The return of <strong>Donald Trump<\/strong> to the White House, he says, is like <strong>an &#8220;electroshock&#8221; for the Old Continent<\/strong>, which needs to shake off its torpor and take charge of its destiny, starting with the <strong>situation in Ukraine<\/strong>. However,\u00a0among the main obstacles to the vision of the politically weakened French president at home and in Brussels are the <strong>rigid spending rules of the EU<\/strong>.<\/p>\n<h3 id='cold-shower'  id=\"boomdevs_1\" class=\"p1\">Cold shower<\/h3>\n<p class=\"p1\">All clouds have a silver lining, in a nutshell, is the gist of a long, all-round\u00a0interview given by French President <strong>Emmanuel Macron<\/strong> to the <a href=\"https:\/\/www.ft.com\/content\/1ee43b51-9d3a-47d2-adf6-3315c38e1c38\" target=\"_blank\" rel=\"noopener\"><i>Financial Times<\/i><\/a> and published this morning (Feb. 14). Since taking office for the second time on Jan. 20, his US counterpart <strong>Donald Trump<\/strong> has already made it abundantly clear to the world &#8211; but especially to those who <strong>theoretically are his closest allies<\/strong>, namely Europeans &#8211; that <strong>the music has changed dramatically<\/strong> compared to the four years when <strong>Joe Biden<\/strong> was in charge in the White House.<\/p>\n<p class=\"p1\">It is a full-blown cold shower &#8212; a freezing one. On the one hand, the <strong>tariff<\/strong>\u00a0<strong>war<\/strong>, for which the EU <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/11\/eu-unites-against-trumps-tariffs-retaliatory-measures-and-talks-with-india\/\" target=\"_blank\" rel=\"noopener\">has not yet finalized a response<\/a>. On the other hand,\u00a0<strong>there is the other real battle underway in Europe<\/strong>, on the doorstep of the Union, for almost three years now. From <strong>liquefied gas<\/strong> (which Washington is asking Brussels to buy in much larger quantities) to <strong>artificial intelligence<\/strong>, a global race in which the Old Continent can only see the backs of China and the US <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/11\/von-der-leyens-european-way-to-artificial-intelligence\/\" target=\"_blank\" rel=\"noopener\">with binoculars<\/a>\u00a0while the two superpowers sprint ahead.<\/p>\n<h3 id='strategic-awakening'  id=\"boomdevs_2\" class=\"p1\">&#8220;Strategic Awakening&#8221;<\/h3>\n<p class=\"p1\">For Macron, the one unleashed by Trump is a barrage of slaps in the face that should serve to <strong>abruptly wake up Europe from the self-induced sleep<\/strong>\u00a0into which it has been\u00a0over the past 30 years, remaining in a state of &#8220;<strong>strategic dependence<\/strong>.&#8221; More than a dream, it is\u00a0<strong>an illusion<\/strong>\u00a0of continuing to ride the gravy train,\u00a0<strong>delegating its defense<\/strong> to Washington, <strong>relying on Moscow for cheap energy supplies,<\/strong> and <strong>on<\/strong>\u00a0<strong>Beijing as a global market<\/strong>.<\/p>\n<p class=\"p1\">But one can wake up when asleep.\u00a0The US president&#8217;s outbursts are a symptom of the condition of &#8220;<strong>extreme strategic uncertainty<\/strong>&#8221; in which the world finds itself, according to the Elys\u00e9e Palace tenant. &#8220;<strong>It is an electroshock<\/strong>,&#8221; he argues, &#8220;<strong>an exogenous shock for\u00a0Europeans<\/strong>.&#8221; The only solution, he says, is a <strong>radical rethinking of the role and functioning of the EU<\/strong>.<\/p>\n<p class=\"p1\">According to him, Europe&#8217;s <strong>&#8220;strategic awakening&#8221;<\/strong> can only come from a series of ambitious actions, concerted between Brussels and state governments, which necessarily go toward\u00a0<strong>greater integration<\/strong>: <strong>strengthening defense capabilities<\/strong>, <strong>relaunching growth<\/strong>, and\u00a0<strong>simplifying<\/strong> the regulatory framework\u00a0that strangles productive sectors. Without convinced pushes in these areas, he warns, the EU will not be able to reap the benefits of its size. The <strong>magic word is &#8220;scale:&#8221;<\/strong> we need to think in continental terms, no longer national ones, which is what two former Italian prime ministers, <strong>Enrico Letta<\/strong> and <strong>Mario Draghi<\/strong>, have already stated\u00a0in their respective reports.<\/p>\n<h2 id='ukraine-s-security'  id=\"boomdevs_3\" class=\"p1\">Ukraine&#8217;s security<\/h2>\n<p class=\"p1\">The first and most immediate <strong>test for the 27 member states<\/strong>, Macron reasons, <strong>is Ukraine<\/strong>. After <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/13\/trump-talks-to-putin-and-zelensky-while-europe-stands-idly-by\/\" target=\"_blank\" rel=\"_blank noopener\">the Trump-imposed acceleration<\/a> with the phone call to Putin the day before yesterday, <strong>peace<\/strong> (whatever form it may take) suddenly seems <strong>within reach<\/strong>. Allowing reaching <strong>a &#8220;peace that is a capitulation&#8221;<\/strong> would not be in anyone&#8217;s interest, least of all that of the United States. The only question, therefore, remains whether Putin &#8220;is truly, durably, and credibly willing to <strong>accept a ceasefire on this basis<\/strong>.&#8221;<\/p>\n<p class=\"p1\">Putting the pieces back together after the end of hostilities will be &#8220;the&#8221; challenge for the EU, which will play a present and future role i<strong>n post-conflict management<\/strong>, at least in the short term. &#8220;<strong>The security of Ukraine is the security of Europe<\/strong>,&#8221; the Commission spokespeople said. But if Brussels continues to remain passive, it will be<strong> the global powers again to redraw (again)<\/strong>\u00a0<strong>the security architecture of the Old Continent<\/strong>, as in the days of the Cold War.<\/p>\n<p class=\"p1\"><strong>Macron agrees with the US administration<\/strong> on the need for the EU to take responsibility for ensuring the security of the former Soviet republic after the truce. &#8220;<strong>Trump is saying to Europe: &#8216;It&#8217;s up to you to carry the burden,&#8217; and I say, it&#8217;s up to us to assume it<\/strong>,&#8221; he argues. He has already initiated discussions with other European chancelleries (starting with Warsaw) on the possibility of <strong>deploying a <i>peacekeeping<\/i><\/strong> force along the new border\u00a0in Ukraine. Not only because he assures the (Franco-Italian)\u00a0<strong>Samp-T<\/strong>\u00a0is &#8220;better&#8221; than the <strong>US-made<\/strong>\u00a0<strong>Patriot,\u00a0<\/strong>but because &#8220;if all we do is become even bigger customers of the US, in 20 years we still won&#8217;t have solved the issue&#8221; of strategic autonomy.<\/p>\n<h3 id='a-giant-with-feet-of-clay'  id=\"boomdevs_5\" class=\"p1\">A giant with feet of clay?<\/h3>\n<p class=\"p1\">There is, however, one big &#8220;though&#8221; hovering over the French president&#8217;s grandiose plans. Translating them into practice <strong>requires powerful political momentum,<\/strong> even in the best of economic times (spoiler: today&#8217;s is one of the worst in decades). However, Macron seems to have <strong>almost run out <\/strong>of\u00a0political capital.<\/p>\n<p class=\"p1\">In Paris, his power, which had seemed almost absolute in his first term, is now greatly diminished, with his <strong>liberal center squeezed from both the left and the right<\/strong>. It\u00a0is reflected in\u00a0Brussels, where the historic <strong>Franco-German engine has been stalled for some time<\/strong>\u00a0and where the rising stars <a href=\"https:\/\/www.eunews.it\/en\/2024\/12\/30\/tusk-and-orban-the-true-european-leaders-as-the-east-advances\/\" target=\"_blank\" rel=\"noopener\">are emerging\u00a0from the east<\/a>\u00a0&#8212;<strong>\u00a0Poland to the Baltics<\/strong>. These countries do not share the same delusions of continental grandeur and are instead <strong>much more tied <\/strong>(critics say subordinate)\u00a0<strong>to Uncle Sam<\/strong>.<\/p>\n<p class=\"p1\">In addition, there is a problem squeezing all governments in (almost) equal measure. The <strong>rigidity of EU spending constraints<\/strong>, set in the recently reformed <strong>Stability and Growth Pact (SGP)<\/strong>, does not allow member states to <strong>invest in the defense sector<\/strong> the amounts needed for a real change of pace. However,\u00a0after Berlin <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/04\/eu-leaders-signal-loosening-the-stability-pact-for-defense\/\" target=\"_blank\" rel=\"noopener\">gave in to the possibility<\/a> to <strong>explore &#8220;greater flexibility&#8221;\u00a0<\/strong>by staying within the SGP, Commission President <strong>Ursula von der Leyen<\/strong> proposed just this morning at the Munich Security Conference to <strong>recur to the safeguard clause for defense investments<\/strong> (as the Italian government has long evoked as well).<\/p>\n<p class=\"p1\">Finally, there is the <strong>question of regulation<\/strong>. European <strong>regulation is suffocating<\/strong>,\u00a0the Elysee tenant complains. It needs to be revised to <strong>allow innovation and competitiveness<\/strong>. Here, he\u00a0agrees with the EU executive, which <a href=\"https:\/\/www.eunews.it\/en\/2025\/01\/29\/von-der-leyen-presents-the-competitiveness-compass-simplification-is-the-new-eu-watchword\/\" target=\"_blank\" rel=\"noopener\">recently unveiled the Compass<\/a>\u00a0on competitiveness.\u00a0&#8220;<strong>Drastic simplification<\/strong> is needed,&#8221; he notes, limiting <strong>&#8220;crazy&#8221; obligations on businesses<\/strong> to jumpstart investment and inject new life into the single market.<\/p>\n<p style=\"margin-bottom: 0px;\">A <strong>book of<\/strong>\u00a0<strong>dreams<\/strong> that, however, is likely to remain a dead letter, given the <strong>financial oaths of almost all member states<\/strong> and the <strong>assertiveness shown by Trump<\/strong>\u00a0since the beginning of his second term. After all,\u00a0Polish Prime Minister <strong>Donald Tusk<\/strong> and the Atlantic Alliance Secretary General <strong>Mark Rutte<\/strong> already argued publicly that <strong>Europe must buy more American products, starting with weapons<\/strong>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The return of the tycoonshould help the EU break out from &#8220;strategic dependence&#8221; and build its own strategic autonomy, says the French president.
