The violence in Goma perpetrated by M23 rebels with the support of Rwandan defense forces inevitably compromises its integrity. However,\u00a0in\u00a0the Strasbourg Chamber, the EU Commissioner for the Mediterranean, <strong>Dubravka \u0160uica<\/strong>, clarified Brussels&#8217; stance: <strong>the purchase of metals and rare earths will continue<\/strong>, its suspension could be &#8220;self-defeating&#8221; because it would break human rights obligations\u00a0placed by the EU.<\/p>\n<p style=\"margin-bottom: 0px;\">\u00a0In the <a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20250206IPR26752\/meps-want-to-suspend-eu-rwanda-deal-on-critical-raw-materials\" target=\"_blank\" rel=\"noopener\">resolution<\/a> adopted yesterday (Feb. 13)\u00a0with\u00a0443 votes in favor,\u00a0 four against, and 48 abstentions, MEPs strongly condemned the occupation of Goma and other territories in eastern DRC &#8212; a region rich in minerals &#8212; by M23 rebels and the Rwandan army. In the text, the European Parliament\u00a0underlines the &#8220;<strong>indiscriminate attacks, unlawful killing, rape, and other apparent war crimes<\/strong>&#8221; that have occurred in recent weeks on the DRC-Rwanda border. Over\u00a03,000 people are reportedly dead in the city on Lake Kivu.<\/p>\n<p style=\"margin-bottom: 0px;\">The violence is an embarrassment for the European Commission, which recently intensified relations with Kigali. It aims to\u00a0secure a &#8220;sustainable supply of raw materials&#8221; for the European Union &#8211; primarily <strong>tantalum, tin, tungsten, gold, niobium, lithium, and rare earths<\/strong>\u00a0&#8211; in exchange for substantial funding to develop Rwanda&#8217;s mining supply chains and infrastructure. Through the Global Gateway &#8212; the strategy launched by the EU in 2021 to create new infrastructure in developing countries &#8212; Rwanda has been allocated over\u00a0\u20ac900 million.<\/p>\n<p style=\"margin-bottom: 0px;\">\u00a0The understanding sparked controversy\u00a0from the start since the <strong>United Nations documented<\/strong>\u00a0the illicit trade in minerals coming from a conflict-torn border region. The president of the Democratic Republic of Congo, F\u00e9lix Tshisekedi, defined\u00a0the agreement between Brussels and Kigali as a &#8220;<a href=\"https:\/\/www.aa.com.tr\/en\/africa\/congos-president-accuses-rwanda-of-looting-with-eu-support\/3145624\" target=\"_blank\" rel=\"noopener\">provocation in very bad taste<\/a>.&#8221;\u00a0The incursion by Rwandan-backed rebels has been concentrated in the region most dense with mines for extracting\u00a0<strong>gold, coltan, tin, tantalum<\/strong>, and other critical minerals and rare earths.<\/p>\n<p style=\"margin-bottom: 0px;\">For now, the European Commission chooses the line of pragmatism. It takes a position on the conflict but will not touch the memorandum of understanding. Commissioner \u0160uica &#8211; on behalf of the EU High Representative for Foreign Affairs, Kaja Kallas, who declined an invitation to the debate at the last moment &#8211;<a href=\"https:\/\/www.eeas.europa.eu\/eeas\/democratic-republic-congo-speech-dubravka-%C5%A1uica-commissioner-mediterranean-behalf-high_en\" target=\"_blank\" rel=\"noopener\">\u00a0conveyed<\/a> Brussels&#8217; demands to the parties to the conflict: keep the borders open for refugees and humanitarian workers, <strong>ensure the protection of civilians and respect for international humanitarian law<\/strong>, preserve the security of humanitarian personnel, health workers, and medical facilities, and start negotiations for a humanitarian ceasefire.<\/p>\n<p style=\"margin-bottom: 0px;\">\u0160uica also announced that in response to this &#8220;new crisis within a crisis,&#8221; the Commission has accelerated the disbursement of its initial <strong>60 million euro budget for the DRC for 2025<\/strong>. &#8220;We are currently establishing which humanitarian partners still have the capacity to effectively intervene,&#8221; she explained in the House. But the agreement with Rwanda is not in question: &#8220;The Commission will not support concrete investments in mineral processing from which the origin is uncertain,&#8221; \u0160uica said, dismissing the charges. On the contrary, EU support &#8220;ensures safe working conditions, including the fight against child labor.&#8221; Therefore, the EU executive argues, &#8220;<strong>suspending the MoU could be self-defeating<\/strong>,&#8221; as it would &#8220;undermine an incentive to ensure responsible mineral production and trade by Rwanda.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In a resolution adopted by an overwhelming majority, the Strasbourg Chamber condemns the occupation of Goma by Rwandan-backed M23 rebels.
