As polls predicted, the\u00a0<strong>Christian Democratic Union\u00a0(CDU\/CSU)<\/strong> of <strong>Friedrich Merz<\/strong>\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/24\/merzs-cdu-wins-german-elections\/\" target=\"_blank\" rel=\"noopener\">won<\/a>\u00a0and\u00a0will thus be the next federal chancellor. He will face,\u00a0among other things,\u00a0the arduous task of reviving the fortunes of the <strong>largest economy on the Old Continent\u00a0<\/strong>and the equally difficult task of helping Brussels <strong>find a balance with the White House<\/strong> of <strong>Donald Trump<\/strong>.<\/p>\n<h3 id='towards-a-new-government'  id=\"boomdevs_1\" class=\"p1\">Towards a new government<\/h3>\n<p class=\"p1\">In Berlin, the new executive should\u00a0be a <strong>grand\u00a0coalition<\/strong> (<i>Gro\u00dfe Koalition<\/i>) between the <strong>Christian Democrats of the <i>Union<\/i><\/strong> and the <strong>Social Democrats of the SPD.<\/strong>\u00a0<strong>Friedrich Merz<\/strong> led the first group, while outgoing chancellor <strong>Olaf Scholz<\/strong> led the second group in the elections (where they achieved their worst result in history). Barring an eventual recount of the votes\u00a0<a href=\"https:\/\/www.euronews.com\/2025\/02\/24\/bsws-sahra-wagenknecht-mulls-challenging-german-election-results\" target=\"_blank\" rel=\"noopener\">that changes the outcome for the<\/a> votes of the <strong>red-Brown BSW<\/strong>\u00a0coalition led by <strong>Sahra Wagenknecht<\/strong> (which the first official results give at 4.97 percent, just 0.03 percentage points below the 5 percent threshold), the parliamentary seats of the two main centrist parties will be sufficient to give rise to <strong>a Red-Black alliance<\/strong>.<\/p>\n<p class=\"p1\">If that is not enough, a third partner might be necessary:\u00a0the <strong>Greens<\/strong> left an orphan by <strong>Robert Habeck<\/strong>, their chancellor candidate who resigned just this morning (Feb. 24) after the disappointing result in the polls, would be the main prospect even though the leader of the <strong>CSU<\/strong> (the sister party of the <strong>CDU<\/strong> active in Bavaria),\u00a0<strong>Markus S\u00f6der,\u00a0<\/strong>has already closed the door to their inclusion in the majority.<\/p>\n<figure id=\"attachment_403680\" class=\"wp-caption aligncenter\" style=\"width: 1024px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36LT73F-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-403680 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36LT73F-1024x505.jpg\" alt=\"Scholz\" width=\"1024\" height=\"505\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36LT73F-1024x505.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36LT73F-300x148.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36LT73F-768x379.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36LT73F-1536x758.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36LT73F-2048x1010.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36LT73F-750x370.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36LT73F-1140x562.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-403680\" class=\"wp-caption-text\">German chancellor Olaf Scholz (photo: John McDougall\/Afp)<\/figcaption><\/figure>\n<p class=\"p1\">Barring surprises, however, the work of the Merz government <a href=\"https:\/\/www.dw.com\/en\/election-analysis-germany-votes-for-change\/a-71726769\" target=\"_blank\" rel=\"noopener\">will focus<\/a>\u00a0on several\u00a0key priorities, among which\u00a0<strong>managing migration flows<\/strong>, <strong>economic recovery,<\/strong> and a <strong>rethinking of the national defense strategy<\/strong> stand out. It is precisely because of the urgency of the challenges he will face that the leader of the CDU hoped that <strong>negotiations for the formation of the government would proceed quickly<\/strong>. &#8220;The world is not waiting for us, nor is it waiting for lengthy talks and coalition negotiations,&#8221; he said, adding that strong leadership must be given to Berlin as soon as possible &#8220;so that we are once again present in Europe and <strong>let the world perceive that Germany is reliably governed<\/strong>.&#8221;<\/p>\n<h3 id='crackdown-on-immigration'  id=\"boomdevs_2\" class=\"p1\">Crackdown on immigration<\/h3>\n<p class=\"p1\">The issue of <strong>undocumented immigration<\/strong> <a href=\"https:\/\/www.politico.eu\/article\/germany-election-friedrich-merz-migration\/\" target=\"_blank\" rel=\"noopener\">was\u00a0crucial<\/a>\u00a0in the election campaign, mainly due\u00a0to <strong>a series of deadly attacks<\/strong> that have occurred in the country in recent months and Merz&#8217;s political gamble<a href=\"https:\/\/www.eunews.it\/en\/2025\/01\/30\/germanys-far-right-cordon-sanitaire-collapses-cdu-and-afd-align-against-migrants\/\" target=\"_blank\" rel=\"noopener\">\u00a0seeking the support<\/a>\u00a0of the AfD to get the <i>Bundestag<\/i> <strong>to crack down on asylum policies<\/strong>. &#8220;We will do everything we can to <strong>organize a change of direction in Germany<\/strong>,&#8221; S\u00f6der announced.<\/p>\n<p class=\"p1\">Given that <strong>even the positions of the Social Democrats have become more rigid recently<\/strong>, it should not be an insurmountable problem for the new chancellor to be able to approve a <strong>clampdown\u00a0on illegal immigration<\/strong>. However, over the future of the red-black coalition, <strong>the sword of Damocles of far-right support <\/strong>could continue to hover, which the Spd should be categorical\u00a0in rejecting, unlike the potential partners of the\u00a0<i>Union<\/i>.<\/p>\n<h3 id='economy-and-budget'  id=\"boomdevs_3\" class=\"p1\">Economy and Budget<\/h3>\n<p class=\"p1\">Another major problem that Merz faces\u00a0is what many observers consider <strong>the most serious economic crisis<\/strong> the country has ever faced <strong>since reunification in 1990<\/strong>. At most, some observers believe that some fiscal retrenchment is possible. Moreover, one of the points of disagreement between the CDU and SPD\u00a0is the <strong>reform of the so-called debt brake.<\/strong>\u00a0This\u00a0constitutional provision\u00a0prevents governments from spending more resources than entering state coffers.<\/p>\n<p class=\"p1\">Changing this provision\u00a0requires <strong>a two-thirds majority in the <i>Bundestag<\/i><\/strong>: even imagining that the red-black alliance is united and finds support from the <i>Gr\u00fcnen<\/i>, it would have\u00a0to convince the <i>Linke<\/i> (64 seats) since the <strong>AfD is hostile to revising the brake<\/strong>. The Left might prove willing, especially if Merz pledges to <strong>invest a more significant\u00a0portion of GDP on social and environmental issues<\/strong>, but might be less open to increasing public spending on defense.<\/p>\n<h3 id='defense-and-security'  id=\"boomdevs_4\" class=\"p1\">Defense and Security<\/h3>\n<p class=\"p1\">The security sector will be another critical\u00a0test for the new chancellor. Merz <a href=\"https:\/\/www.politico.eu\/article\/german-election-results-2025-friedrich-merz-cdu-europe\/\" target=\"_blank\" rel=\"noopener\">explicitly said<\/a>\u00a0he\u00a0intended to <strong>renovate the federal army &#8212;<\/strong> the <i>Bundeswehr &#8212;<\/i> and <strong>enhance the German defense industrial base<\/strong>. However, doing so will require substantial financial resources. Help could come from Brussels, where there is talk of <strong>activating the safeguard clause of the Stability and Growth Pact (SGP)<\/strong>and <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/04\/eu-leaders-signal-loosening-the-stability-pact-for-defense\/\" target=\"_blank\" rel=\"_blank noopener\">loosening community budget constraints<\/a> for defense investment.<\/p>\n<p class=\"p1\">The leader of the CDU\u00a0has repeatedly stressed the need to <strong>rethink the security architecture on the Old Continent<\/strong> in a historical phase that could see\u00a0Washington&#8217;s <strong>disengagement<\/strong>. &#8220;We need to prepare for the <strong>possibility that Donald Trump will no longer unconditionally fulfill the NATO<\/strong> mutual defense commitment,&#8221; <a href=\"https:\/\/www.politico.eu\/article\/friedrich-merz-germany-election-united-states-donald-trump-nato\/\" target=\"_blank\" rel=\"noopener\">he said<\/a>\u00a0on the eve of the election.<\/p>\n<p class=\"p1\">Merz even went so far as to float the idea of <strong>a new defense alliance in Europe<\/strong>, which could stand as an alternative to the North Atlantic Alliance. As of today, reaching that level <a href=\"https:\/\/www.dw.com\/en\/defense-spending-how-to-pay-for-germanys-security\/a-71537314\" target=\"_blank\" rel=\"noopener\">would require<\/a> about <strong>thirty billion euros a year<\/strong>, which could come from the 100 billion <i>monster<\/i> fund introduced by Scholz in the aftermath of Russia&#8217;s large-scale invasion of Ukraine.<\/p>\n<p class=\"p1\">Merz has hinted that<strong> he wants to go even further,<\/strong> stressing that the 2 percent is a minimum, not a ceiling. Should <strong>Boris Pistorius<\/strong>, the outgoing SPD\u00a0defense minister (and the politician with the highest individual approval rating nationwide), remain in the next executive,\u00a0<strong>getting the Bundestag to agree on this may be easier.<\/strong><\/p>\n<h3 id='transatlantic-relations-and-ukraine'  id=\"boomdevs_5\" class=\"p1\">Transatlantic relations (and Ukraine)<\/h3>\n<p class=\"p1\">Military spending increases in the 27 member states\u00a0are a direct consequence of the <strong>Russian aggression on the former Soviet republic<\/strong>, launched precisely three years ago (an anniversary that EU leaders commemorated with <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/24\/three-years-of-war-in-ukraine-von-der-leyen-and-costa-in-kyiv-just-peace-is-achieved-through-strength\/\" target=\"_blank\" rel=\"noopener\">a joint visit<\/a> in Kyiv). Although Germany has been the <strong>second-largest funder of Ukrainian resistance after the United States<\/strong>, Scholz&#8217;s approach to supporting Kyiv&#8217;s war effort has faced criticism\u00a0for being\u00a0excessively cold. In a change of pace, Merz could <strong>agree to supply Taurus<\/strong> long-range missiles, the German version of the <i>US-made Patriot<\/i> that the Social Democratic chancellor never decided\u00a0to send to Kyiv.<\/p>\n<p class=\"p1\">After all, Trump&#8217;s return to the White House has <strong>rebalanced the US stance\u00a0<\/strong>on<strong>\u00a0<\/strong>the conflict, <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/20\/on-ukraine-europe-has-yet-to-react-to-trumps-moves\/\" target=\"_blank\" rel=\"noopener\">shaking<\/a>\u00a0the overall\u00a0<strong>foundations of transatlantic relations<\/strong>. However,\u00a0the transalpine leader is severely (perhaps fatally) weakened domestically, and in recent years, the Franco-German engine has also stalled due to internal conflicts within Berlin&#8217;s\u00a0&#8220;traffic-light coalition.&#8221;\u00a0Merz now appears intent on <strong>retaking the leadership position in the EU<\/strong> that <strong>Angela Merkel<\/strong>\u00a0held during her long chancellorship. For the first time in 80 years, however, it may be a leadership that <strong>will have to do without Uncle Sam<\/strong> and his formidable strategic deterrent.<\/p>\n<p class=\"p1\">Regarding the interference\u00a0in the German election campaign by\u00a0Trump&#8217;s right-hand man, techno-oligarch <strong>Elon Musk<\/strong> (the world&#8217;s richest man <a href=\"https:\/\/www.eunews.it\/en\/2025\/01\/10\/musk-insists-only-the-afd-can-save-germany-livestream-on-x-with-weidel-watched-by-just-200000-viewers\/\" target=\"_blank\" rel=\"noopener\">publicly praised<\/a> the AfD&#8217;s chancellor candidate, <strong>Alice Weidel<\/strong>) and White House number two, <strong>James David Vance<\/strong> (who <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/14\/munich-all-eyes-on-ukraine-and-vance-zelensky-putin-will-attack-nato\/\" target=\"_blank\" rel=\"noopener\">urged<\/a> European leaders to <strong>abandon the &#8220;cordons sanitaire&#8221; against the far right<\/strong>), Merz said he was &#8220;under no illusions,&#8221; calling the US interventions &#8220;<strong>dramatic<\/strong>,&#8221; &#8220;<strong>drastic,<\/strong>&#8221; and &#8220;<strong>outrageous<\/strong>.&#8221;<\/p>\n<h3 id='reactions-to-the-election'  id=\"boomdevs_6\" class=\"p1\">Reactions to the election<\/h3>\n<p class=\"p1\">As expected, Musk&#8217;s comment regarding the <strong>historic achievement of the post-Nazi ultra-right<\/strong> was jubilant: &#8220;At this rate of growth, <strong>the AfD will be the majority party by the next election<\/strong>,&#8221; he wrote on the X platform (which he owns), echoing the congratulations extended to Weidel by Hungarian Prime Minister <strong>Viktor Orb\u00e1n<\/strong>.<\/p>\n<p class=\"p1\">Several other key figures in global ultranationalism also rejoiced for the AfD&#8217;s performance, starting with Musk&#8217;s boss, Trump. &#8220;Just like the United States, <strong>the German people have grown tired of the common-sense agenda<\/strong>, especially on energy and immigration, <strong>that has prevailed for many years<\/strong>,&#8221; he wrote on his social <i>Truth<\/i>.<\/p>\n<p class=\"p1\">&#8220;<strong>Change wins in Germany, too!<\/strong>&#8221; said\u00a0Italian deputy prime minister\u00a0<strong>Matteo Salvini.<\/strong>\u00a0The leader of Austria&#8217;s far-right FPO, <strong>Herbert Kickl<\/strong>, rejoiced at what he described as\u00a0<strong>a &#8220;huge hole&#8221; in the &#8220;cordon sanitaire&#8221;<\/strong>\u00a0erected in Germany to keep the AfD out of power.
