{"id":417320,"date":"2025-01-28T13:54:04","date_gmt":"2025-01-28T12:54:04","guid":{"rendered":"https:\/\/www.eunews.it\/2025\/01\/28\/fitto-riforma-politica-coesione-regi\/"},"modified":"2025-01-28T15:18:12","modified_gmt":"2025-01-28T14:18:12","slug":"fitto-holds-back-on-cohesion-policy-reform","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2025\/01\/28\/fitto-holds-back-on-cohesion-policy-reform\/","title":{"rendered":"Fitto holds back on cohesion policy reform"},"content":{"rendered":"<p class=\"p1\">Brussels &#8211; In his new role as executive vice-president of the European Commission, <strong>Raffaele Fitto<\/strong> continues to advocate the <strong>need to reform cohesion policy<\/strong> but <strong>has not yet provided details<\/strong> on the changes that are to affect <strong>one of the largest spending chapters<\/strong> of the EU budget (about a third of EU funds). He continues to be <strong>conciliatory with local authorities<\/strong>, reassuring them of the central role they will continue to play in the upcoming\u00a0programming period, and\u00a0stresses that <strong>something will have to change<\/strong> without yet clearly indicating what.<\/p>\n<p class=\"p1\">In a hearing this morning (Jan. 28) at the <strong>Regional Development (REGI)\u00a0committee<\/strong> of the European Parliament, the executive vice president reiterated for the umpteenth time that <strong>cohesion policy must be &#8220;modernized<\/strong>.&#8221; Therefore, the &#8220;first priority&#8221; for Fitto will be the <strong>mid-term cohesion policy review. <\/strong>It will take place this year &#8211; national authorities will have t<strong>o send the Commission their assessments<\/strong> on how to improve it (as the commissioner requested last month) <strong>by the end of March <\/strong>&#8211; to correct the course between now and the end of the current<strong> programming period<\/strong>, which began in 2021 and expires in 2027, and <strong>redirect resources<\/strong> where necessary. The commissioner said it would be &#8220;<strong>an opportunity to accelerate the use of available funds and align funding more closely with new and growing needs.<\/strong>&#8220;<\/p>\n<h3 id='towards-a-reform'  id=\"boomdevs_1\">Towards a reform<\/h3>\n<p class=\"p1\">Now, as widely anticipated in recent months and as <strong>Fitto\u00a0confirmed\u00a0<\/strong>during his first hearing before the <strong>Joint REGI and COTER committees<\/strong> (the competent bodies on the matter within the <strong>European Parliament<\/strong> and the <strong>Committee of the Regions<\/strong>) <a href=\"https:\/\/www.eunews.it\/en\/2024\/12\/12\/cohesion-fitto-does-not-commit-himself-but-extends-hand-to-regions-for-next-eu-budget\/\" target=\"_blank\" rel=\"noopener\">shortly after taking office<\/a>, <strong>cohesion policy will undergo substantial changes after\u00a02027<\/strong>.<\/p>\n<p style=\"margin-bottom: 0px;\">However,\u00a0<strong>there are still no formal indications<\/strong> on the extent of these reforms, which will\u00a0affect <strong>the entire Multiannual Financial Framework (MFF) 2028-2034<\/strong>: for now, there are only\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2024\/10\/08\/new-eu-budget-how-von-der-leyen-wants-to-revolutionise-it-and-who-opposes\/\" target=\"_blank\" rel=\"noopener\">media rumors<\/a>, never officially denied by the Commission.<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"en\">At <a href=\"https:\/\/twitter.com\/hashtag\/Parlamentoeuropeo?src=hash&amp;ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">#European Parliament<\/a> I had a fruitful exchange of views with parliamentarians from the Committee on Regional Development on the future of cohesion policy. Together, we have already achieved important results, such as the adoption of the RESTORE and BridgeforEU regulations. <a href=\"https:\/\/t.co\/QfyBRkKGoE\">pic.twitter.com\/QfyBRkKGoE<\/a><\/p>\n<p>&#8211; Raffaele Fitto (@RaffaeleFitto) <a href=\"https:\/\/twitter.com\/RaffaeleFitto\/status\/1884218069192695946?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">January 28, 2025<\/a><\/p><\/blockquote>\n<p style=\"margin-bottom: 0px;\">These were enough for <strong>local authority representatives to raise alarms<\/strong>\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2024\/10\/07\/regions-against-brussels-hands-off-cohesion-policy\/\" target=\"_blank\" rel=\"noopener\">as early as last\u00a0fall<\/a>, demanding guarantees that the new cohesion policy &#8211; which\u00a0rumors suggest would be\u00a0<strong>remodeled along the lines\u00a0of the <i>Recovery and Resilience Facility<\/i><\/strong>, meaning\u00a0structured around <strong>individual national programs<\/strong> (instead of the hundreds of Community programs currently active, allocated among member states) with <strong>resources that governments could use with\u00a0more or less free discretion<\/strong>, provided they <strong>realize reforms agreed in advance<\/strong> with Brussels-continues to follow &#8220;<strong>a place-based approach<\/strong>&#8221; and to <a href=\"https:\/\/www.eunews.it\/en\/2024\/10\/02\/no-to-the-centralisation-of-cohesion-policy-the-european-regions-warning-to-fitto-and-von-der-leyen\/\" target=\"_blank\" rel=\"noopener\">respect the fundamental principles\u00a0<\/a>on which it was founded, namely\u00a0<strong>partnership, shared management, and multilevel governance<\/strong>.<\/p>\n<h3 id='the-role-of-the-regions'  id=\"boomdevs_2\">The Role of the Regions<\/h3>\n<p class=\"p1\">The principles that Fitto confirmed today that he wants to preserve &#8220;<strong>by ensuring the direct and active involvement of local and regional authorities<\/strong>&#8221; are another olive branch extended to administrators. However, doubts probably linger among administrators that this is not <strong>a smokescreen<\/strong> instead or, worse, a smokescreen to conceal <strong>reform plans that go in a completely different direction.<\/strong><\/p>\n<p class=\"p1\">Meanwhile, he throws water on the fire: &#8220;<strong>There is no centralization<\/strong>, as far as I am concerned,&#8221; he scoffed, reiterating that &#8220;<strong>there has never been in any act or proposal<\/strong>&#8221; from the EU executive. The model resembles precisely &#8212; at least distantly &#8212; the RRF and the <strong>National Recovery and Resilience Plans<\/strong>.<\/p>\n<p class=\"p1\">The question still to be answered remains on\u00a0the <strong>balance the Commission intends to strike between centralization and subsidiarity<\/strong> in the next MFF\u00a0and, consequently, in the upcoming\u00a0regional programming for 2028-2034.
