Credit: Palazzo Chigi<\/figcaption><\/figure>\n<p>In addition to the four countries, also\u00a0<strong>leaders from Cyprus, Greece, Malta, the Czech Republic, Poland, Sweden, and, no surprises, Hungary<\/strong> attended the meeting.<\/p>\n<p style=\"margin-bottom: 0px;\"><strong>Von der Leyen<\/strong>, again with no surprise, has now made herself <strong>an institutional champion of Meloni&#8217;s hard line<\/strong>. The message had already come through loud and clear <a href=\"https:\/\/www.eunews.it\/en\/2024\/12\/17\/syrian-refugees-repatriation-hybrid-threats-von-der-leyens-view-on-migration\/\" target=\"_blank\" rel=\"noopener\">in the letter sent to leaders before the European Council,<\/a> in which she had spoken extensively about migration. The preparation of the new Pact on Migration and Asylum, in the <a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/12\/Letter-from-President-UvdL-on-Migration_EUCO-December-2024.pdf\">letter<\/a>, is proceeding apace in the run-up to mid-2026. In this regard, during the meeting with leaders, the\u00a0Commission president focused on a\u00a0<strong>proposed\u00a0new legal returns framework<\/strong>\u00a0that the Commission intends to present <strong>in early 2025<\/strong>.<\/p>\n<p style=\"margin-bottom: 0px;\">Meloni defends her Protocol and brings the focus back to the <strong>relevance of innovative solutions to counter irregular migration<\/strong>. The aim is to break the chain of human trafficking and, at the same time, allow European reception to\u00a0focus on those entitled to international protection.<\/p>\n<p style=\"margin-bottom: 0px;\"><strong>Clarity and effectiveness are the crucial words for leaders in the new EU regulatory framework<\/strong>. On the part of the EU countries involved by Meloni in the meeting, a <strong>new definition of the concepts of safe country of origin and safe third country<\/strong>\u00a0should\u00a0support the &#8216;new proposals,&#8217; starting with the Italy-Albania model and the possible creation of &#8216;return hubs&#8217; in third countries.<\/p>\n<p style=\"margin-bottom: 0px;\">It is worth noting that the issue of<strong>\u00a0defining &#8216;safe countries&#8217; has hindered the Italian government<\/strong> in the application of the Italy-Albania Protocol.\u00a0The two recent rejections\u00a0of the application of the agreement were <strong>primarily due to the divergence between the definition of Italian jurisprudence and the government<\/strong>, which, according to the judges, conflicts with EU law. In this sense, the\u00a0rulings from the EU Court of Justice should clarify the issue.<\/p>\n<p style=\"margin-bottom: 0px;\">Meanwhile,\u00a0<strong>the leaders discuss how to facilitate their own projects<\/strong>, also involving the need to strengthen EU action along migration routes with UNHCR (UN Refugee Agency) and IOM (International Organization for Migration) regarding assisted voluntary returns.<\/p>\n<p style=\"margin-bottom: 0px;\"><strong>The migration issue is a driving force<\/strong> for\u00a0Italy, which increasingly feels like a protagonist in European politics, as the premier likes. The\u00a0von der Leyen stance &#8212; expressed both in the letter and in the operational tone of the migration conclusions\u00a0approved at today&#8217;s European Council &#8212; has also been\u00a0appreciated. European migration policy can count on a group of leaders who share a vision\u00a0and a\u00a0center of gravity of the debate that has\u00a0shifted\u00a0increasingly to the right, which, however,\u00a0seems to garner the approval of EU member states.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>New informal meeting convened on the sidelines of the European Council with like-minded countries, including Denmark, the Netherlands, and the Commission President von der Leyen.
