Especially on the dossier of the <strong>war in Ukraine<\/strong>, he has caught his European allies off guard, effectively excluding them from negotiations for an end to hostilities (but shifting responsibility for peacekeeping onto them). <strong>In the Old Continent, the bewilderment is total<\/strong>.<\/p>\n<p class=\"p1\">With timidity, <strong>some voices are beginning to arise in a haphazard manner<\/strong>. However, there is still no real strategy to react to the blows\u00a0that the US president is unleashing in a mad dash: not only on the <strong>last three years of stars-and-stripes foreign policy<\/strong>\u00a0but on the very <strong>international order that Washington had built<\/strong> after World War II.<\/p>\n<h3 id='trump-zelensky-head-on-clash'  id=\"boomdevs_1\" class=\"p1\">Trump-Zelensky head-on clash<\/h3>\n<p class=\"p1\">In fact, Trump has done\u00a0<span style=\"font-size: large;\">the bulk of the work<\/span> <strong>within a single week<\/strong>. That is, since <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/13\/trump-talks-to-putin-and-zelensky-while-europe-stands-idly-by\/\" target=\"_blank\" rel=\"noopener\">he called on the phone<\/a> the Russian counterpart <strong>Vladimir Putin<\/strong> without coordinating with either the Ukrainian leader <strong>Volodymyr Zelensky<\/strong> or the European allies (or presumed so). A verbal escalation\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/19\/trump-fires-back-at-zelensky-he-is-a-dictator-moscow-applauds-brussels-stays-silent\/\" target=\"_blank\" rel=\"noopener\">culminated<\/a> with the most powerful man in the world (free and otherwise) calling the leader of the former Soviet republic an &#8220;<strong>unelected dictator<\/strong>.&#8221; The latter was\u00a0<strong>elected before the war<\/strong> (and not replaceable as long as martial law is in force, as the Ukrainian Constitution dictates). To lecture him on democracy, <strong>the instigator of the assault on the Capitol on January 6, 2021<\/strong>, stemmed precisely from his inability to accept the outcome of a completely democratic and legitimate election.<\/p>\n<p class=\"p1\">U.S. National Security Adviser <strong>Michael Waltz<\/strong> suggested that <strong>the Ukrainians should &#8220;tone it down and sign the agreement&#8221; on rare earths<\/strong> proposed by his boss, called &#8220;the best&#8221; security guarantee for Kyiv. Zelensky declined the offer, claiming\u00a0<strong>he cannot &#8220;sell out&#8221; his country<\/strong>.<\/p>\n<h3 id='a-new-jalta'  id=\"boomdevs_2\" class=\"p1\">A new Jalta?<\/h3>\n<p style=\"margin-bottom: 0px;\">Europe was also caught in the middle of friendly fire. The <strong>technical rehearsals of a thaw between Washington and Moscow<\/strong> <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/18\/trump-putin-zelensky-fears\/\" target=\"_blank\" rel=\"noopener\"> on stage in Riyadh<\/a> froze, however, the European chancelleries. Not only because, after three years of repeating that nothing can be\u00a0decided on Ukraine without them\u2014and without Kyiv\u2014they have effectively been <strong>cornered by Trump<\/strong>, who considers Putin his only interlocutor.<\/p>\n<p class=\"p1\">But also because, by making explicit <strong>the U.S. disengagement from the continent<\/strong>, the U.S. president has essentially deprived it of the main guarantor of its security. Its\u00a0architecture will now have to be redesigned from scratch for the first time since 1945. <strong>A new Jalta, 80 years after the original<\/strong>. And to put on the table the possibility of <strong>an Anglo-French interposition force in Ukraine<\/strong> to monitor the line of an eventual ceasefire\u00a0on condition that an <a href=\"https:\/\/www.bbc.com\/news\/articles\/cn4z4w3v5y8o\" target=\"_blank\" rel=\"noopener\">&#8220;American cover&#8221; is provided<\/a>.\u00a0<span style=\"margin: 0px; padding: 0px;\"><strong>Emmanuel Macron<\/strong>\u00a0is also expected to travel to the U.S. capital after having, in the past few days, hastily organized in the transalpine capital\u00a0<strong>two unofficial summits between European leaders<\/strong>\u00a0(<a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/17\/ukraine-eu-leaders-summit-in-paris-last-resort-before-trump-putin-negotiations\/\" target=\"_blank\" rel=\"noopener\">one Monday<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/19\/trump-fires-back-at-zelensky-he-is-a-dictator-moscow-applauds-brussels-stays-silent\/\" target=\"_blank\" rel=\"noopener\">one yesterday<\/a>) to\u00a0<strong>coordinate a reaction to the Trump earthquake<\/strong>.<\/span>\u00a0Goal missed.<\/p>\n<p class=\"p1\">Yesterday evening, it was outgoing German Chancellor <strong>Olaf Scholz<\/strong> who had branded the US president&#8217;s insinuations as &#8220;<strong>wrong and dangerous<\/strong>,&#8221; while other Scandinavian leaders also <a href=\"https:\/\/www.politico.eu\/article\/donald-trump-volodymyr-zelenskyy-ukraine-russia-reelection-eu-uk-war-olaf\/\" target=\"_blank\" rel=\"noopener\">took the side of<\/a>\u00a0<a href=\"https:\/\/www.politico.eu\/article\/donald-trump-volodymyr-zelenskyy-ukraine-russia-reelection-eu-uk-war-olaf\/\" target=\"_blank\" rel=\"noopener\">Zelensky<\/a> (Danish PM <strong>Mette Frederiksen<\/strong>, Swedish PM <strong>Ulf Kristersson<\/strong> and Norwegian PM <strong>Jonas Gahr St\u00f8re<\/strong>). Deafening, on the other hand, is the silence of <strong>Giorgia Meloni<\/strong>, forced into a <strong>difficult balancing act between her staunch support for Ukraine<\/strong> (which has allowed her to make herself presentable in Europe in recent years) and <strong>the role of &#8220;bridge&#8221; between the two sides of the Atlantic<\/strong>, claimed for herself by the premier by virtue of her political proximity to Trump.<\/p>\n<h3 id='unexplored-territory'  id=\"boomdevs_4\">Unexplored territory<\/h3>\n<p class=\"p1\">For the time being, NATO Secretary General <strong>Mark Rutte<\/strong> pours oil on troubled waters. The former Dutch premier said he was &#8220;somewhat irritated&#8221; by the attitude of European leaders who complained that they were not involved in the negotiations. His suggestion: &#8220;<strong>Organise yourselves, be at a table<\/strong>, whatever exactly this table entails.&#8221; The praise is for the Elys\u00e9e initiative.\u00a0<span style=\"margin: 0px; padding: 0px;\">&#8220;The important thing,&#8221; he says, &#8220;is that somehow, in Europe,\u00a0<strong>we discuss how to organize security guarantees<\/strong>\u00a0in Ukraine.&#8221;<\/span>\u00a0Rutte admits the timeframe will not be short but said he was &#8220;happy that at least <strong>we have stopped whining and have started to act, to agree<\/strong>.&#8221;<\/p>\n<p class=\"p1\">We are entering an <strong>unexplored territory<\/strong>, and no one knows how to move. Brussels lacks a figure of <strong>high enough political stature to confront Trump<\/strong>. High Representative <strong>Kaja Kallas<\/strong>, to whom even the Treaties would seem to entrust such a role, has been mute on the issue for days. According to reports from EU officials, one will be convened only when there is reasonable confidence that results will be achieved (and best wishes to <strong>get Hungary and Slovakia<\/strong>\u2014who have\u00a0also\u00a0complained about their exclusion from the Paris summits\u2014to agree).<\/p>\n<p class=\"p1\">At the EU level, the <strong>16th package of sanctions against the Kremlin<\/strong><a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/18\/ukraine-eu-ready-to-adopt-16th-sanctions-package-against-russia\/\" target=\"_blank\" rel=\"noopener\"><strong>\u00a0<\/strong>is being fine-tuned<\/a>, while German Foreign Minister <strong>Annalena Baerbock<\/strong> <a href=\"https:\/\/www.kyivpost.com\/post\/47347\" target=\"_blank\" rel=\"noopener\">announced<\/a> a huge plan of military aid for Ukraine that would be worth <strong>as much as \u20ac700 billion<\/strong>, a figure never before disbursed by either Washington or Brussels (or the two together).<\/p>\n<h3 id='kyiv-at-the-centre-of-the-action'  id=\"boomdevs_5\">Kyiv at the centre of the action<\/h3>\n<p class=\"p1\">But for the time being,\u00a0<strong>it&#8217;s a free-for-all<\/strong>.\u00a0<span style=\"margin: 0px; padding: 0px;\">In addition to Starmer&#8217;s and Macron&#8217;s visits to the United States, there will be that of Costa and EU chief executive\u00a0<strong>Ursula von der Leyen<\/strong>\u00a0to Kyiv next Feb. 24 to mark\u00a0<strong>the third anniversary of the large-scale Russian invasion<\/strong>.<\/span>\u00a0The Commission simply notes that &#8220;Zelensky was legitimately elected in free, fair, and democratic elections&#8221; and that &#8220;<strong>Ukraine is a democracy, Putin&#8217;s Russia is not<\/strong>.&#8221; Something obvious, one would say, but these days better to be sure.<\/p>\n<p class=\"p1\">Meanwhile, <strong>Keith Kellogg<\/strong>\u00a0<span style=\"margin: 0px; padding: 0px;\"><a href=\"https:\/\/kyivindependent.com\/kellogg-meets-sybiha-syrskyi-yermak-during-kyiv-visit\/\" target=\"_blank\" rel=\"noopener\">landed\u00a0<\/a>in<\/span>\u00a0the Ukrainian capital. On paper, he is the White House&#8217;s special envoy for the Russia-Ukraine crisis. Still, it seems Trump is <strong>putting him on the back burner<\/strong> compared to another special envoy (as well as his golfing partner), <strong>Steve Witkoff<\/strong>, who, however, is supposed to be in charge of the Middle East. Malignants say that\u00a0<span style=\"margin: 0px; padding: 0px;\">Kellogg<a href=\"https:\/\/kyivindependent.com\/as-trumps-ukraine-envoy-is-partially-sidelined-middle-east-negotiator-takes-lead-in-russia-talks\/\" target=\"_blank\" rel=\"noopener\">\u00a0would<\/a><\/span><a href=\"https:\/\/kyivindependent.com\/as-trumps-ukraine-envoy-is-partially-sidelined-middle-east-negotiator-takes-lead-in-russia-talks\/\" target=\"_blank\" rel=\"noopener\">\u00a0be sidelined<\/a>\u00a0because\u00a0the Russians dislike him.
