The summit of EU heads of state and government reaffirmed the importance of being prepared for the worst and ready for anything. For the 27 member states,\u00a0&#8220;<strong>strategic crisis management is\u00a0required, in an all-hazards and whole-of-society approach<\/strong>.&#8221; It<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"> is the thrust of the <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2024\/12\/19\/european-council-conclusions-on-eu-in-the-world-resilience-preparedness-crisis-prevention-and-response-migration-and-other-items\/?utm_source=brevo&amp;utm_campaign=AUTOMATED%20-%20Alert%20-%20Newsletter&amp;utm_medium=email&amp;utm_id=3318\" target=\"_blank\" rel=\"noopener\">conclusions<\/a> approved at the European Council summit, the last of the year and the first under Antonio Costa&#8217;s leadership.<br \/>\n<\/span><\/span><\/span><\/p>\n<div class=\"lRu31\" dir=\"ltr\">\n<div class=\"OvtS8d\">The new approach becomes inevitable in the face of a changing world that is bringing the European Union into a broader <a href=\"https:\/\/www.eunews.it\/en\/2024\/12\/17\/eu-in-the-world-leaders-summit-seeks-europes-place-on-the-international-chessboard\/\" target=\"_blank\" rel=\"noopener\">reasoning about how we, as the EU, should respond to the new arrangements<\/a>. Therefore, in the military and defense sphere, this preparedness for threats and crises should be done &#8220;<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>in synergy with NATO where relevant, <\/strong>in an inclusive and non-discriminatory manner and without prejudice to the specific character of the security and defense policy of certain Member States and taking into account the security and defense interests of all Member States.&#8221;<\/span><\/span><\/span><\/div>\n<\/div>\n<div><\/div>\n<div>Then there is the issue of risks from rising global temperatures: &#8220;<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">This new preparedness mindset is necessary to reinforce the EU\u2019s resilience, protect its values, safeguard its economic success and competitiveness, and <strong>adapt to climate change<\/strong>,&#8221; the leaders emphasized. In that sense, the\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2024\/11\/14\/eu-civil-protection-mechanism-military\/\" target=\"_blank\" rel=\"noopener\">von der Leyen Commission\u00a0has already proposed expanding the civil defense mechanism to include military personnel<\/a>, but more needs\u00a0doing. That is why the heads of state and government called on European ministers and institutions to\u00a0&#8220;further work to enhance the EU\u2019s and its Member States\u2019 resilience, preparedness, crisis-prevention, and response capacity in a coherent manner.&#8221;<\/span><\/span><\/span><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Policy guidance for ministers and EU institutions is to strategically manage new threats in an uncertain and unstable world.
