However,\u00a0changes in the organization of the Chamber, especially at the\u00a0<strong>intergroup<\/strong>\u00a0level, have caused some rifts among the <strong>parties of the Italian center-left<\/strong> &#8212; what was supposed to be a broad alliance that never materialized and is still struggling to take shape, divided on many issues starting with the position to adopt regarding the current <strong>wars at the doorstep\u00a0of the Union.<\/strong><\/p>\n<h3 id='the-standing-committees'  id=\"boomdevs_1\" class=\"p1\">The standing committees<\/h3>\n<p class=\"p1\">By a vast\u00a0majority vote &#8211; 448 in favor, 161 against, and 40 abstentions &#8211; MEPs approved today (Dec. 18) to &#8220;advance&#8221; \u00a0the two subcommittees on <strong>Security and Defense (SEDE)<\/strong> and <strong>Public Health (SANT)<\/strong> to <strong>permanent committees<\/strong>, maintaining their numerical composition of 43 members. Thus, the <strong>composition of the European Parliament<\/strong> changed compared with\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2024\/07\/23\/all-committee-chairs-eu-parliament\/\" target=\"_blank\" rel=\"noopener\">the one that emerged from the European elections<\/a> last June: the standing committees increased from 20 to 22, and the subcommittees were\u00a0halved from four to two.<\/p>\n<p class=\"p1\">The agreement at the level of political groups <a href=\"https:\/\/www.euronews.com\/my-europe\/2024\/12\/13\/eu-parliament-political-groups-strike-deal-on-four-new-committees\" target=\"_blank\" rel=\"noopener\">was reached<\/a> on Dec. 13 by the <strong>Conference of Presidents<\/strong>, the body of the European Parliament that brings together the group leaders and the president of the House,\u00a0<strong>Roberta Metsola<\/strong>. As for SANT, the agreement reached between the political groups envisages assigning to it the competencies on <strong>pharmaceuticals and medical devices<\/strong>, those related to the supervision of <strong>health crisis preparedness and response<\/strong>, those concerning <strong>mental health and patients&#8217; rights<\/strong>, and, finally, health aspects related to <strong>bioterrorism<\/strong>.<\/p>\n<p style=\"margin-bottom: 0px;\">At a practical level, the most significant\u00a0difference from the current situation lies in the fact that standing committees &#8211; unlike subcommittees &#8211; can <strong>draft, amend, and vote on legislative proposals and own-initiative reports<\/strong> while also examining proposals that come from the Commission or the EU Council (to which the Treaties entrust the role of co-legislator along with the European Parliament).<\/p>\n<h3 id='the-special-committees'  id=\"boomdevs_2\" class=\"p1\">The special committees<\/h3>\n<p class=\"p1\">At the same time, the hemicycle also voted to\u00a0create\u00a0<strong>two new special commissions<\/strong>, both of which will consist of 33 members and whose mandate\u00a0(renewable) will last <strong>12 months from the first plenary session in 2025<\/strong>, scheduled for the week of January 20-23. One name circulating for its presidency is reportedly Italy&#8217;s <strong>Irene Tinagli<\/strong> (PD). The other &#8212; on the <strong>European Democracy Shield &#8212;<\/strong> found the support of 441 MEPs, 178\u00a0against, and\u00a034 abstentions, and could be headed by French liberal <strong>Nathalie Loiseau<\/strong>. The European Shield for Democracy is the name <strong>Ursula von der Leyen <\/strong>gave to<strong>\u00a0<\/strong>the new EU strategy to <strong>defend the EU&#8217;s political processes from foreign interference<\/strong>, i.e., mainly from Russia (see <a href=\"https:\/\/www.eunews.it\/en\/2024\/12\/06\/romania-must-start-over-constitutional-court-annuls-outcome-of-first-round-of-presidential-election\/\" target=\"_blank\" rel=\"noopener\">presidential elections in Romania<\/a> for more details).<\/p>\n<h3 id='the-intergroups'  id=\"boomdevs_3\" class=\"p1\">The intergroups<\/h3>\n<p class=\"p1\">Also today, the European Parliament\u00a0voted on the <strong>introduction of the new intergroups<\/strong>, i.e., <a href=\"https:\/\/www.europarl.europa.eu\/meps\/it\/about\/groupings\" target=\"_blank\" rel=\"noopener\">forums of informal exchanges<\/a>\u00a0of opinions on specific issues between different political groups (usually at least three) and to maintain contacts between MEPs and civil society organizations.<\/p>\n<p class=\"p1\">The 5 Star Movement\u00a0delegation leader and president of the Fiscal Matters subcommittee <strong>Pasquale Tridico<\/strong> hailed the<strong>\u00a0<\/strong>creation (or rather the confirmation) of the one for the <strong>Fight Against Poverty<\/strong> was hailed by\u00a0 as &#8220;definitely good news&#8221; referring moreover <a href=\"https:\/\/www.eunews.it\/en\/2024\/12\/18\/employment-italy-is-among-eu-countries-to-watch-for-gender-gap-and-family-income\/\" target=\"_blank\" rel=\"noopener\">to the data published today <\/a>by\u00a0the EU executive that paints a far from flattering picture for Italy, both at the level of <strong>employment<\/strong> and of\u00a0<strong>purchasing power<\/strong>, not to mention\u00a0<strong>gender and generational disparities<\/strong> and <strong>geographical divides<\/strong>.<\/p>\n<h3 id='the-m5s-push-for-the-peace-intergroup'  id=\"boomdevs_4\" class=\"p1\">The M5S push for the Peace intergroup<\/h3>\n<p class=\"p1\">In contrast, the failure to create an intergroup on <strong>Peace, Diplomacy, and Multilateral Dialogue <\/strong>caused friction\u00a0among the members of that v<strong>ast,\u00a0phantom center-left field.<\/strong> The 5-Star Movement MEP <strong>Danilo Della Valle<\/strong> lashed out at the choice of the <strong>Socialists (S&amp;D)<\/strong>, of which the <strong>Democratic Party<\/strong> is also a member, not to support its introduction: &#8220;In the secrecy of the Conference of Presidents, the self-styled progressives sunk a forum\u00a0for dialogue\u00a0that aimed to <strong>strengthen communication and cooperation among peoples<\/strong>.&#8221;<\/p>\n<p class=\"p1\">The members of the <i>PD<\/i>\u00a0delegation, Della Valle argues, &#8220;align with the stance&#8221; of the <strong>Iratxe Garc\u00eda P\u00e9rez<\/strong> group leader, &#8220;who, in a speech in the Plenary on\u00a0November 19, stated very emphatically that <strong>wars are not won with words but with tanks<\/strong>.&#8221; Instead, &#8220;W<strong>ars\u00a0can also end with peace negotiations and the force of diplomacy<\/strong>,&#8221; countered the M5S MEP, who among the Social Democrats thanked only <strong>Marco Tarquinio<\/strong>, elected at last year&#8217;s European elections as an independent on the lists of the PD, &#8220;for supporting it strongly and with conviction.&#8221; &#8220;Together, we can still make a difference and <strong>defeat the ideology of war<\/strong> dominant in Europe today.
