But one EU state is resisting, practically alone, against the arms race:\u00a0<strong>Spain<\/strong> of <strong>Pedro S\u00e1nchez<\/strong>.<\/p>\n<p class=\"p1\">The Madrid executive, led by a centre-left coalition between the <strong>Partido Socialista (PSOE)<\/strong> of Prime Minister <strong>Pedro S\u00e1nchez<\/strong> and <strong>Sumar<\/strong> (a platform that brings together several formations of the radical left), <a href=\"https:\/\/elpais.com\/espana\/2025-02-17\/la-hoja-de-ruta-de-espana-para-cumplir-su-compromiso-con-la-otan-36560-millones-de-gasto-militar-en-2029.html\" target=\"_blank\" rel=\"noopener\">confirmed its intention<\/a> to keep the <strong>spending pledges made when forming the government<\/strong>.\u00a0<span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">That is, to allocate 1.32 per cent of GDP to defence this year and\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">reach the 2 per cent target<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0(<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">set by NATO in 2014<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">, after Russia&#8217;s unilateral annexation of Crimea)\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">by 2029<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">.<\/span><\/p>\n<p class=\"p1\">The Iberian country is one of <strong>eight members of the alliance that have not yet hit the 2 per cent target<\/strong>.\u00a0<span style=\"margin: 0px; padding: 0px;\"><a href=\"https:\/\/www.eunews.it\/en\/2024\/06\/18\/italy-is-among-8-nato-countries-that-have-not-yet-reached-the-2-percent-defense-spending-threshold\/\" target=\"_blank\" rel=\"noopener\">According to NATO&#8217;s estimates<\/a>\u00a0(which go back to last summer but should be updated next month), the others are\u00a0<strong>Belgium<\/strong>,\u00a0<strong>Canada<\/strong>,\u00a0<strong>Croatia<\/strong>,\u00a0<strong>Italy<\/strong>,\u00a0<strong>Luxembourg<\/strong>,\u00a0<strong>Portugal,<\/strong>\u00a0and\u00a0<strong>Slovenia<\/strong>.<\/span>\u00a0In fact, it spends the least: projections for 2024 speak of <strong>1.28 per cent<\/strong> of gross domestic product going to defence.\u00a0<span style=\"margin: 0px; padding: 0px;\"><strong>The<\/strong><\/span><strong>\u00a0actual figure could be even lower<\/strong>, as the Spanish economy <a href=\"https:\/\/www.lavanguardia.com\/internacional\/20250218\/10396744\/rusia-quiere-volver-a-los-negocios-con-ee-uu-y-presenta-su-mercado-como-gran-atractivo.html\" target=\"_blank\" rel=\"noopener\">grew by a remarkable 3.2 per cent<\/a> in the year just ended, <strong>bouncing to first place in the OECD<\/strong> area.<\/p>\n<figure id=\"attachment_419113\" class=\"wp-caption aligncenter\" style=\"width: 1024px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/02\/Imagoeconomica_2377804-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-419113 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/02\/Imagoeconomica_2377804-1024x582.jpg\" alt=\"NATO Secretary General Mark Rutte (right) welcomes U.S. Secretary of Defense Pete Hegseth at the Alliance's headquarters in Brussels, Feb. 13, 2025 (photo: NATO via Imagoeconomica)\" width=\"1024\" height=\"582\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/02\/Imagoeconomica_2377804-1024x582.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/02\/Imagoeconomica_2377804-300x170.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/02\/Imagoeconomica_2377804-768x436.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/02\/Imagoeconomica_2377804-1536x873.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/02\/Imagoeconomica_2377804-2048x1164.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/02\/Imagoeconomica_2377804-750x426.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/02\/Imagoeconomica_2377804-1140x648.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-419113\" class=\"wp-caption-text\">PETE HEGSETH U.S. DEFENSE SECRETARY, MARK RUTTE NATO SECRETARY GENERAL<\/figcaption><\/figure>\n<p class=\"p1\">In financial terms, for Madrid, it is a matter of <strong>going from the \u20ac17.5 billion<\/strong> allocated in 2024 to <strong>more than \u20ac36.5 billion over the next five years<\/strong>, focusing mainly on increased investment. The roadmap calls for nearly 21.2 billion in 2025 (touching precisely 1.32 per cent of the gross domestic product), then 24.7 billion in 2026 (1.49 per cent of GDP), then 28.4 billion in 2027 (1.66 per cent), surpassing 32.3 billion in 2028 (1.83 per cent) to finally stand at 36.5 billion in 2029. In short, a pace of <strong>about 4 billion a year<\/strong>. Far from peanuts.<\/p>\n<p class=\"p1\"><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">However, as has become clear in recent months,\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">2 per cent is no longer enough<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">.<\/span>\u00a0<span style=\"margin: 0px; padding: 0px;\">U.S. President\u00a0<strong>Donald Trump<\/strong>\u00a0has been repeating this since the election campaign. The new Pentagon chief,\u00a0<strong>Pete Hegseth,<\/strong>\u00a0reiterated it, and<span style=\"margin: 0px; padding: 0px;\">\u00a0<\/span>also\u00a0<strong>Mark Rutte<\/strong>, the Secretary General of the North Atlantic Alliance,\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2024\/12\/12\/nato-ruttes-warning-shift-to-war-mentality-two-per-cent-of-gdp-in-defence-is-no-longer-enough\/\" target=\"_blank\" rel=\"noopener\">stated it<\/a><strong>\u00a0<\/strong>shortly after taking office.<\/span>\u00a0<span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">From Munich, the chairwoman of the EU executive\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">Ursula von der Leyen,<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0<\/span><a style=\"text-align: inherit; font-family: var(--body-font-family);\" href=\"https:\/\/www.eunews.it\/en\/2025\/02\/14\/von-der-leyen-suspend-budget-rules-for-defence-spending\/\" target=\"_blank\" rel=\"noopener\">opened to the possibility\u00a0<\/a><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">of\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">uncoupling defence investment<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0from the constraints of the\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">Stability Pact<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0by activating the safeguard clause, and the EU High Representative\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">Kaja Kallas<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0also supports a greater commitment of member states to defence.<\/span><\/p>\n<p class=\"p1\"><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">For the time being,\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">there is still no officially agreed figure<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0(it could happen at the next NATO summit scheduled for late June in The Hague), but as much as 5 per cent has already been put on the table by the U.S. administration.<\/span>\u00a0A more than double increase, the latter, which would be <strong>difficult for many organisation members<\/strong>\u00a0to sustain (Washington spent less than 3.4 last year, Warsaw more than 4.1).
