Given the deteriorating international\u00a0environment,<strong> security<\/strong>\u00a0mainly dominates the dialogue&#8217;s agenda. And, at least judging from a recent poll,\u00a0<strong>both British and European citizens agree<\/strong>\u00a0on the need to mend fences.<\/span><\/p>\n<p class=\"p1\">Early this afternoon (Dec. 12), the President of the European Council, <strong>Ant\u00f3nio Costa<\/strong>, met in Downing Street with Her Majesty&#8217;s Prime Minister, <strong>Keir Starmer<\/strong>, to jointly outline some priorities around which to pivot cooperation between the two sides of the Channel. According to the <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2024\/12\/12\/readout-of-the-meeting-between-uk-prime-minister-starmer-and-european-council-president-costa\/?utm_source=brevo&amp;utm_campaign=AUTOMATED%20-%20Alert%20-%20Newsletter&amp;utm_medium=email&amp;utm_id=3318\" target=\"_blank\" rel=\"noopener\">official\u00a0<\/a><span style=\"margin: 0px; padding: 0px;\"><a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2024\/12\/12\/readout-of-the-meeting-between-uk-prime-minister-starmer-and-european-council-president-costa\/?utm_source=brevo&amp;utm_campaign=AUTOMATED%20-%20Alert%20-%20Newsletter&amp;utm_medium=email&amp;utm_id=3318\" target=\"_blank\" rel=\"noopener\">readout\u00a0<\/a>of<\/span>\u00a0the meeting, the two agreed on &#8220;the vital importance of <strong>closer cooperation<\/strong> between like-minded partners at <strong>a time of increasing instability for the world<\/strong>.&#8221;<\/p>\n<p class=\"p1\">Translated: with <strong>the war in Ukraine<\/strong> now festering, <strong>the escalation in the Middle East<\/strong> showing no sign of abating, and <strong>escalating tensions in the post-Soviet space<\/strong>\u2014all just over a month before <strong>Donald Trump<\/strong> is officially sworn in as the 47th president of the United States, scheduled for Jan. 20\u2014European and British chancelleries are not sleeping soundly.<\/p>\n<p class=\"p1\">As an important sign of openness on the European side, <strong>Costa invited Sir Starmer to<\/strong> <strong>participate in the informal summit of the leaders of the Twenty-Seven<\/strong> to be held Feb. 3 in Brussels. The British prime minister &#8220;was pleased to accept the invitation and looked forward to <strong>discussing greater strategic cooperation<\/strong>,&#8221; the statement said, &#8220;particularly on defence matters.&#8221; In addition to that meeting, last October, the EU and UK leaders\u00a0<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/statement_24_5003\" target=\"_blank\" rel=\"noopener\">had planned<\/a>\u00a0a <strong>first EU-UK summit<\/strong> for early 2025, which is to be the first in a series of high-level meetings to be held regularly.<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"en\">Great first meeting at Downing Street with PM <a href=\"https:\/\/twitter.com\/Keir_Starmer?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">@Keir_Starmer<\/a>. Very glad that the PM accepted my invitation to join us in a session of the informal meeting of EU leaders on 3 February. <a href=\"https:\/\/t.co\/A6QsjX48Iz\">pic.twitter.com\/A6QsjX48Iz<\/a><\/p>\n<p>&#8211; Ant\u00f3nio Costa (@eucopresident) ###\u00a7##<\/p><\/blockquote>\n<p class=\"p1\">With regard to the <strong>delicate geopolitical environment<\/strong>, the two reaffirmed &#8220;their unwavering commitment to provide continued <strong>political, financial, economic, humanitarian, military, and diplomatic support to Ukraine<\/strong> and its people for as long as necessary and with the required intensity,&#8221; and, with specific reference to the <a href=\"https:\/\/www.eunews.it\/en\/2024\/12\/09\/eu-welcomes-the-fall-of-the-dictatorship-in-syria-opportunity-for-freedom-and-peace\/\" target=\"_blank\" rel=\"noopener\">latest dramatic developments<\/a>\u00a0<strong>in Syria<\/strong>, agreed on &#8220;the importance of <strong>ensuring a peaceful transition<\/strong> to long-term political stability after the fall of the brutal regime&#8221; of <strong>Bashar al-Assad<\/strong>.<\/p>\n<p class=\"p1\">Costa and Starmer also reaffirmed the commitment of both sides &#8220;to the <strong>full and faithful implementation<\/strong>&#8221; of the agreements laboriously concluded in the aftermath of Brexit and governing bilateral relations between Brussels and London, collectively known under the title of the <strong>Withdrawal Agreement<\/strong>,<strong>\u00a0<\/strong>of which the so-called <strong>Windsor Framework<\/strong> (i.e., the Protocol on <strong>Northern Ireland<\/strong>) and the <strong>Trade and Cooperation Agreement<\/strong> are part.<\/p>\n<p class=\"p1\">After all, the rapprochement between the two sides of the Channel seems to be meeting the <strong>muted sensitivities of Her Majesty&#8217;s citizens<\/strong>, as evidenced by a\u00a0<a href=\"https:\/\/ecfr.eu\/publication\/the-politics-of-the-reset-trump-putin-and-shifting-eu-uk-public-opinion\/\" target=\"_blank\" rel=\"noopener\">survey\u00a0<\/a>published today by the <strong>European Council on Foreign Relations<\/strong>, a pan-European think tank specializing in research on foreign policy issues. According to the survey, <strong>the British public is not persuaded to follow the newly elected Trump<\/strong> on several key international issues, from Ukraine to China, via the Middle East chessboard.<\/p>\n<p class=\"p1\"><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">In both the UK and the EU, respondents believe that\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">relations between the two sides &#8220;should become closer&#8221;<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u2014a statement valid for 55 per cent of Britons, 45 per cent of Germans, and 41 per cent of Italians, among others.<\/span>\u00a0In all the countries surveyed (France, Spain, and Poland, in addition to those mentioned), the percentage of those who would prefer a milder relationship than the current one does not exceed 11 per cent.<\/p>\n<figure id=\"attachment_413547\" class=\"wp-caption aligncenter\" style=\"width: 644px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/12\/Screenshot-2024-12-12-at-16.22.01.png\"><img decoding=\"async\" class=\"wp-image-413547 size-full\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/12\/Screenshot-2024-12-12-at-16.22.01.png\" alt=\"Ue-Uk\" width=\"644\" height=\"465\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/12\/Screenshot-2024-12-12-at-16.22.01.png 644w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/12\/Screenshot-2024-12-12-at-16.22.01-300x217.png 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/12\/Screenshot-2024-12-12-at-16.22.01-120x86.png 120w\" sizes=\"(max-width: 644px) 100vw, 644px\" \/><\/a><figcaption id=\"caption-attachment-413547\" class=\"wp-caption-text\">Screenshot from the ECFR website<\/figcaption><\/figure>\n<p class=\"p1\">The British &#8220;<strong>care more about Europe than America<\/strong>, not only for their economic future and migration but also for their security.&#8221; At the same time, Europeans generally believe that &#8220;offering the UK better access to the single market is <strong>a price worth paying for a closer security partnership<\/strong>.&#8221;<\/p>\n<p class=\"p1\">The study points out that across the Channel,\u00a0<strong>there exists a wider &#8220;political space&#8221; than one might think<\/strong> among both the pro-Brexit electorate and the <i>Remainers. <\/i>For Starmer&#8217;s Labour executive, there is &#8220;a clear opportunity to win back pro-European voters without alienating&#8221; the so-called &#8220;red wall&#8221; represented by the working-class sections of the population.<\/p>\n<p class=\"p1\"><span style=\"margin: 0px; padding: 0px;\">As for the specific issues of cooperation between London and Brussels, the majority of British respondents believe that closer cooperation between the United Kingdom and the European Union would benefit the former in terms of\u00a0<strong>managing migration flows<\/strong>\u00a0(58 per cent) and\u00a0<strong>strengthening national security<\/strong>\u00a0(53 per cent).<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>European Council President Ant\u00f3nio Costa visiting Downing Street meets with British Prime Minister Keir Starmer.
