{"id":417661,"date":"2025-01-31T14:49:04","date_gmt":"2025-01-31T13:49:04","guid":{"rendered":"https:\/\/www.eunews.it\/2025\/01\/31\/stop-aiuti-umanitari-ucraina\/"},"modified":"2025-01-31T15:57:50","modified_gmt":"2025-01-31T14:57:50","slug":"us-aid-freeze-brings-organizations-to-their-knees-especially-in-ukraine","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2025\/01\/31\/us-aid-freeze-brings-organizations-to-their-knees-especially-in-ukraine\/","title":{"rendered":"US aid freeze brings organizations to their knees, especially in Ukraine"},"content":{"rendered":"<p class=\"p1\">Brussels &#8211; &#8220;<strong>The US government is not a charity<\/strong>.&#8221; These words, <a href=\"https:\/\/apnews.com\/article\/trump-usaid-foreign-aid-freeze-7d9c8cbcb241ec9a710feb8e883b9756\" target=\"_blank\" rel=\"noopener\">spoken yesterday<\/a> (Jan. 30) by\u00a0the new Secretary of State,\u00a0<strong>Marco Rubio<\/strong>, encapsulate the direction\u00a0the new American administration intends to follow right from its inception.\u00a0On the day of his inauguration on Jan. 20, among the first executive orders <strong>Donald Trump<\/strong> signed was <strong>a 90-day freeze on the generous development aid <\/strong>Washington was doling out globally.<\/p>\n<p class=\"p1\">This decision, predictably, is <strong>putting<\/strong> <strong>in serious difficulty\u00a0<\/strong>many<strong> international\u00a0humanitarian<\/strong> organizations that\u00a0will\u00a0<strong>no longer be able to operate on the ground<\/strong>.\u00a0And the most significant problems are already being encountered in <strong>Ukraine<\/strong>, which was the beneficiary of almost <strong>half of the blocked federal funds alone.<\/strong><\/p>\n<h3 id='frozen-funds'  id=\"boomdevs_1\">Frozen Funds<\/h3>\n<p class=\"p1\">According to data<a href=\"https:\/\/foreignassistance.gov\/aid-trends\" target=\"_blank\" rel=\"noopener\"> compiled by the US government<\/a>, in 2023, the <strong>Federal Agency for International Development (USAID)<\/strong> allocated <strong>over $36.5 billion to humanitarian projects<\/strong> worldwide, of which <strong>almost $16.5 billion went to Kyiv<\/strong>. However,\u00a0<a href=\"https:\/\/apnews.com\/article\/state-department-trump-foreign-aid-bf047e17ef64cb42a1a1b7fdf05caffa\" target=\"_blank\" rel=\"noopener\">since Jan. 24,<\/a>\u00a0<strong>nearly\u00a0all the\u00a0funds have been blocked<\/strong> for an initial <strong>period of 90 days,<\/strong>\u00a0after which a review will determine whether to continue on this path or adjust\u00a0the suspension.<\/p>\n<p class=\"p1\">In a nutshell, in addition to <strong>stopping USAID-financed fieldwork<\/strong> and <strong>prohibiting the start of new projects<\/strong>, the suspension order also <strong>bans using already allocated funds<\/strong> for any kind of expenditure, <strong>including staff salaries<\/strong>, for three months.<\/p>\n<p style=\"margin-bottom: 0px;\">&#8220;<strong>We are rooting out\u00a0waste<\/strong>,&#8221; the <strong>Department of State<\/strong> said<a href=\"https:\/\/www.state.gov\/prioritizing-americas-national-interests-one-dollar-at-a-time\/\" target=\"_blank\" rel=\"noopener\">\u00a0in a statement<\/a> to provide further details on the historic White House decision. &#8220;We are blocking woke programs. And <strong>we are exposing activities that run contrary to our national interests<\/strong>,&#8221; it\u00a0added.<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"en\">The U.S. contributes roughly 40% of global humanitarian aid. Americans deserve transparency and accountability. As we pause and review U.S. foreign aid, <a href=\"https:\/\/twitter.com\/SecRubio?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">@SecRubio<\/a> issued a waiver for life-saving humanitarian assistance programs. <a href=\"https:\/\/t.co\/Kwr6Bi8MES\">https:\/\/t.co\/Kwr6Bi8MES<\/a><\/p>\n<p>\u2014 Department of State (@StateDept) <a href=\"https:\/\/twitter.com\/StateDept\/status\/1884684095713915383?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">January 29, 2025<\/a><\/p><\/blockquote>\n<h3 id='forced-bankruptcy'  id=\"boomdevs_2\">Forced bankruptcy?<\/h3>\n<p class=\"p1\">&#8220;If I have to be honest, <strong>it&#8217;s a bloody disaster for the whole sector<\/strong>,&#8221; <strong>a human rights organization<\/strong> staff member confesses worriedly to <i>Eunews<\/i>, who shared his thoughts on condition of anonymity because the executive order prohibits aid workers from releasing details on the matter. &#8220;I expect that <strong>by the end of the review period,<\/strong> <strong>many organizations <\/strong>doing important work around the world\u00a0<strong>will be bankrupt<\/strong>,&#8221; he explains, adding that &#8220;this is probably, at least in part, <strong>intentional on Trump&#8217;s part<\/strong>&#8221; to avoid having to continue supporting programs no longer in line with White House priorities.<\/p>\n<p class=\"p1\">&#8220;<strong>They tied our hands behind our backs<\/strong>,&#8221; he goes on, illustrating the situation: &#8220;We currently have about half a million dollars in our account, <strong>but we cannot spend\u00a090 percent of it because it comes from the US government<\/strong>,&#8221; which evidently &#8220;expects us to stay afloat like this for three months while they tick a few boxes.&#8221; On the other hand, <strong>Washington fully funds<\/strong> his organization&#8217;s team active in Ukraine.<\/p>\n<p class=\"p1\">&#8220;For <strong>smaller organizations<\/strong> that received all their funding from the US government, it might be more realistic <strong>to\u00a0secure\u00a0emergency grants<\/strong> elsewhere,&#8221; he reasons, noting that\u00a0his group\u00a0will likely face greater difficulties. &#8220;Even if we suspend all of our activities,&#8221; as required by the presidential order, &#8220;we will need about $450,000 just to pay staff this quarter, and I don&#8217;t think <strong>any donor is willing to give that kind of money to a single organization<\/strong>,&#8221; he says, as a significant number of\u00a0entities are already urgently requesting financial support.<\/p>\n<h3 id='the-situation-in-ukraine'  id=\"boomdevs_3\">The situation in Ukraine<\/h3>\n<p class=\"p1\">This week, Rubio <a href=\"https:\/\/apnews.com\/article\/trump-foreign-assistance-freeze-684ff394662986eb38e0c84d3e73350b\" target=\"_blank\" rel=\"noopener\">introduced<\/a> <strong>additional exemptions<\/strong> from the freeze for <strong>humanitarian programs<\/strong> that provide <strong>life-saving medicine<\/strong>, <strong>medical services<\/strong>, <strong>food<\/strong>, <strong>shelter,<\/strong> and <strong>living assistance<\/strong>, which are in addition to waivers initially provided only for <strong>emergency food programs<\/strong> and <strong>military aid to Israel and Egypt<\/strong> (which in 2023 received 3.3 and 1.2 billion respectively).<\/p>\n<p class=\"p1\">The State Department and the Pentagon have assured that <strong>military aid to Ukraine<\/strong> will\u00a0continue, as will <strong>support for &#8220;life-saving&#8221;\u00a0<\/strong>programs. But this still leaves in suspense and<a href=\"https:\/\/edition.cnn.com\/2025\/01\/30\/world\/us-foreign-aid-freeze-intl-latam\/index.html\" rel=\"noopener\" target=\"_blank\"> confusion<\/a> not only the <strong>civilian programs essential to Kyiv&#8217;s war effort<\/strong> (including support for public salaries that keep the Ukrainian state machine running)\u00a0but also the <strong>vast network<\/strong>\u00a0<strong>of humanitarian organizations<\/strong> active in the former Soviet republic, which in less than a month will see\u00a0the third anniversary of the large-scale\u00a0Russian invasion.<\/p>\n<figure id=\"attachment_417655\" class=\"wp-caption aligncenter\" style=\"width: 1024px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/Imagoeconomica_2361154-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-417655 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/Imagoeconomica_2361154-1024x683.jpg\" alt=\"Volodymyr Zelensky\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/Imagoeconomica_2361154-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/Imagoeconomica_2361154-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/Imagoeconomica_2361154-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/Imagoeconomica_2361154-1536x1024.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/Imagoeconomica_2361154-2048x1366.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/Imagoeconomica_2361154-750x500.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/Imagoeconomica_2361154-1140x760.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-417655\" class=\"wp-caption-text\">Ukrabian president Volodymyr Zelensky (photo via Imagoeconomica)<\/figcaption><\/figure>\n<p class=\"p1\">&#8220;The problem lies in the <strong>sudden nature of the decision<\/strong>,&#8221;\u00a0<strong>Ivona Kostyna<\/strong>, director of an NGO that\u00a0<strong>assists Ukrainian veterans,<\/strong>\u00a0<a href=\"https:\/\/www.euractiv.com\/section\/politics\/news\/ukrainian-ngos-in-panic-mode-after-trump-freezes-woke-humanitarian-aid\/\" target=\"_blank\" rel=\"noopener\">explained to Euractiv<\/a> . &#8220;If we had notice, <strong>we could have restructured our operations, looked for other donors,<\/strong> and avoided harm to our clients,&#8221; she noted, explaining that she had to close one of the work centers.<\/p>\n<p class=\"p1\">There are several\u00a0organizations like hers that, despite carrying out activities that save lives, are nevertheless <strong>remaining out of waivers<\/strong>. Many\u00a0had to <strong>lay off\u00a0staff<\/strong>, while others\u00a0<strong>closed permanently<\/strong>. There are those who, just a few dozen kilometers from the front line, provide essential services such as constant updates on the <strong>location\u00a0of landmines<\/strong>,\u00a0<strong>sites where they can retrieve uncontaminated water<\/strong>, or even <strong>bullet-proof vests for journalists<\/strong> who follow the evolution of the war and will no longer be able to rely on grants from Washington.<\/p>\n<p class=\"p1\">As expected, there are multiplying <strong>appeals<\/strong> from an increasing number of organizations in the attacked country to their <strong>European partners<\/strong> to take action to <strong>compensate<\/strong>, at least partially, <strong>the chasm that the US withdrawal has opened in their budgets<\/strong>, which inevitably results in their inability to continue their activities at a time when the urgency has certainly not ceased.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Associations worldwide that operated thanks to funding from Washington are suspending operations and laying off staff.
