The <strong>seismic aftershock shaking Ukraine and Europe<\/strong> at this unprecedented stage is not likely to end soon;\u00a0it has just begun. It is a chain of events set in motion by the <strong>acceleration imparted by Donald Trump<\/strong>, which has caught both transatlantic allies and the Kyiv government off guard.<\/p>\n<p class=\"p1\">However, now <strong>Volodymyr Zelensky<\/strong> appears to be back to having <strong>a say<\/strong>, renegotiating with the White House the terms of the <strong>agreement on rare earth and critical raw materials,<\/strong>\u00a0which are at the center of interest from Washington, Moscow, and Brussels. For their part, <strong>European chancelleries are trying to coordinate<\/strong> as best they can, hastily coming up with a\u00a0common response.<\/p>\n<h3 id='the-ball-back-in-kyiv-s-court'  id=\"boomdevs_1\" class=\"p1\">The ball\u00a0back in\u00a0Kyiv&#8217;s court<\/h3>\n<p class=\"p1\">Three years after the <strong>large-scale invasion<\/strong> ordered by <strong>Vladimir Putin<\/strong> in 2022 to &#8220;demilitarize and denazify Ukraine&#8221; (itself a dramatic escalation of a crisis that began in 2014), everything came crashing down in the space of a handful of days in mid-February. For a moment &#8211; which seemed eternal to both Kyiv and the EU and NATO summits in Brussels &#8211; the US president seemed intent on <strong>negotiating alone with his Russian counterpart<\/strong>, radically changing the narrative on the bloodiest conflict that has erupted on the Old Continent since World War II (reiterating some of the favorite <i>leitmotifs<\/i> of Putin propaganda) and <strong>excluding both Ukraine and the EU from the negotiating table<\/strong>.<\/p>\n<p class=\"p1\">However, as of last night (Feb. 25), the tune\u00a0seems to have changed. Maybe it will not change the entire symphony, but some critical orchestra members are tuning their instruments better, starting with the Ukrainian leadership. When meeting with French President <strong>Emmanuel Macron<\/strong> on Monday, the New York\u00a0<i>tycoon<\/i>\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/25\/macron-in-trumps-court-eu-ready-to-send-troops-to-ukraine-peace-is-not-a-surrender\/\" target=\"_blank\" rel=\"noopener\">said<\/a> that the agreement was &#8220;very close&#8221; and claimed that <strong>the Ukrainian leader would fly to Washington<\/strong> in the next few days to sign\u00a0it in person in the Oval Office, perhaps as early as Friday (Feb. 28). A <i>timeline<\/i> also confirmed by Ukrainian officials.<\/p>\n<h3 id='details-of-the-agreement'  id=\"boomdevs_2\" class=\"p1\">Details of the agreement<\/h3>\n<p class=\"p1\">Zelensky\u00a0proposed a\u00a0pact on <strong>US privileged access<\/strong> to\u00a0<strong>rare earths<\/strong>,\u00a0<strong>critical raw materials<\/strong>,\u00a0<strong>natural gas,<\/strong> and <strong>oil from the former Soviet republic<\/strong> to Trump last September. Beryllium, graphite, yttrium, lanthanum, lithium, scandium, titanium, and uranium are just some of the minerals essential to the <strong>strategic sectors at the center of global competition<\/strong>: batteries for the green transition, nuclear power, aerospace, and defense.<\/p>\n<p class=\"p1\">However, negotiations became complicated in recent weeks\u00a0due to the\u00a0<strong>extreme demands of the US administration<\/strong>. The first version was Impractical for Kyiv, especially the White House&#8217;s claim to <strong>receive $500 billion<\/strong> from Ukrainian state coffers as <strong>compensation for aid<\/strong> sent during these three years of war. The latter <strong>would contribute 50 percent<\/strong> of the proceeds from the <strong>&#8220;future monetization&#8221; of domestic mineral resources<\/strong>. The fund should finance projects to be launched in the country, presumably related to reconstruction.<\/p>\n<p class=\"p1\">Later protocols will\u00a0<strong>define the technical details,<\/strong>\u00a0like which fields to include in the agreement and what to do with those too close to the front, not to mention those that have ended up under Russian occupation. Above all, <strong>an explicit passage on security guarantees<\/strong> is missing. It is a\u00a0very minor detail, but Ukrainian officials consider themselves satisfied, at least for the moment, that they have <strong>assured the support of their most powerful ally<\/strong>.<\/p>\n<h3 id='the-great-bargaining'  id=\"boomdevs_3\" class=\"p1\">The &#8220;great bargaining&#8221;<\/h3>\n<p class=\"p1\">Thus begins what some observers have already dubbed &#8220;<strong>the great bargaining<\/strong>.&#8221; The <strong>rich resources of its\u00a0subsoil<\/strong> seem to be<a href=\"https:\/\/www.politico.eu\/article\/donald-trump-ukraine-mineral-riches-greenland-plan-deal-olaf-scholz-democracy\/\" target=\"_blank\" rel=\"noopener\">\u00a0the last card\u00a0<\/a>in the poor\u00a0hand of the Ukrainian president, and\u00a0all the actors involved in various capacities in the game underway\u00a0in the former Soviet republic seek them.<\/p>\n<p class=\"p1\">From Washington, Trump is doing what he does best: applying the transactional approach he learned in his\u00a0past as a businessman to international politics. The White House&#8217;s <strong>quid pro quo\u00a0<\/strong>involves the purchase of minerals and hydrocarbons in exchange for aid to Kyiv and is being propped up by threats from the <i>tycoon&#8217;s<\/i> right-hand man, techno-oligarch<strong> <strong>Elon Musk<\/strong>, <\/strong>to disrupt the services of his <i>Starlink<\/i> satellite communications network on which the Ukrainian military depends.<\/p>\n<p class=\"p1\">On the other hand, the <strong>imperialist aims of Moscow<\/strong> &#8211; which, as of today, occupies slightly less than one-fifth of Ukrainian territory &#8211; are before the eyes of the world. As Commission Executive Vice-President <strong>St\u00e9phane S\u00e9journ\u00e9<\/strong>\u00a0reiterated during <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/24\/three-years-of-war-in-ukraine-von-der-leyen-and-costa-in-kyiv-just-peace-is-achieved-through-strength\/\" target=\"_blank\" rel=\"noopener\">Monday&#8217;s visit<\/a> (Feb. 24) in the Ukrainian capital, Brussels\u00a0entered into a <strong>memorandum of understanding with Kyiv in 2021,<\/strong> in which rare earths and raw materials play a crucial role. Of the 30 critical materials identified by the Union, 21 &#8220;can be supplied by Ukraine as part of <strong>a mutually beneficial partnership<\/strong>,&#8221; said the head of the EU Industrial Strategy.<\/p>\n<p class=\"p1\">The EU\u00a0executive <a href=\"https:\/\/www.politico.eu\/article\/critical-minerals-rare-earths-deal-eu-not-donald-trump\/\" target=\"_blank\" rel=\"_blank noopener\">offered<\/a> the full implementation of the already existing agreement, presenting itself as a <strong>more palatable alternative than Trump&#8217;s United States<\/strong>. The secret weapon at the EU&#8217;s disposal is the <strong>prospect of membership<\/strong>, on which <strong>Ursula von der Leyen<\/strong> has promised rapid progress (&#8220;before 2030, if Kyiv continues on the path of reform&#8221;), while the White House has put <strong>a definitive end\u00a0to Ukraine&#8217;s entry into NATO<\/strong>.<\/p>\n<h3 id='quo-vadis-europe'  id=\"boomdevs_4\" class=\"p1\"><i>Quo vadis, Europe?<\/i><\/h3>\n<p class=\"p1\">The Commission&#8217;s\u00a0partnership proposal should not be seen as a replacement for the US\u00a0one but as an additional one. Competing too directly with Uncle Sam, <strong>whose<\/strong> <strong>security umbrella remains irreplaceable for the Old Continent<\/strong>, could prove short-sighted at this stage.<\/p>\n<p class=\"p1\">Although the Europeans continue to hope that the\u00a0umbrella will stay\u00a0open (this was the purpose of Macron&#8217;s visit to Washington on Monday \u2013 on which he briefed his European Council colleagues this morning \u2013 and this is what tomorrow&#8217;s visit by British Prime Minister Keir Starmer will serve), the <strong>icy shower of the second\u00a0Trump term<\/strong> has been <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/20\/on-ukraine-europe-has-yet-to-react-to-trumps-moves\/\" target=\"_blank\" rel=\"noopener\">a rude awakening<\/a> from their 30-year post-historical illusion <i>\u00e0 la<\/i> Francis Fukuyama.<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"en\">Continuing to work on close European coordination, today president <a href=\"https:\/\/twitter.com\/EmmanuelMacron?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">@EmmanuelMacron<\/a> debriefed EU leaders on his meeting with <a href=\"https:\/\/twitter.com\/realDonaldTrump?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">@realDonaldTrump<\/a> earlier this week in Washington.<\/p>\n<p>Very useful to prepare our special European Council on 6 March, where we will take decisions on our\u2026 <a href=\"https:\/\/t.co\/4RRCIJ4vgm\">pic.twitter.com\/4RRCIJ4vgm<\/a><\/p>\n<p>&#8211; Ant\u00f3nio Costa (@eucopresident) ###\u00a7##<\/p><\/blockquote>\n<p class=\"p1\">European chancelleries are now rushing to the rescue, trying to <strong>coordinate efforts<\/strong> to create the <strong>strategic autonomy<\/strong> so often talked about but difficult to achieve.
