>It will provide more\u00a0room for trapping and culling<\/strong>, in any case already allowed by the Habitats Directive itself, which &#8211; when measures to prevent or reduce predation risks are not enough &#8211; provides for the possibility of acting by way of derogation from obligations on large carnivores.<\/p>\n<p style=\"margin-bottom: 0px;\">&#8220;Investment in appropriate damage prevention measures remains essential to reduce livestock predation,&#8221; the European Commission pointed out in a note, assuring that it &#8220;will continue to assist Member States and stakeholders in the design and implementation of such measures through funding and other forms of support.&#8221; On the other hand, WWF said in a <a href=\"https:\/\/www.wwf.eu\/?16132891\/Nature-under-attack-Bern-Convention-weakens-wolf-protection\" target=\"_blank\" rel=\"noopener\">statement<\/a> that &#8220;<strong>the EU already allows responsible management of wolves, including culling if necessary<\/strong>,&#8221; and denounced &#8220;politically motivated decisions, which are seemingly influenced by personal reasons.&#8221;<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"en\">Important news for our rural communities and farmers.<\/p>\n<p>The Bern convention has decided to adjust the protection status of wolves.<\/p>\n<p>Because we need a balanced approach between the preservation of wildlife and the protection of our livelihoods<\/p>\n<p>&#8211; Ursula von der Leyen (@vonderleyen) <a href=\"https:\/\/twitter.com\/vonderleyen\/status\/1863893614600003801?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">December 3, 2024<\/a><\/p><\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>The Standing Committee of the Bern Convention has approved the proposed amendment submitted by the EU, which will enter into force in three months.
