It will be back in six months, while the High Representative would like to <strong>have the 16th package<\/strong> of restrictive measures ready <strong>by February 24<\/strong>, on the third anniversary of the invasion of the former Soviet republic. The EU foreign ministers also approved the <strong>suspension of the facilitated regime for diplomatic visas for Georgian officials<\/strong>\u00a0in an attempt to strike a blow at the authorities in Tbilisi without harming the pro-European aspirations of the population.<\/p>\n<h3 id='out-of-danger-for-now'  id=\"boomdevs_1\" class=\"p1\">Out of danger (for now)<\/h3>\n<p class=\"p1\"><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">The green light at the\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">Foreign Affairs Council<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0meeting today (Jan. 27) after a brief political &#8220;case&#8221; that saw Hungarian Prime Minister\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">Viktor Orb\u00e1n<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0threaten\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">a veto on the renewal of restrictive measures<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">against Moscow<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">.<\/span>\u00a0A veto that would have risked breaking the bank,\u00a0<strong>making disappear in one fell swoop the entire sanctions regime<\/strong> painstakingly put in place by the Twenty-Seven over the past 35 months of the war (even though <strong>the first sanctions date back to 2014<\/strong>, when Russia unilaterally annexed Crimea and supported separatists in the Donbas), codified in <strong>15 packages adopted, and renewed, with the unanimity<\/strong> of the chancelleries.<\/p>\n<p class=\"p1\">The measures currently in place will therefore be <strong>extended by another six months<\/strong>, that is <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2025\/01\/27\/russia-s-war-of-aggression-against-ukraine-council-extends-economic-restrictive-measures-for-a-further-6-months\/\" target=\"_blank\" rel=\"noopener\">until 31 July<\/a>. This is a <strong>wide spectrum of sectoral measures<\/strong>, including restrictions on trade, finance, energy, technology and dual-use goods (civilian and military), industry, transportation, and luxury goods, but also on imports of energy products (especially hydrocarbons) and Russian lenders&#8217; access to the international financial system (the Swift), among others. Brussels<a href=\"https:\/\/www.eunews.it\/en\/2024\/09\/20\/brussels-commits-e35-billion-to-kiev-funded-by-profits-from-frozen-russian-assets\/\" target=\"_blank\" rel=\"noopener\">\u00a0set up<\/a>\u00a0the mechanism in September, while the\u00a0<strong>first<\/strong>\u00a03 billion\u00a0tranche\u00a0<a href=\"https:\/\/www.eunews.it\/2025\/01\/10\/ue-3-mld-ucraina-asset-russi-congelati\/\" target=\"_blank\" rel=\"noopener\">was\u00a0sent<\/a> to Kyiv three weeks ago.<\/span><\/p>\n<h3 id='the-guarantees-to-hungary'  id=\"boomdevs_2\" class=\"p1\">The &#8220;guarantees&#8221; to Hungary<\/h3>\n<p class=\"p1\">The <strong>threats from the Magyar prime minister<\/strong> had kept Brussels on tenterhooks all weekend, as last Friday (Jan. 24), the ambassadors of the Twenty-Seven had been\u00a0<span style=\"margin: 0px; padding: 0px;\"><a href=\"https:\/\/www.euronews.com\/my-europe\/2025\/01\/24\/playing-with-fire-orbans-sanctions-veto-threat-puts-brussels-on-edge\" target=\"_blank\" rel=\"noopener\">unable\u00a0<\/a>to<\/span>\u00a0find\u00a0<span style=\"margin: 0px; padding: 0px;\">an<strong> agreement<\/strong><\/span><strong>\u00a0on the renewal of the sanctions regime<\/strong> to be submitted for approval to the ministers of the member states, who therefore had to discuss it this morning.<\/p>\n<p class=\"p1\"><span style=\"margin: 0px; padding: 0px;\"><strong>Budapest had demanded guarantees on gas supplies<\/strong>\u00a0to avoid imposing its veto. It recently raised its voice (<a href=\"https:\/\/www.eunews.it\/en\/2025\/01\/03\/slovak-government-threatens-retaliation-against-ukrainian-decision-to-halt-russian-gas-transit\/\" target=\"_blank\" rel=\"noopener\">along with Robert Fico&#8217;s Slovakia<\/a>) following Kyiv&#8217;s decision\u00a0<strong>not to renew contracts with Gazprom<\/strong>\u00a0for Russian methane transit through Ukraine.<\/span><\/p>\n<p class=\"p1\">Such assurances came today in the form of\u00a0<span style=\"margin: 0px; padding: 0px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/250127-Statement-HR-COM-1.docx\" target=\"_blank\" rel=\"noopener\">a<\/a><\/span><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/250127-Statement-HR-COM-1.docx\" target=\"_blank\" rel=\"noopener\">\u00a0statement<\/a> of &#8220;<strong>energy solidarity<\/strong>&#8221; with landlocked countries signed by the <strong>European Commission<\/strong> and the <strong>High Representative<\/strong>. Over the weekend, incidentally, Ukrainian President <strong>Volodymyr Zelensky<\/strong> also opened up to the possibility of <strong>transiting Azerbaijani gas<\/strong> through his country in the direction of EU states, a move he had previously ruled out because, he said, <strong>even that sold from Baku is Russian gas<\/strong>.<\/p>\n<h3 id='the-suspension-of-georgian-diplomatic-visas'  id=\"boomdevs_3\" class=\"p1\">The suspension of Georgian diplomatic visas<\/h3>\n<p class=\"p1\">Foreign ministers also <a href=\"https:\/\/www.consilium.europa.eu\/it\/press\/press-releases\/2025\/01\/27\/georgia-council-suspends-visa-free-travel-for-diplomats-and-officials\/\" target=\"_blank\" rel=\"noopener\">decided today<\/a> the <strong>suspension of certain parts<\/strong> of the <strong>visa facilitation agreement<\/strong> between the EU and Georgia to target <strong>diplomats and officials<\/strong> from the Caucasian country, including representatives of <strong>national and regional governments and parliaments<\/strong> and <strong>high courts<\/strong>. &#8220;The decision was adopted today,&#8221; Kallas said after the meeting, adding that &#8220;<strong>it is now up to the member states to implement it<\/strong> in accordance with their own legal systems.&#8221;<\/p>\n<p class=\"p1\">This is basically a <strong>political move<\/strong> (on which Brussels has<a href=\"https:\/\/www.eunews.it\/en\/2024\/12\/20\/end-to-visa-facilitation-for-georgian-officials\/\" target=\"_blank\" rel=\"noopener\">\u00a0been working since last month<\/a>), since many of the people potentially affected by the measures probably have other passports, but it signals a willingness to <strong>hit the Georgian authorities without harming the population<\/strong>, who will continue to benefit from the <strong>facilitated visa regime<\/strong> stipulated in 2011 and updated in 2017.<\/p>\n<figure id=\"attachment_415381\" class=\"wp-caption aligncenter\" style=\"width: 1024px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/12\/000_36RP7H3-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-415381 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/12\/000_36RP7H3-1024x683.jpg\" alt=\"Protests Georgia\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/12\/000_36RP7H3-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/12\/000_36RP7H3-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/12\/000_36RP7H3-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/12\/000_36RP7H3-1536x1024.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/12\/000_36RP7H3-2048x1365.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/12\/000_36RP7H3-750x500.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/12\/000_36RP7H3-1140x760.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><\/figure>\n<p>Protesters outside the Tbilisi Parliament on December 29, 2024 (photo: Giorgi Arjevanidze\/Afp)<\/p>\n<p class=\"p1\">In the crosshairs of the Twenty-Seven are mainly <strong>the top leadership of Georgian Dream<\/strong>, the ruling party in power since 2012, held responsible for the <strong>democratic retreat of Tbilisi<\/strong>\u2014which is moving ever further away from the EU (to whose membership it is constitutionally bound) and getting\u00a0closer to the <strong>Kremlin orbit<\/strong>\u2014and the <strong>violent crackdown against peaceful protesters<\/strong>, who have been <a href=\"https:\/\/www.eunews.it\/en\/2024\/12\/05\/the-spiral-of-violence-in-georgia-continues-amid-protests-and-repression\/\" target=\"_blank\" rel=\"noopener\">protesting\u00a0<\/a><a href=\"https:\/\/www.eunews.it\/2024\/12\/05\/georgia-proteste-arresti-tortura\/\" target=\"_blank\" rel=\"noopener\">continuously<\/a>\u00a0on the streets of the capital and major cities for two months now, as well as against <strong>independent journalists<\/strong> such as <strong>Mzia Amaghlobeli<\/strong>,<a href=\"https:\/\/civil.ge\/archives\/656063\" target=\"_blank\" rel=\"noopener\"> imprisoned for 15 days<\/a> and currently on hunger strike.<\/p>\n<p class=\"p1\">But still, Hungary confirms itself as the EU&#8217;s black sheep. In the very hours when Foreign Minister <strong>P\u00e9ter Szijj\u00e1rt\u00f3<\/strong> was at the Council, Orb\u00e1n <a href=\"https:\/\/dailynewshungary.com\/georgia-parliament-speaker-salva-papuasvili-held-talks-in-budapest\/\" target=\"_blank\" rel=\"noopener\">welcomed to\u00a0Budapest<\/a> the Speaker of the Georgian Parliament <strong>Sasha Papuashvili<\/strong>, reiterating <strong>full support for the pro-Russian government in Tbilisi<\/strong>, described as &#8220;<strong>pro-peace<\/strong>,&#8221; against &#8220;<strong>the attacks by Brussels and the Soros network<\/strong>.&#8221;<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"en\"><a href=\"https:\/\/twitter.com\/PM_ViktorOrban?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">@PM_ViktorOrban<\/a> reaffirmed Hungary&#8217;s strong support for Georgia in its disputes with Brussels during his meeting with <a href=\"https:\/\/twitter.com\/shpapuashvili?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">@shpapuashvili<\/a>, Chairman of the Georgian Parliament, at the Carmelite Monastery.
