These initiatives took a substantial step forward today (Feb. 24) with the <strong>EU Council&#8217;s decision to <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2025\/02\/24\/syria-eu-suspends-restrictive-measures-on-key-economic-sectors\/?utm_source=brevo&amp;utm_campaign=AUTOMATED%20-%20Alert%20-%20Newsletter&amp;utm_medium=email&amp;utm_id=3318\" target=\"_blank\" rel=\"noopener\">suspend<\/a> several restrictive measures<\/strong> previously imposed on the Syrian regime and in place for over a decade.<\/p>\n<p>&#8220;This includes the <strong>transport, energy, and banking sectors<\/strong>,&#8221; specified EU High Representative for Foreign Affairs<strong> Kaja Kallas<\/strong> at the Foreign Affairs Council. The easing, already <a href=\"https:\/\/www.eunews.it\/en\/2025\/01\/24\/syria-eu-gradual-easing-of-sanctions\/\" target=\"_blank\" rel=\"noopener\">announced<\/a> on Jan. 24, includes suspending measures imposed on t<strong>he gas, oil, and electricity sectors<\/strong> and extending pre-existing <strong>humanitarian exceptions<\/strong> to sanctions indefinitely. Four banking institutions and Syrian Arab Airlines are removed from the list of entities subject to freezing of funds and economic resources so that they can be made available to the Central Bank of Syria.\u00a0At the same time, there is the introduction of exceptions to the prohibition on establishing relations between Syrian banks and financial institutions in the territory of the EU\u00a0t<strong>o permit transactions related to the transportation and energy sectors<\/strong>, as well as those necessary for <strong>reconstruction <\/strong>and humanitarian purposes.<\/p>\n<p>It is evident how the <a href=\"https:\/\/www.washingtoninstitute.org\/policy-analysis\/status-syrias-transition-after-two-months\" target=\"_blank\" rel=\"noopener\">measures<\/a> undertaken by <b>Hay&#8217;at Tahrir al-Sham <\/b>(HTS) militia leader Ahmed al-Sharaa, aka Abu Mohammad al-Jolani, have been greeted with optimism by Brussels, especially after the disbanding of all militias (including HTS) and the convening of the conference tasked with drafting the country&#8217;s <strong>new Constitution<\/strong>.<\/p>\n<p>The Council will consider whether it could suspend\u00a0<strong>further sanctions<\/strong> and will monitor the situation in Syria to ensure that such\u00a0suspensions remain appropriate. It is essential\u00a0to point out that sanctions related to the fallen Assad regime and those against the chemical and conventional weapons sector, illicit drug trafficking, import\/export of cultural heritage goods, dissent suppression software, and surveillance systems will remain\u00a0<strong>in place. On <strong>Mar. 17,<\/strong> the ninth <strong>conference for Syria<\/strong> is scheduled in Brussels, aimed at further mobilizing support for the country.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Affects energy, transportation, and banking sectors.
