Brussels – “The decision by the Administration of the United States of America to suspend<\/a> i<\/strong>nternational aid has a negative impact on millions of people <\/strong>around the world, including in Europe.<\/strong>” It is how Human Rights Commissioner Michael O’Flaherty<\/strong> opened his warning\u00a0statement<\/a> yesterday (Feb. 20), urging members of the\u00a0Council of Europe\u00a0to double down\u00a0their efforts to fill the void left by Washington<\/strong>.<\/p>\n

The US Agency for International Development sent 5 billion to Ukraine in 2024<\/strong>, supporting key initiatives in human rights<\/strong> and crucial support to civil society<\/strong>.<\/p>\n

The void, he continues, has caused the loss of 25 percent of total funds allocated to NGOs active in Ukraine and neighboring countries<\/strong>, forcing them to halt critical operations such as health support for refugees. Key projects<\/strong> such as support for victims of war crimes and the protection of minorities, especially in Eastern Europe and the Balkans<\/strong>, risk disappearing altogether<\/strong>, while the crisis<\/strong> of the independent media sector<\/strong>, suffering without US funding, offers a golden opportunity for those “determined to suppress the truth or silence dissent.”<\/p>\n

Also at risk are health system support programs<\/strong>, which\u00a0respond to the outbreak of viral diseases, and\u00a0organizations and entities that fight corruption<\/strong>, protecting younger or fragile democracies. O’Flaherty also points out how the withdrawal of US funds particularly threatens\u00a0NGOs cooperating with the United Nations.<\/strong><\/p>\n

What should Europe do? The CoE calls for a robust response<\/strong>: coordination in rescuing vulnerable NGOs, preserving human rights projects, adjusting budgets<\/strong> already allocated, and — most importantly<\/strong> —\u00a0increasing spending<\/strong>.<\/p>\n
