{"id":414784,"date":"2024-12-17T12:55:44","date_gmt":"2024-12-17T11:55:44","guid":{"rendered":"https:\/\/www.eunews.it\/2024\/12\/17\/lettera-vdl-migrazione-euco-dicembre\/"},"modified":"2024-12-17T14:58:43","modified_gmt":"2024-12-17T13:58:43","slug":"syrian-refugees-repatriation-hybrid-threats-von-der-leyens-view-on-migration","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2024\/12\/17\/syrian-refugees-repatriation-hybrid-threats-von-der-leyens-view-on-migration\/","title":{"rendered":"Syrian refugees, repatriation, hybrid threats: von der Leyen&#8217;s view on migration"},"content":{"rendered":"<p class=\"p1\">Brussels &#8211; For those who still had doubts about the fact that <strong>migration is powerfully back at the heart of the European political agenda<\/strong>, it is enough to look at the letter Commission President <strong>Ursula von der Leyen<\/strong> addressed to the <strong>heads of state and government of the EU countries<\/strong>, who will meet tomorrow (Dec. 18) in Brussels for <strong>the last European Council of the year<\/strong>.<\/p>\n<p class=\"p1\">Much of the\u00a0<a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/12\/Letter-from-President-UvdL-on-Migration_EUCO-December-2024.pdf\" target=\"_blank\" rel=\"noopener\">letter dated Dec.\u00a016<\/a>\u00a0revolves around the &#8220;<strong>new Syria<\/strong>&#8221; and the potential destabilization that the fall of the dictatorial regime of <strong>Bashar al-Assad<\/strong> implies for the entire Middle East region. The watchword seems to be for <strong>more coordination among the chancelleries<\/strong>\u00a0and between them and Brussels. The North Star, as was to be expected in an Old Continent that <a href=\"https:\/\/www.eunews.it\/en\/2024\/10\/09\/fortress-europe-melonis-line-on-migrant-repatriation-sets-a-precedent-in-the-eu\/\" target=\"_blank\" rel=\"noopener\">moved sharply to the right<\/a>, that of the\u00a0<strong>hardline against &#8220;irregular&#8221;\u00a0<\/strong>human beings.<\/p>\n<h3 id='from-damascus-with-fury'  id=\"boomdevs_2\" class=\"p1\">From Damascus with fury<\/h3>\n<p class=\"p1\">Current events forcefully take center stage at the summit of European leaders\u00a0tomorrow, with the <strong>dramatic developments in Syria<\/strong> in recent weeks topping the priority list outlined by von der Leyen. &#8220;Events of recent weeks in the Middle East have opened <strong>new opportunities for peace and stability in the region<\/strong>, but also brought <strong>new uncertainties about the way ahead<\/strong>,&#8221; the Commission president wrote, stressing that now &#8220;new ways of working&#8221; with the authorities in Damascus will be possible.<\/p>\n<p class=\"p1\">These, however, are still <strong>under evaluation by Brussels and the 27 member states<\/strong>, even though\u00a0yesterday the EU High Representative <strong>Kaja Kallas<\/strong>\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2024\/12\/16\/eu-cautious-on-syria-policy-must-be-agreed-with-countries-in-the-region-first-contacts-with-new-leadership\/\" target=\"_blank\" rel=\"noopener\">confirmed<\/a>\u00a0that <strong>there were the first contacts with the HTS<\/strong> militias, the new heads (or presumed heads, at least for now) of Syria in the post-Assad era. The imperative\u00a0is to <strong>support the reconstruction of the country<\/strong>, ravaged by fourteen years of bloody civil war, to <strong>avoid &#8220;new waves of refugees&#8221;\u00a0<\/strong>to the EU, <a href=\"https:\/\/www.eunews.it\/en\/2024\/12\/10\/kallas-the-eus-priority-is-the-stabilization-of-syria-we-dont-want-new-waves-of-refugees\/\" target=\"_blank\" rel=\"noopener\">the former Estonian premier stated<\/a>.<\/p>\n<p class=\"p1\">How? <strong>By engaging with regional partners<\/strong>,\u00a0von der Leyen said. &#8220;We will need to help <strong>Lebanon, Jordan<\/strong>, and <strong>Turkey<\/strong> prepare for different eventualities, including <strong>contingency planning for unpredictable movements of people and new security challenges,<\/strong>&#8221; she explained in her letter, listing the benefits that\u00a0<strong>collaborating with non-EU countries<\/strong> brings to managing\u00a0refugee flows and refugees.<\/p>\n<p class=\"p1\"><strong>The collaboration\u00a0will have to be deepened<\/strong> not only with the Arab states in the area but also with Turkey, the <strong>Western Balkans,<\/strong> and the <strong>North African Arc countries<\/strong>, from <strong>Egypt<\/strong> to <strong>Morocco<\/strong> to the Atlantic in\u00a0<strong>Mauritania<\/strong> and <strong>Senegal<\/strong>. Von der Leyen reassured the heads of state and government that &#8220;<strong>a stronger legislative framework in the area of returns will be one of the first major proposals<\/strong> of the new College,&#8221; with a legislative proposal before the March 2025 EU summit.<\/p>\n<p class=\"p1\">The concepts of <strong>expulsions, returns, and safe third countries<\/strong> (where <a href=\"https:\/\/www.eunews.it\/en\/2024\/10\/21\/brussels-revives-idea-of-safe-third-countries-list-ready-to-expand-definition\/\" target=\"_blank\" rel=\"noopener\">unwanted guests can physically be deported from member states<\/a>) are no longer taboo, thanks to the\u00a0political axis between the head of the EU executive and Italian Prime Minister <strong>Giorgia Meloni<\/strong>. The Berlaymont Palace president\u00a0recalls<a href=\"https:\/\/www.eunews.it\/en\/2024\/12\/11\/eu-to-fund-e170-million-for-russia-and-belarus-border-control\/\" target=\"_blank\" rel=\"noopener\"> the recent initiative<\/a> to grant<strong>\u00a0170 million in funding for<\/strong> <strong>advanced surveillance systems<\/strong> at the Polish, Baltic, and Scandinavian borders, stressing that &#8220;we must protect ourselves.&#8221; In that cold corner of Europe,\u00a0<strong>we will also allow violations of international law<\/strong> such as refoulements, provided they are &#8220;limited,&#8221; &#8220;temporary,&#8221; and &#8220;proportionate.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The president of the European Commission sent a letter to the chancelleries of the 27 member states outlining the priorities for EU action on migration policy.
