During a plenary debate this morning (Jan. 22), the former Portuguese prime minister outlined to MEPs the discussions during last December&#8217;s <strong>summit<\/strong>, where the main topics had been <strong>security<\/strong>,\u00a0<strong>the EU&#8217;s relations with the rest of the world,<\/strong> and <strong>competitiveness<\/strong>.<\/p>\n<p class=\"p1\">Intervening after him in the chamber, he was echoed by the chairwoman of the Community Executive,\u00a0<strong>Ursula von der Leyen<\/strong>, who has recently returned to the public spotlight after suffering pneumonia that <a href=\"https:\/\/www.eunews.it\/en\/2025\/01\/10\/ursula-von-der-leyen-spent-a-week-in-the-hospital-for-severe-pneumonia\/\" target=\"_blank\" rel=\"noopener\">forced her hospitalization<\/a> in recent weeks.<\/p>\n<h3 id='ukraine-and-enlargement'  id=\"boomdevs_1\" class=\"p1\">Ukraine and enlargement<\/h3>\n<p class=\"p1\">Among the main dishes on the menu at the last 2024 leaders&#8217; summit (held Dec. 19) was Brussels&#8217; <strong>support of Kyiv<\/strong>, <a href=\"https:\/\/www.eunews.it\/en\/2024\/12\/19\/eu-will-continue-to-support-ukraine-but-much-will-depend-on-washington\/\" target=\"_blank\" rel=\"noopener\">personally guaranteed<\/a> to Ukrainian President <strong>Volodymyr Zelensky<\/strong>. Costa reiterated before the chamber\u00a0the EU&#8217;s commitment to <strong>support Ukraine &#8220;for as long as necessary<\/strong>, no matter what, <strong>for a comprehensive, just, and lasting peace<\/strong>.&#8221;<\/p>\n<p class=\"p1\">And then the\u00a0<strong>enlargement<\/strong>, called by the president of the European Council &#8220;<strong>the greatest geopolitical investment for peace and security<\/strong>, for our people and our continent.&#8221; arguing (as did Enlargement Commissioner <strong>Marta Kos<\/strong> <a href=\"https:\/\/www.eunews.it\/en\/2025\/01\/14\/enlargement-kos-member-states-also-do-their-part\/\" target=\"_blank\" rel=\"noopener\">a couple of weeks ago<\/a>) that &#8220;the six countries of the Western Balkans, Ukraine, and Moldova are working hard to fulfil their commitments&#8221; and, therefore, &#8220;<strong>it is time for us to keep our promises<\/strong>.&#8221;<\/p>\n<h3 id='the-united-states-of-trump'  id=\"boomdevs_2\" class=\"p1\">The United States of Trump<\/h3>\n<p class=\"p1\">As for the external role of the EU, Costa stressed that &#8220;<strong>we must work for a stronger transatlantic relationship<\/strong>,&#8221; continuing somewhat in the vein of debates that<a href=\"https:\/\/www.eunews.it\/en\/2025\/01\/21\/trump-returns-and-the-european-parliament-splits\/\" target=\"_blank\" rel=\"noopener\"> animated the chamber yesterday<\/a> about the consequences that a second presidency of <strong>Donald Trump<\/strong> will have in the <strong>relations between Washington and Brussels<\/strong>. The one between the EU and the U.S. is &#8220;a partnership that has sustained peace and economic growth for decades, based on shared values and common interests,&#8221; and it is in the interest of both blocs to &#8220;<strong>continue to promote stable, balanced and predictable trade relations<\/strong>.&#8221;<\/p>\n<figure id=\"attachment_416638\" class=\"wp-caption aligncenter\" style=\"width: 1024px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/Imagoeconomica_2302673-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-416638 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/Imagoeconomica_2302673-1024x649.jpg\" alt=\"Donald Trump\" width=\"1024\" height=\"649\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/Imagoeconomica_2302673-1024x649.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/Imagoeconomica_2302673-300x190.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/Imagoeconomica_2302673-768x487.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/Imagoeconomica_2302673-1536x974.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/Imagoeconomica_2302673-2048x1298.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/Imagoeconomica_2302673-750x476.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/Imagoeconomica_2302673-1140x723.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-416638\" class=\"wp-caption-text\">US President Donald Trump (photo: Imagoeconomica)<\/figcaption><\/figure>\n<p class=\"p1\">It was\u00a0a way to <strong>pour oil on troubled waters\u200b<\/strong> and to extend an olive branch to the new U.S. administration, which has threatened <strong>the imposition of heavy tariffs<\/strong> on imports from the Old Continent but with which Costa said he looks forward to working &#8220;to\u00a0<strong>pursue positive and fair economic cooperation<\/strong> and to <strong>work on our shared priorities<\/strong> for prosperity and security.&#8221;<\/p>\n<p class=\"p1\">But there was also room to remind the new White House tenant, between the lines\u2014that <a href=\"https:\/\/www.eunews.it\/en\/2025\/01\/08\/trumps-threats-over-greenland-canada-and-panama\/\" target=\"_blank\" rel=\"noopener\">recently\u00a0floated<\/a> his intention to <strong>annexe\u00a0<i>military manu<\/i> Greenland<\/strong> (autonomous territory of Denmark)\u2014that Europe remains &#8220;a pillar of the rules-based international order,&#8221; chief among which are &#8220;the <strong>principles of sovereignty, territorial integrity and inviolability of borders<\/strong>,&#8221; as enshrined in the <strong>United Nations Charter<\/strong>. Costa threw another dig at the New York-based tycoon\u00a0by stressing that the Twenty-Seven <strong>continue to observe their international commitments<\/strong>, starting with the <strong>Paris climate agreement<\/strong>\u00a0from which Trump has withdrawn the United States for the second time.<\/p>\n<p class=\"p1\">&#8220;No other economy in the world is as integrated as the European and American economies,&#8221; agreed Commission Chairwoman <strong>Ursula von der Leyen<\/strong>, according to whom the priority in relations with the United States will be to &#8220;<strong>discuss common interests and be ready to negotiate<\/strong>.&#8221; In such negotiations, she assured, &#8220;<strong>we will be pragmatic in seeking common ground<\/strong>,&#8221; but\u2014her promise to the deputies, sounding almost like a warning to the White House\u2014&#8221;<strong>we will always stand by our principles<\/strong>.&#8221;<\/p>\n<h3 id='the-new-world'  id=\"boomdevs_3\" class=\"p1\">The New World<\/h3>\n<p class=\"p1\">However, speaking about the international context in which the EU will have to move in the coming months and years, Costa also reiterated another theme dear to his heart, <a href=\"https:\/\/www.eunews.it\/en\/2024\/11\/29\/eu-council-president-antonio-costa\/\" target=\"_blank\" rel=\"noopener\">already expressed a couple of months ago<\/a> on the occasion of the handover from his predecessor Charles Michel: &#8220;<strong>Today&#8217;s world is multipolar and opens new opportunities for Europe<\/strong>,&#8221; he said, and in this context <strong>the EU &#8220;must strengthen its bilateral and multilateral relations with third countries<\/strong>, on the basis of common interests, mutual prosperity, and shared priorities.&#8221;<\/p>\n<p class=\"p1\"><span style=\"margin: 0px; padding: 0px;\">Von der Leyen also agreed with him: &#8220;<strong>We have entered a new era of tough geostrategic competition<\/strong>,&#8221; she said, noting that &#8220;the rules of engagement are changing.&#8221;\u00a0<span style=\"color: var(--body-color);\">As laid out yesterday at the\u00a0<\/span><em><strong>World Economic Forum<\/strong><\/em><span style=\"color: var(--body-color);\">\u00a0in Davos, Brussels is\u00a0<\/span><a href=\"https:\/\/www.eunews.it\/en\/2025\/01\/21\/von-der-leyen-now-looks-east-india-and-china-as-alternatives-to-trumps-america\/\" target=\"_blank\" rel=\"noopener\">increasingly insisting on looking<\/a><span style=\"color: var(--body-color);\">\u00a0<\/span><strong>to Beijing and New Deli for its business<\/strong><span style=\"color: var(--body-color);\">\u00a0should trade relations with Washington deteriorate.<\/span><\/span><\/p>\n<p class=\"p1\"><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">The\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">difficult international conjuncture<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0was also emphasized by Green co-leader\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">Bas Eickhout<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">: &#8220;<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">In the East, there is a dictator starting wars, in the West a capitalist autocrat; in the Middle East there is great chaos<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">,&#8221; he said.<\/span>\u00a0<span style=\"margin: 0px; padding: 0px;\">In this context, &#8220;we need a strong Europe,&#8221; font-family: var(--body-font-family);\">the urgency of taking concrete measures to combat illegal immigration<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">,&#8221; he certified in the chamber, adding that\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">we need to &#8220;deal with the phenomenon outside Europe&#8217;s borders&#8221;<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0on the model of the repatriation centres pioneered by Italy in Albania.<\/span>\u00a0For the Melonian MEP, it is about the &#8220;<strong>geopolitical destiny that Europe must give itself<\/strong>,&#8221; namely that of &#8220;<strong>being present in Africa and Asia with its own policy<\/strong>, with its own productive and commercial enterprises,&#8221; in short, what von der Leyen is trying to do in China and India.<\/p>\n<h3 id='the-focus-on-defence'  id=\"boomdevs_4\" class=\"p1\">The focus on defence<\/h3>\n<p class=\"p1\">Another key issue at the December European Council was defence. &#8220;To preserve peace&#8221; on the continent, Costa reminded MEPs, &#8220;<strong>we must take greater responsibility for our defence, our strategic autonomy, our sovereignty<\/strong>.&#8221; &#8220;Since 2014, and especially after 2022 (i.e. at the time of Russia&#8217;s unilateral annexation of Crimea, and then the large-scale invasion of Ukraine also by Moscow, ed.), <strong>member states have increased their defence budgets<\/strong>,&#8221; he said with satisfaction, pointing out that the 23 countries that are part of both the EU and NATO have <strong>met or exceeded the target of 2 per cent of GDP<\/strong> to be devoted to military spending agreed upon by the North Atlantic Alliance.<\/p>\n<p class=\"p1\">The new European line on defence is, in fact, blessed (or at least endorsed) by <strong>almost all political groups in the hemicycle. <\/strong>At the same time,\u00a0it is instead branded\u00a0<strong>as bellicose by the radical left<\/strong>: &#8220;I believe that <strong>spending together on military defence helps to spend less and better<\/strong>,&#8221; Procaccini said again, adding that &#8220;to be able to guarantee peace and freedom, you need to be ready to defend them.&#8221;<\/p>\n<p class=\"p1\">Defence, we hear this everywhere, will be <strong>a priority for Europe in the coming years<\/strong>. To\u00a0<strong>safeguard the single market<\/strong>, it is necessary to translate Mario Draghi&#8217;s report must be translated into concrete actions. To this end, she will present a new &#8220;<strong>Competitiveness Compass<\/strong>&#8221; next week, intended to become &#8220;<strong>the North Star of the new Commission<\/strong>&#8221; for the next five years.<\/span><\/p>\n<p class=\"p1\">The plan includes three goals: &#8220;First, <strong>closing the innovation gap<\/strong> with our competitors; second, a joint roadmap for <strong>decarbonization and competitiveness<\/strong>; and third, strengthening our <strong>resilience and economic security<\/strong>,&#8221; the head of the EU executive said in front of the hemicycle.<\/p>\n<p class=\"p1\"><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">On the first point, we need to\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">unravel the &#8220;vicious cycle between low investment and low innovation,&#8221;<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0which is responsible, among other things, for the Old Continent lagging in the\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">global race for digital technologies<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">.<\/span>\u00a0The solution is to &#8220;improve coordination between the European level and the member states&#8221; regarding\u00a0<strong>public investments<\/strong>.
